Tr... more Background Web-based apps have evolved as a result of technological and security developments. Traditional software-based systems and applications can be rapidly upgraded by transitioning to a web-based implementation. A web-based system is a piece of software that users may access from any internet-connected device, such as a computer, tablet, or smartphone. Some form of geographically dispersed data is the foundation of a web-based GIS. This collection of technologies serves as the conduit for data transfer between the client and the GIS server. Instead of keeping track of their connection in local storage, it is transmitted over the network by means of uniform resource locators (URLs) generated by the server and transmitted via the hypertext transfer protocol (HTTP). Objective This study aims to improve fisheries biosecurity management and monitoring with the help of remote sensing and related technologies like GIS and ICT by doing this research. Also included are the necessary documentation, user guide, and training for web-based GIS applications, as well as User Acceptance Testing (UAT). This technology was developed in accordance with a MoU signed by the Malaysian Space Agency (MYSA) and the Malaysian Department of Fisheries (DOF) on November 27, 2018. Methods When viewed at a resolution of 1280x1024, the bioDOF-Map system is at its best as a web-based mapping and navigation tool, compatible with Internet browsers like Google Chrome and Mozilla Firefox. An online mapping application was developed with the help of Arc GIS Server. The widgets, tools, and capabilities of GIS software make it simple to finish the search and analysis process.

A lack of available labour and other inputs, as well as falling output prices due to falling commodity demand in some markets, have all disrupted production in the sector. To better the economic situation of the farmers who have registered with the fisheries biosecurity division, off-farm employment is referred to as a significant approach for supplementing farm household income and maintaining rural livelihoods. For rural communities and families, making a living from the land is as important as farming. Objective The goal of this project is to use GIS to create a map of all 30 of Perak's ornamental aquaculture farms, off-farm employment, house and town location. Methods The study used a survey and a geographic information system (GIS) to identify the impact of farm location on farm operational activities, particularly those pertaining to fisheries bio-security.

The demand for non-native species for aquaculture or aquarium fish has increased in recent years.... more The demand for non-native species for aquaculture or aquarium fish has increased in recent years. The rate of introduction is expected to increase due to the consistent growth in the aquaculture and aquarium trade especially the ornamental fish trade, which has been considered as one of the most important routes of alien species fish introduction into native freshwater ecosystems. Database on alien species in Malaysian fisheries is incomplete, especially in the study of alien species impacts, where they become an invasive species in aquatic environments. Given the importance of these issues and the high demand from the aquaculture industry, the Department of Fisheries through Biosecurity Fisheries Division has established the Committee for Incoming Alien Species Application (CIASA). The objective of CIASA is to minimize the import risk through Import Risk Analysis (IRA) for all applications of alien species for aquaculture purposes. Alien species herewith refer to any exotic or non-native species originating from outside Malaysia. The method used for IRA was based on Manual on Risk Analysis for The Safe Movement of Aquatic Animals (FWG/1/2002). Under this manual, the import risk analysis focuses on two elements; (i). the ecological and genetic risk assessment process and (ii). pathogen, parasite, or fellow traveller risk potential. On each element, probability of establishment (e.g: in the intended and beyond the area of introduction) and consequence of the establishment of an aquatic organism (e.g: ecological impact on native ecosystems and genetic impacts on the local population, if established) need to be determined for each application. The overall import risk analysis will be classified as high, medium or low based on the probability of establishment and the consequences of establishment. High risk of IRA will be rejected while medium and low maybe approved subject to possible mitigation. All IRA findings will be presented at fisheries' top management committee meetings and the approval will be based on the final decision of the top management in the fisheries department.
There are two types of member involved during the IRA process; (i). the permanent member consists of the appointed chairman of CIASA and secretariat from Fisheries Biosecurity Division, and (ii). temporary resources and experts based on the alien species on each application. However, the Malaysia's ornamental fish industry started to face an embargo on exports made by the European Union (EU) in 2015. The study was conducted to solve the issue of import restrictions by establishing the compartment system, using GIS and remote sensing. A total sample population comprised of 19 ornamental fish farmers in Layang-Layang, Kluang. The data sources used in this study were based on non-spatial data (survey), spatial data (GIS) and SPOT-6 satellite images to capture farm location effect on the farm operational activities. The descriptive analysis was used to describe the respondent's socioeconomic profile and relationship between farming participation and independent variables identified were cross-tabulated. SPOT-6 satellite images was used to determine the spatial characteristics to farming activities in distinctive regions. Majority of the farmers were male and married and at (36.8%) aged more than 40 years old. Results shows the highest number of the people who had participated in secondary education level were Malaysian Certificate of Education (SPM) holders with 41.6%, majority of 7 (36.8%) respondents had a scale more than 10ha of farm size and average total of 2 millions of production a year. Most of them breed goldfish (29%) and tiger barb (8%). Age, education level, total of production and income have a significant relationship with farm participation. Spatially, the results showed that 52.6% of the farmers live near the town which in Kluang, less than fifteen (10) kilometres away from their house and farm. Having spatial database of the compartmentalized farm will facilitate farm monitoring and it benefits the Department of Fisheries Malaysia, particularly Fisheries Biosecurity Division, in the management of aquatic animal health for the country's export trade value.

