In the latter half of the 1990s, budget deficits and debt levels in Turkey were allowed to reach ... more In the latter half of the 1990s, budget deficits and debt levels in Turkey were allowed to reach such high levels that the country's macroeconomic stability was severely undermined. High inflation and volatility of the real exchange rate caused growth rates to oscillate excessively. In order to address this instability, the Government of Turkey embarked on a path of disinflation in early 2000, requiring a reduction of government expenditures in all sectors. Given the bloated level of annual budgetary and other fiscal support which agriculture had come to absorb by this time, reforms of agricultural subsidies had a significant role to play in this fiscal stabilization program. For this reason, the Government initiated a politically demanding but thorough realignment of agricultural support policies, aimed at improving the efficiency in their support to the sector at greatly reduced levels. Operationalizing the Human Development requires some analysis of the distribution of Human Development itself. Can Human Development Index (HDI) profile become a useful tool to understand the underlying sources of and potential causes of problems? Agricultural production has also undergone a process of internationalization. Trade is far more lively and the consumption of products from other areas much higher. This was not the case previously when the products of agriculture were consumed mainly locally. Another factor tha ha s contributed to the so-called internationalization is the increase in tourism from central-northern Europe to the Mediterranean countries. Italy, Greece and Turkey has changed radically in the last fifty years. From being profoundly backward, the agriculture of these countries has rapidly reached a level of economic growth which is very close to that of mort-western Europe. Inevitably social and environmental problems have accompanied this rapid process of change. The volume describes the most significant changes that have taken place in the agricultural sector. It considers the main characteristics and problems of the policies implemented, studies export flows, in relation also to the Common Market countries and identifies prospects of development. The volume can therefore contribute usefully to the definition of a better European Community agricultural policy for the future.
