ABSTRACT The current approaches aiming at collective intelligence modelling often rely on traditi... more ABSTRACT The current approaches aiming at collective intelligence modelling often rely on traditional methods (ontologies, graphs). Even if those traditional methods may have reached their limitations, fin front of demanding emerging practices. The major conceptual tools enrolled for current and future Web are deeply rooted in the information storage and retrieval practices. The focus is on developing more original technologies for capturing, analyzing, exploiting and visualizing data. The agencements and the arrangements provide the appropriate epistemological context of our contribution. The simplicial complexes are the mathematical support of the methodology. The result is a shift from networks studied towards graph theory to higher dimensional networks structures. The representation is more than graphs, or even hyper graphs. A geometric perspective shows the arrangement as assembling polyhedra of all sizes. Their contacts can form chains of adjacencies. It not only generalized the notion of path graphs but also made available a range of quantitative and qualitative tools on the structure. Thus, the separate parts, more or less strongly linked, and the length of paths to traverse, and even loops or "missing parts", are meaningful metadata representations.

The following article is based on the "agencement" concept seen as a framework to formalize new projects territories. The area of research is PARIS-SACLAY Campus, which views the sitting of a world science cluster. The agencements are modelized by means of mereology and simplicial complexes. Its objective is to offer new decision-making tools to urban actors.
International audienceL’article rend compte d’une recherche-action portant sur l’accompagnement d... more International audienceL’article rend compte d’une recherche-action portant sur l’accompagnement de la communauté d’agglomération Cap Excellence en Guadeloupe dans son projet de développement durable du territoire. Après avoir rappelé les termes du débat concernant le développement durable et présenté le terrain, la recherche est replacé dans le contexte d’une approche plus globale en termes d’intelligence territoriale (IT). Les limites d’un Agenda 21 local sous forme d’un « plan d’action programmées » est l’occasion d’enrichir le concept d’IT avec celui d’agencement territorial. Notre terrain d'étude est la réserve naturelle du Grand Cul-de-Sac Marin de Guadeloupe, seconde réserve de la biosphère de l'archipel des Petites Antilles désignée par l'Unesco, tout particulièrement la mise en œuvre du projet Taonaba qui a pour objectif de donner naissance à un pôle écotouristique, opérationnel à l'horizon fin 2012. S'appuyant sur l'analyse de nombreuses données l'article décrit un outil d'évaluation d'agencements territoriaux au service de la gouvernance territoriale participative. Nos résultats ont été présentés aux acteurs territoriaux lors du Forum de la Ville Durable que notre collectif a contribué à organiser du 2 au 4 avril 2012, sur le territoire des Abymes/Pointe-à-Pitre

This article begins by tracing the evolution of the ethical dimension of territorial intelligence... more This article begins by tracing the evolution of the ethical dimension of territorial intelligence. It goes on to develop this study by taking multiple territories of the human species into account and by the dangerous evolution of the variability of its ecological niche. These considerations are then applied and organized in the approach to the question of the protection of the biodiversity and ecodiversity in Guadeloupe.
This paper deals with both the stakes and the means involved in the development of tourism in Tun... more This paper deals with both the stakes and the means involved in the development of tourism in Tunisia compared to Hungary. Tunisian tourism witnessed spectacular growth during the 1960s as a result of strong interventionism on the part of the State. However, it is currently affected by a lack of profitability and has seen its market share fall. These trends underline the necessity for Tunisia to continue with the reconstruction and leveling process initiated in the mid-1980s, namely the qualitative and quantitative improvement of supply, the encouragement of sustainable tourism, and the introduction of new promotion and marketing methods. Similar challenges have been taken up by Hungary over the past decade thanks to massive resort to foreign direct investment and the development of international cooperation and partnerships between the public and private sectors. The country is now among the world's major destinations and offers diversified, flexible, and quality tourism.
In this contribution, we propose to make a comparative study of the factors of attractiveness at ... more In this contribution, we propose to make a comparative study of the factors of attractiveness at work in Hungary and Tunisia during the past decade, which underly cumulated flows of investment, localization, and effects of swarming in industrial fabric. After having recalled the objectives of the restructuring of productive machinery in each country, the first part presents an overview of FDI and the reasons for attraction, in order to further highlight the role of the strategies of insertion into the world economy used by the two economies. The second part tries to assess the positive externalities induced by the durable presence of foreign investors. According to the mode of entry chosen by multinationals, their presence more or less affects the economic restructuring, the technology transfer and foreign trade. Consequently one may question the capacity of both the agents and the recipient institutions to achieve the 'endogeneisation' of the technologies and know-how.
