The design of these collaborations has been influenced by the agency goals that shaped specific initiatives. Collaborations between education and mental health systems have emerged at the local, state and national levels. Each of these initiatives has introduced values, strategies, practices, vocabulary and funding mechanisms. Individually, they have solidified the understanding that education and mental health are interconnected. Collectively, they have highlighted the gaps in understanding, roles and relationships which can occur due to limited cross-system exposure. This chapter focuses on the efforts that have shaped experiences working across education and mental health. It explores the approaches to collaborating across boundaries that will be effective in building support for behavioral health and aligning efforts through the Interconnected System Framework (ISF) for School Mental Health (SMH) and Positive Behavioral Interventions and Supports (PBIS). Further, it offers a set of essential learnings to help bring decision-makers, practitioners and families together in shared support of policies that advance school-wide positive behavior supports and school mental health.

Their willingness to share, struggle and transform how we work together gives hope for wider system change. We are particularly grateful to the Office of Special Education Programs (OSEP) at the U.S. Department of Education for its support of these efforts and for forging a new role for federal agencies as learning partners. Since the 1997 reauthorization of the Individuals with Disabilities Education Act, and through its subsequent reauthorization in 2004, policymakers, administrators, practitioners and families have come together to find common ground, reach out to others interested in the same issues and create positive joint solutions to identified problems. Unfortunately, PBIS and SMH often operate separately in districts and schools, resulting in a number of missed opportunities for interconnecting programs and services and increasing their depth and quality within multi-tiered frameworks of prevention, support, and intervention. The current article details a necessary first step in the process of improved interconnection of these two frameworks by describing the development of a process and tool for schools/districts to assess readiness for connecting PBIS and SMH through a blended system. Relevant literature, pilot data, and methodology are discussed, in addition to psychometric properties of the survey and future applications of this instrument for practice, research, and policy.

Two OSEP divisions also are acknowledged-the Research to Practice Division for recognizing the power of Communities of Practice to move beyond dissemination to utilization and the Monitoring and State Improvement Planning Division for understanding the value of community building in the continuous improvement process. National Association of State Directors of Special Education (NASDSE) for its leadership role in pioneering Communities of Practice as a way of working and a way of learning with and from the stakeholders. Council of Chief State School Officers (CCSSO) for supporting the Communities of Practice as a way for states to provide technical assistance to local stakeholders in accomplishing state goals. National Association of State Mental Health Program Directors (NASMHPD) and Council of Administrators of Vocational Rehabilitation (CSAVR) for co-leading national Communities of Practice that focus on issues important to their members.

The field of transition has developed an array of evidence-based interventions and promising practices, however, secondary school reform efforts have often overlooked these approaches for youth without disabilities. If we are to see improvements in postsecondary outcomes for all youth, reform efforts must begin with active participation of both general and special educators and critical home, school, and community stakeholders. In the Division on Career Development for Exceptional Individuals' position paper, we discuss the evolution of transition in light of reform efforts in secondary education. We review and identify secondary educational initiatives that embrace transition principles. Finally, recommendations are provided for advancing alignment of transition services with secondary education reforms.
