?Las grandes metropolis, como la Ciudad de Mexico, son completamente gobernadas?, ?que parte de l... more ?Las grandes metropolis, como la Ciudad de Mexico, son completamente gobernadas?, ?que parte de la ciudad lo es?, ?que escapa a las instituciones politicas en la metropoli? Para discutir estas preguntas, en este libro se examina la accion de los gobiernos en esa metropoli, se analizan tambien las actividades ilegales, las invisibles y los asentamientos informales, asi como aquellas de quienes construyen la ciudad y transportan sus productos y a sus habitantes. Esta obra busca ir mas alla de la concepcion mas reconocida, a veces demasiado abstracta, de la gobernanza; para ello se reunen trabajos empiricos que discuten como las dinamicas sociales, las regulaciones informales e ilegales y los procesos de urbanizacion son conducidos y enfrentados por el gobierno. Los trabajos reunidos aportan elementos para esclarecer que se gobierna, a quien se gobierna y quien gobierna cuando nadie gobierna; asimismo, permiten formular una explicacion sobre como es que las metropolis no son gobernadas de forma completamente racional y, por lo tanto, que aunque caoticos e imperfectos, los modos de gobernanza importan.

The rise of government by indicators, by figures may reveal a new wave of rationalization organiz... more The rise of government by indicators, by figures may reveal a new wave of rationalization organized by the state in the classic Weberian sense. Contemporary forms of government are marked by the rise of indicators, measures and new metrics to compare, certify, codify and evaluate. In many countries, performance measurement has become one of the symbols of the transformation of governance. The paper aims to show how performance indicators are a particular type of policy instrument that increases competitive pressure within societies even if that cannot be analysed only in terms of neoliberalism.

The rise of mobilities has paved the way for important changes within cities and the possibility ... more The rise of mobilities has paved the way for important changes within cities and the possibility for urban upper-middle classes to exit from their cities and national societies, disinvesting on them, while still taking profits in a process of deterritorialization with important consequences at the collective level. Investigating the extent to which upper-middle classes shaped and are still rooted (or not) in their cities is a challenge, even more when international comparison is involved. In this paper we focus on two methodological aspects: 1) the different social meaning that upper-middle classes and the social groups composing them can have considering three Western European countries and four cities: Paris, Lyon, Milan and Madrid. 2) How we generated our data through personal interviews with European managers, and the conceptual framework that informed the understanding of rootedness, exit or partial exit of our managers.

Our starting point is to challenge the often-made assumption that large cities are so complex tha... more Our starting point is to challenge the often-made assumption that large cities are so complex that they have become ungovernable or that globalization pressures make political and policy choices irrelevant. By going beyond rational or positivist views of governance, it argues that the process of governing a city is never fully complete, nor linear. The paper refers to a systematic review of the academic literature. Urban societies are more or less governed and that may change from one city to the next, from one period to the next. Processes of government and governance are always work in progress, but make crucial differences over time. Case studies show that modes of governance have long-term consequences for their inhabitants and governing failures may have severe negative effects (e.g. housing shortages, low levels of educational attainment, crime, low productivity, health). The systematic analysis of the literature shows the need to describe and document at the same time (1) how processes of governance operate in relation to major urban development projects, the implementation of public policies and (2) the implications of such practices for inequalities; so to say articulating an analysis of the governance processes and their outcomes. The paper suggests that the link between metropolitan governance and inequalities allow considering inequalities not only as the outcomes of policy choices, but also as part of the way in which metropolitan policies are implemented.

This paper addresses a puzzle: how to account for changes in the routine behavior of groups, orga... more This paper addresses a puzzle: how to account for changes in the routine behavior of groups, organizations and individuals in Britain? Following a detailed analysis of state-market interdependence and the role of the state in creating the market, an analysis drawn from the thinking of Weber and Polanyi, we suggest adapting Weber's notion of bureaucratic revolution: in what we call the British bureaucratic revolution, the state has played an essential role in social change by creating institutions and rules that are lastingly reorienting actors' behavior. The example of the healthcare field is examined in order to identify the specific mechanisms that have been impacting on behavior within an approximately ten-year period; namely, the introduction of 1) competitive practices (sanction/reward) and 2) auditing and inspection. If this interpretation is valid, then it is reasonable to assume that the effects of this bureaucratic revolution extend beyond Britain. This article is a response to a phenomenon we initially found surprising and that we have now defined as a puzzle. Having studied change in British society over the last twenty years, we, like others, have observed a radical transformation of the behavior of individuals, groups and organizations. How is it that union leaders steeped in Labour Party traditions have begun competing with each other more intensively by trying to offer their members more attractive financial or insurance services? How has it happened that certain fellow sociologists once known for their strongly leftist positions have become bold entrepreneurs, heads of universities who invest their financial
