Many postsocialist countries are run by an elite with links to the socialist legacy and often sha... more Many postsocialist countries are run by an elite with links to the socialist legacy and often share similar challenges and issues. We investigate formal and informal factors shaping the role of mayors in accessing regional development funds in Albania, a postsocialist country. With data from one of the largest elite (mayors) survey, we analyze both channels of influence of the mayors: the number of applications and the success rate. We find that mayors bring their communities more funds using formal leadership qualities that intensify the number of submissions. On the other hand, informal leadership remains important in explaining the success rate, as by using networking channels leaders enhance the probability to get financed. Political power is also decisive in the process.

Il 2012 S il primo anno di introduzione della principale nuova imposta prevista dal D.L. 23/2011 ... more Il 2012 S il primo anno di introduzione della principale nuova imposta prevista dal D.L. 23/2011 sul federalismo municipale. Com'S noto, infatti, l'introduzione dell'IMU, prevista a partire dal 2014, S stata anticipata dal cosiddetto decreto Salva Italia. Tale anticipazione, tuttavia si S accompagnata a una modifica della natura dell'imposta, ora non piu' unicamente imposta municipale, e ha posto ai Comuni una serie di problemi di non semplice soluzione. In questo lavoro si cerca di valutare quanto la nuova imposta colga effettivamente l'obiettivo dichiarato del federalismo: aumentare l'autonomia fiscale e impositiva dei livelli amministrativi decentrati. Inoltre saranno analizzati due problemi connessi all'introduzione dell'IMU. Da un lato il meccanismo con cui si calcolano i minori trasferimenti agli enti locali a compensazione delle maggiori entrate fiscali. Dall'altro ci si porra' un problema distributivo e si proporra' un meccanismo per rivedere le rendite catastali in modo da renderle proporzionali all'effettivo prezzo di mercato. L'analisi si basera' sui case studies di Ancona e Senigallia. La prima perche' capoluogo di Regione, citta' piu' grande e popolata delle Marche. La seconda perche' centro tra i simboli del turismo balneare marchigiano e nazionale, caratterizzata da un'elevata presenza di seconde case sfitte per gran parte dell'anno.

This article investigates the patronage phenomenon under a theoret- ical point of view. Legislati... more This article investigates the patronage phenomenon under a theoret- ical point of view. Legislative dissent could have damaging effects for both party and legislator, i.e., legislators depend on their party for re- election, which in turn partially depends on its reputation of cohesiveness. Nevetheless dissent allows the legislator to build a good reputation with local constituents for re-election sake. Then parties may sometimes bene- fit from tolerating some level of dissent. As a result the party has a double goal. It should require the maximum loyalty from legislators, not ignoring the legislators' reputation with the voters. In this paper we consider pa- tronage as an additional tool for the party to calibrate parlamentarians' loyalty towards the party itself and towards constituencies.

This paper presents a general equilibrium model where rms producing the consumption good in an ol... more This paper presents a general equilibrium model where rms producing the consumption good in an oligopolistic market purchase advertising in order to increase their market shares. The model aims to evaluate the general equilibrium consequences of such a behaviour. It analyses the e ects of a taxation of advertising on demand for the nal good, on working time and on individual well-being. We conclude that, unless the direct e ects of advertising on utility are strong, a positive tax rate on advertising raises leisure, reduces consumption and increases well-being.
