Globalization has always been with us right from the time of European incursion into Africa that ... more Globalization has always been with us right from the time of European incursion into Africa that was signed in the Berlin Conference. The trend is for the developed world to continually be in search of avenues to increase her domination and exploitation of the developing world through multiple means and opportunities. The paper studied globalization and the trend of international schools in Africa. Globalization through its aegis of trade-liberalization that engenders privatization, public private partnership, commercialization among others is aimed at capital accumulation for the imperial West and their cronies. The findings of the work include that international schools are yet another means of extension of globalization and its operations in Africa. All its intents and operations are aimed at maintaining Western domination and exploitation on Africa. It is recommended that until African leaders wake up from their slumber to face the reality with measures and policies to engender African development and halt neo-imperialism, new avenues to hold Africa will continue to emerge. International Schools should be made accessible to the locals by reducing the cost of accessing the schools in all dimensions. The culture of the locals and language should not be relegated to the ground but also be put in use to make the schools have human face.

Abstract: The primary function of every government is to provide the basic services needed by the... more Abstract: The primary function of every government is to provide the basic services needed by the citizens to improve their standard of living. Local government administration is created to trickle down powers of government, its functions and services which the federal and state government may not readily perform, down to the grassroots. Globalization has created the opportunity to access the avalanche of information, communication and technological services (ICT) to bridge the gap of the challenges of delivery of social services, in all the levels of government. The purpose of this paper is to examine the utilization of information and communication technology (ICT) in the delivery of social services in local government council areas in Enugu state, The work, in its findings, identified the numerous ICT packages that could be used to deliver social services to the grassroots such as e- health services, e-construction services, e-education among others, it also identified barriers that could inhibit the proper utilization of these ICT devices such as personnel problem, inadequate equipment, and lack of finance or capital and recommends support of all the levels of government through increased funding and appropriate legal frameworks to spur the actualization of this ICT revolution. It also suggests putting all the necessary requirements needed for the appropriate utilization of these ICT devices for maximum performance.

The Odo masquerade cult has outlived the colonial invasion of Africa and is still serving as a worship and as a cultural system. The objective of this study is to examine the relevance of Odo masquerade cult in this present age. The Modernization Theory is adopted as the theoretical framework of the study while content analysis was utilized as research method. The findings include that Odo Masquerade is a cult, a culture, a form of religion and a masquerade. The paper recommends the reform of the practice of Odo Masquerade cult to be relevant in this present age and be a tool for sustainable development. The modernization process is to shield the tradition from all the practice or tenets that are contending and inimical with the present development of today.

The assertion that water is life becomes imperative as it is a necessity for meaningful socioeconomic development, hence, no substance can adequately replace water. It is paramount to the health, food security, energy future and the ecosystem (Transparency International Global Corruption Report, 2009). The United Nations (UN, 2006), noted that water is a fundamental human need and so entrenched universal access to clean water is a basic human right, and an essential step towards improving living standards worldwide In the South Eastern states, just like the other states in Nigeria, the responsibility for urban, semi-urban and rural water supplies are under the coverage of State Water Authorities within their respective areas. In some states, separate agencies or corporations, as the case may be, exists for rural water supplies. Several states also have waterworks managed by the state water authorities, to serve limited households, commercial, and institutional connections. The supply network usually faces multiple challenges arising from heavy dependence on meagre state budget subsidies that do not cover costs; and noted for many other problems which include, lack of investment in expansion, lack of upgrading and modernization; maintenance issues; and non-revenue water losses. (Ishaku, 2011). The harsh realities of the scarcity of water in the South Eastern states of Nigeria are enormous as economic opportunities are routinely lost to the time-consuming processes of acquiring water where it is not readily available. of the failure of previous schemes to address the pension needs of Nigerians and to evolve a sche... more of the failure of previous schemes to address the pension needs of Nigerians and to evolve a scheme that would carter for both the public and private sector employees. The primary objective of the pension scheme is to provide uniform guidelines for administration and prompt payment of benefit to retirees for a better standard of living.(Ime & Mfon, 2014). This gives credence to the maxim that a labourer deserves his wages or that having served for years, they deserve to retire with a good retirement package (Lekaga, 2020). Despite the desired results, huge gaps still exist in the pension administration, this led to the need for Pension Reform Act 2014. The "act repeals the Pension Reform Act No 2 of 2004, and enables the Pension Reform Act 2014 to continue to govern and regulate the administration of the uniform contributory pension scheme for both the public and private sectors in Nigeria (Omegoh, Gyang & Lateef, 2022). Otaigbe (2015) put that the Contributory Pension Scheme (CPS) has created opportunities ranging from the individual Retirement Savings Account (RSA), which stimulates fund accumulation to accumulation of long-term funds which has contributed to the growth in the capital market. The CPS is designed to be co-funded by the employers and employees and privately managed, the objective is to ensure that every deserving pensioner who worked in either the public service or private sector receives his pension as and when due. (Otaigbe, O.A.,2015).