The potential for further expansion of the industry in malaysia is extensive. however, importing activities are intermittent due to export restrictions made by the european union (eu) from 2015. The objective of this study is to map the 19 ornamental aquaculture farms in layang-layang by creating the compartmentalisation system using geographic information systems (GIS). A total sample population comprised of 19 ornamental fish farmers. Non-spatial data (survey) and spatial data (GIS) were used in the study to capture farm location effect on the farm operational activities especially in fisheries bio-security terms. Descriptive analysis were used to describe the respondent's socioeconomic profile. The relationship between fish farming and the independent variables were cross-tabulated and chi-square analysis was used to test the null hypothesis. The integration of both vector and raster data was used to determine the spatial characteristics on farming activities spatially. The descriptive analysis shows that majority of the farmers were male and married. 34.8% aged 41-50 years old and 41.6% had secondary education level, SPM. majority of the respondents with 7 (36.8%) had a farm scale more than 10ha of farm size. Average total production with 2 millions a year. The goldfish (29%) and tiger barb (8%) are most favorable type of fish reared. A very significant relationship between farming activity and age, education level, total of production and income. The spatial analysis shows that the farmers live less than fifteen (15) kilometres from town to house and farm. The spatial database of the compartmentalized farm is the best solutions for eu requirement that help farm monitoring by fisheries bio-security division.

Results shows the highest number of the people who had participated in secondary education level were Malaysian Certificate of Education (SPM) holders with 41.6%, majority of 7 (36.8%) respondents had a scale more than 10ha of farm size and average total of 2 millions of production a year. Most of them breed goldfish (29%) and tiger barb (8%). Age, education level, total of production and income have a significant relationship with farm participation. Spatially, the results showed that 52.6% of the farmers live near the town which in Kluang, less than fifteen (10) kilometres away from their house and farm. Having spatial database of the compartmentalized farm will facilitate farm monitoring and it benefits the Department of Fisheries Malaysia, particularly Fisheries Biosecurity Division, in the management of aquatic animal health for the country's export trade value.

The potential for further expansion of the industry in malaysia is extensive. however, importing activities are intermittent due to export restrictions made by the european union (eu) from 2015. The objective of this study is to map the 19 ornamental aquaculture farms in layang-layang by creating the compartmentalisation system using geographic information systems (GIS). A total sample population comprised of 19 ornamental fish farmers. Non-spatial data (survey) and spatial data (GIS) were used in the study to capture farm location effect on the farm operational activities especially in fisheries bio-security terms. Descriptive analysis were used to describe the respondent's socioeconomic profile. The relationship between fish farming and the independent variables were cross-tabulated and chi-square analysis was used to test the null hypothesis. The integration of both vector and raster data was used to determine the spatial characteristics on farming activities spatially. The descriptive analysis shows that majority of the farmers were male and married. 34.8% aged 41-50 years old and 41.6% had secondary education level, SPM. majority of the respondents with 7 (36.8%) had a farm scale more than 10ha of farm size. Average total production with 2 millions a year. The goldfish (29%) and tiger barb (8%) are most favorable type of fish reared. A very significant relationship between farming activity and age, education level, total of production and income. The spatial analysis shows that the farmers live less than fifteen (15) kilometres from town to house and farm. The spatial database of the compartmentalized farm is the best solutions for eu requirement that help farm monitoring by fisheries bio-security division.

Off-farm employment is referring to an important strategy for complementing farm household income and maintaining rural livelihoods, in order to improve the economy of the farmers registered with the fisheries biosecurity division. The objective of this study is to map the 30 ornamental aquaculture farms in perak using geographic information systems (gis). Survey and gis were used in the study to capture farm location effect on the farm operational activities especially in fisheries bio-security. Descriptive analysis shows that majority of the farmers were male and married. 40.0% aged 41-50 years old and 55.0% had secondary education level, spm. Majority of the respondents, 15 (50.0%) had a farm scale more than 10HA. Average total production with RM2.2 millions a year. They reared cyprinids barb/danio/goldfish/koi (50.0%) and poecilids (43.3%). Study shows there are a significant relationship between farming activity and age, education level and income and farmers live less than fifteen (15) kilometres from town to house. To increase the participation of aquaculture farmers in off-farm employment, policy should be made by the government by increasing the availability of off-farm jobs in the studied area.

