This book analyzes the ancient notion of res publica, it explores its original incompleteness and its processes of formalization under the Republic and the Empire until the 3rd century CE.

This book analyzes the ancient notion of res publica, its original incompletness and the processes of its formalisation under the Republic and the Empire until the 3rd c. CE ; it explores the conflictual stakes and questions which have given to these two words a remarkable thickness to the point of making them untranslatable.

Movement is regarded under three aspects: translation (of texts, practices, ideas), migration (of officials, merchants, students, etc.), and communication (i.e. the movement of written documents). Interrelationships among the three aspects of movement are identified and discussed, as are the shared impact of translation, migration, and communication on issues of cultural and social identity and political negotiation and control. The article argues that movement changes the role of the state as well as relations between individual and states, augments the use of writing in society, transforms identities, and gives impulse to internal and external regulations. The implications of movement are understood as both pragmatic and formal, altering relations to space and time and influencing ways of organizing and thinking. The author surveys current work in the field and identifies potential areas for future res...

The elite, on its part, had access to large fields of savoir-faire, learned by experience: that of civic memory (institutions, traditions, religion . . . ), and that of law, military experience, or oratory. At the end of the Roman Republic, most of this savoir-faire became sciences and escaped more and more from these elites; they belonged to specialists coming from new social strata and linked to an imperator, and soon to the Emperor. Thus, intellectual transformations, which concerned the transmission of civic memory, reveal the emergence of new political practices and the rise of personal power in Rome. "

This was a period of great cultural dynamism and creativity when Roman intellectuals, most notably Cicero and Varro, began to explore all areas of life and knowledge and to apply critical thinking to the reassessment of tradition and the development of a systematic new understanding of the Roman past and present. This movement, linked to the development of writing, challenged old forms of authority and adhesion, belief and behaviour, without destroying tradition; and for this reason this rational trend can be described not as a cultural but as an epistemological revolution whose greatest achievement, Professor Moatti argues, was the development of the system of Roman law.

In the 19th century, between 1832 and 1851, France, who generously hosted political exiles, began to speak of a “refugee problem” and in 1852, it ended the long French tradition of hospitality by closing borders, and deporting immigrants to the United States, Britain, Belgium, and Switzerland.

More precisely, the idea of the conservation of the state (conservare civitatem, patriam, rempublicam) is introduced in the context of a civil war or a sedition, as the image of the citizen semper armatus, ready to fight against the seditious, confirms it. To the issue of the continuity and the identity of the city or of the people, which Aristotle, the Stoics or the Roman jurists also addressed and to which they gave philosophical, political or legal responses, Cicero proposes a non « political » response, which in fact corresponds to the ideological conception of the res publica elaborated by the optimates.

This article criticizes three specific aspects of their work. First, it takes issue with their description of a “moral crisis” of history, which they postulate without any discussion of serious epistemological and political issues. Second, it calls into question their enthusiasm for technological solutions, an ideological stance highlighted by their call for a return to long-term history and large-scale syntheses relying on the crunching of vast quantities of digitized data. Finally, it interrogates their conception of the utility of history, a notion that reveals serious confusion between research, teaching, and popularization and supports their unquestioning acceptance of the direction taken by institutions of higher learning. Although the scientism and positivism expressed in their manifesto illuminate their lack of attention to, and perhaps simply awareness of, the slow construc...
