This paper analyses the resettlement process and procedures followed during the displacement of c... more This paper analyses the resettlement process and procedures followed during the displacement of communities from Kipawa and Kigilagila settlements to pave way for the expansion of the Dar es Salaam International Airport in Dar es Salaam city. The paper bases on findings from the PhD research project that was conducted from 2010 to 2013 and looked upon procedures and process which caused displacement of the receiving community while resettling the displaced residents from Kipawa and Kigilagila. The Airport expansion project caused total demolition of two settlements of Kipawa and Kigilagila in the city and displaced more than two thousand property owners to Pugu and Chanika wards within the same city. The resettlement process of the displaced property owners culminated into the hosting communities in Pugu and Chanika Wards to lose their farms which were used for residential as well as sources of their livelihoods. That was because the farms were compulsorily acquired and subdivided into plots to accommodate the new comers. The methods used in data collection were in-depth interviews with farm owners who were the hosts of the displaced people; and official interviews, to local leaders as well as project officials, politicians and local authorities from the concerned municipality. Also the procedures used and regulations which guided the process of resettlement were reviewed. This was acquired through " process documentation " of stages each category of displacees went through. The findings shows that the receiving community did not gain from the resettlement process as they were least compensated and some of them lost their sources of livelihoods. Findings also indicate that farm owners were further displaced by the displacees from the airport expansion project site. The paper finally conclude that among reasons for displacement by the displacees were poor planning consideration, less involvement of the affected people, negligence to follow compensation procedures and amount provided and lack of resettlement policy framework to guide the process. This paper also provides lessons to be learned on other resettlement project in order not to repeat the mistakes from the previous projects. It then recommends for proper planning and designing of resettlement areas, participation of the affected community, and application of government regulation in the process and formulation of resettlement policy framework.

Regularisation is a process that attempts to restructure informal and unauthorised settlements in... more Regularisation is a process that attempts to restructure informal and unauthorised settlements in terms of physical, legal, official and administrative set ups of land management as well as improving the living condition of its dwellers. In Dares -Salaam city about, 80 per cent of its residents live in informal settlements. These settlements lack the basic services of water supply, access roads, waste water management and storm water drainage systems. Regularisation has been practiced in order to provide these basic services. This paper focuses on physical regularisation which was implemented through Community Infrastructure Upgrading Project (CIUP) within sixteen settlements in Dares -Salaam City. Through explorative research using case study strategy, displaced residents were traced. For those who were found an in-depth interview was conducted and narrations of their experience before during and after displacement and resettlement were obtained. The paper analyses the process of displacement and resettlement caused by regularisation through the country's policy and legal frameworks. It also used the justice and collaborative theories in reflecting the processes in the affected settlements. Through narrations of individual displaced residents and reflections from theories and legal frameworks, a number of challenges were identified and discussed.