A Web-based GIS is based on a type of spatially distributed information. This set of technological services is part of a communication structure between the GIS server and the client. Their relationship is penetrated over a network, expressed through URLs (created by the server) and HTTP, rather than being within a device's memory. Objective: This study is to design, develop, produce, emplace, test and deliver, together with proper attestation, user manual and training for web-based GIS application including User Acceptance Testing (UAT) in increasing the use of remote sensing technology and other related technologies such as Geographic Information System (GIS) and Information and Communication Technology (ICT) ("remote sensing and related technology") on the management and monitoring of fisheries biosecurity activities more efficient and effective under Department of Fisheries Malaysia DOF. The system developed was based on the DOF-Malaysian Space Agency (MYSA) Memorandum of Understanding (MoU) signed on November 27, 2018. Methods: The bioDOF-Map system is web-based mapping and navigation can be used with the Internet such as Google Chrome and Mozilla Firefox, with best viewed with 1280 x 1024 resolution. The development of web-mapping system was programmed by using Arc GIS Server. The widgets, tools and GIS software functions were simplified to allow the search and analysis process can be done smoothly.

It could be considered as one of the fastest-growing in Malaysia’s agriculture sector, especially in the export-oriented sub-sector. Along with the high demand in local market, the industry successfully penetrated the global market. Nevertheless, in year 2015, the Malaysia’s ornamental fish industry started to face an embargo on exports to the European Union (EU). The study was conducted to solve the issue of import restrictions adjacent ornamental fish by establishing the compartment system, using GIS and remote sensing. It is supplemented by off-farm employment information of the fish farmers. A total sample population comprised of 21 ornamental fish farmers in Sungai Siput, Perak. The data sources used in this study were based on non-spatial data (survey) and supplemented by spatial data (GIS) and Spot-6 images to capture farm location effect on the farm operational activities especially in fisheries biosecurity terms and regulations. Fundamentally, the descriptive analysis was used to describe the respondent’s socio-economic fish farmers profile and thus, the relationship between farming participation and the independent variables identified were cross-tabulated. Chi-square analysis was used to test the null hypothesis. The GIS, supported by Spot-6 images was used to determine farming activities to the spatial characteristics in distinctive regions. The result specifically shows that majority of the farmers were male and married. The majority farmers are at the middle age group of 45-55 years old (38.8%). The findings of the project are beneficial not only to the Biosecurity Division, but also the government & policy makers in formulating related fisheries policies that will meet the needs of farmers.
It will help the Fisheries Biosecurity Division in making the necessary decisions and adjustments required among the registered farmers on fisheries biosecurity requirements for local and export market.
To enhance the understanding of ecosystem processes/ cultural resources, facilitate integration of baseline data.
To serve as a feature location database and serve as a tool for presentation.
It will also help other divisions who will conduct research/ operational method on the same area.

Most of the paddy farmers in Malaysia are earning low income from paddy plantation due to unstabl... more Most of the paddy farmers in Malaysia are earning low income from paddy plantation due to unstable yield, even the government invests heavily in the sector. The objective of this study is to investigate the involvement and location distribution of 250 paddy farmers and farm households in off-farm employment in IADA NWS using Geographic Information Systems (GIS) to capture a farm location effect on mobility with regional condition, such as to work or to the nearest town. The descriptive analysis was used to describe the respondent’s socio-economic profile. The relationship between off-farm participation and the independent variables identified were cross-tabulated. Chi-square was used to test the null hypothesis. The GIS was used to determine the spatial characteristics to off-farm participation in distinctive regions. Results shows The middle age group of 41-50 years old, SPM holders, have less than 5ha of paddy field and earn RM3,500 monthly of paddy farmers who are the majority to join off-farm employment. They usually get involved in agriculture activities including oil palm plantation, fisheries, fruits plantation, working with the government and doing own job.Spatially, the results indicated that most of the paddy farmers involved in off-farm job lives near to the town which in Kuala Selangor, as is less than ten (10) kilometres away from their house and paddy lot. The study shows that doing off-farm employment during their free time is an alternative strategy and has a potential to improve the income and well being of the paddy farmers and their family. Sharing farm and offfarm income of farmers could bring a big impact in the family. Furthermore, the diversification of employment in Malaysia however helps to smooth income by spreading risk across several activities.

Penyakit ikan adalah masalah yang sering membelenggu industri akuakultur. Gangguan penyakit ikan ... more Penyakit ikan adalah masalah yang sering membelenggu industri akuakultur. Gangguan penyakit ikan ini mungkin menyebabkan ikan merasa tidak selesa, selera makan menurun, daya tahan ikan menjadi lemah, hilang keseimbangan tubuh serta boleh menyebabkan kematian ikan. Penyakit ikan adalah sesuatu yang boleh menyebabkan gangguan terhadap ikan secara langsung dan tidak langsung. Penyakit yang menyerang ikan peliharaan atau ikan ternakan boleh berpunca daripada penyakit yang disebabkan oleh organisma patogen dan bukan patogen, makanan, atau keadaan alam sekitar lain yang tidak menyokong kehidupan ikan. Bahagian Biosekuriti Perikanan, Jabatan Perikanan Malaysia bertanggungjawab dalam menyelaras semua aktiviti kawalan rasmi, analisis rasmi dan jaminan rasmi terhadap ikan hidup dan hasilan ikan daripada sektor perikanan tangkapan dan akuakultur. Program pemantauan biosekuriti kesihatan ikan atau lebih dikenali sebagai program survelan penyakit ikan dilaksanakan bagi tujuan memantau status kesihatan ikan di peringkat ladang dan premis pengeksport berdasarkan kepada risiko penyakit. Survelan penyakit ikan ini dilaksanakan dua kali setahun bagi setiap ladang serta premis pengeksport. Objektifnya adalah untuk mengesan penyakit baharu dan penyakit sedia ada. Survelan ini juga menjadi bukti sekiranya negara/ zon/ kompartmen dilanda wabak penyakit dan status bebas penyakit tertentu, sebagai kawalan penyakit bagi tujuan perdagangan, mengetahui pelaksanaan kawalan dan pelupusan bagi ikan yang dijangkiti penyakit berdasarkan langkah biosekuriti yang tepat dan berjaya. Sampel ikan yang diambil daripada program survelan akan dibawa ke makmal biosekuriti perikanan bagi tujuan analisis penyakit berdasarkan program yang telah dirancang setiap awal tahun. Senarai penyakit di bawah Program Survelan Kesihatan Ikan bagi ikan hiasan, udang, ikan termasuklah White Spot Syndrome Disease (WSSD), Koi Herpes Virus (KHV), Spring Viraemia Virus (SVC), Epizootic Ulcerative Syndrome (EUS), Irido dan Megalocityvirus. Dengan membaca buku ini, pembaca mendapat gambaran ringkas tentang penyakit ikan secara khusus dan mengetahui secara ringkas mengenai program survelan penyakit ikan yang dijalankan dan dilaksanakan oleh Bahagian Biosekuriti Perikanan, Jabatan Perikanan Malaysia selaras dengan keperluan World Organisation for Animal Health (OIE). Di samping itu, salah satu keistimewaan buku ini adalah berkenaan topik Geographic Information System (GIS) yang merupakan satu eleman yang digunakan dalam pemetaan lokasi pensampelan ikan yang dijalankan oleh Bahagian Biosekuriti Perikanan. GIS diperlukan untuk mendapatkan data spatial dan realiti dunia sebenar, sebagai penyelesaian masalah ruang (spatial) dalam urusan pentadbiran dan pengurusan selain daripada keperluan teknologi terkini. Aspek kebajikan haiwan perlu diambil kira bagi mengurangkan tekanan dan kesakitan ikan. KAKH ini hendaklah dipatuhi oleh pengendali, penyelia, operator dan pekerja di premis agar aktiviti mematikan ikan ternakan untuk tujuaan penyakit dikendalikan secara beretika. Bagi premis yang disyaki dijangkiti penyakit, pemilik perlu melaporkan kes tersebut kepada pihak berkuasa kompeten iaitu Jabatan Perikanan Malaysia. Menjadi tanggungjawab pemilik premis mengambil langkah seperti yang disyorkan dalam Kod Amalan ini.

Keperluan untuk dilindungi daripada kesakitan, kecederaan dan penyakit. Kod Amalan Kebajikan Haiwan (KAKH) ini perlu dipatuhi oleh pemunya atau pengendali yang terlibat dengan pengangkutan ikan ternakan sama ada di dalam ladang atau keluar dari ladang merentasi daerah atau negeri atau negara.

Di Malaysia juga, industri akuakultur semakin berkembang pesat dan dijalankan secara intensif. Impak dari ternakan secara intensif adalah kecenderungan untuk berhadapan dengan serangan penyakit. Penyakit merupakan punca utama permasalahan dalam industri akuakultur kerana ianya boleh menyebabkan kematian yang tinggi sekali gus memberi kerugian yang besar kepada penternak dan industri. Haiwan akuatik seperti ikan dan udang mudah terdedah kepada jangkitan yang disebabkan oleh mikroorganisma seperti parasit, bakteria, kulat dan virus.
