Public infrastructure-based clients implement extant procurement strategies without carefully eva... more Public infrastructure-based clients implement extant procurement strategies without carefully evaluating particular requirements to select and adapt the most appropriate practices that cultivate the best and most practical benefits of a chosen procurement strategy. The study explored procurement strategies for managing and optimizing construction tender-price levels. The study is an exploratory case study utilizing a desktop review of numerous publications, public domain reports, and person-to-person interviews. The choice of methodology corresponds to the specific nature of the research environment and phenomena characterization of the lack of detailed primary research. The research involves a robust examination of documents and trend analysis of public procurement. It results from extensive extant literature, nine case study packages of improved rural connectivity projects (IRCP), and 21 expert interviews. Improved rural connectivity project (IRCP) is a World Bank-funded project for improving Zambia's rural road accessibility and strengthening institutional capacity. Eight fundamental characteristics related to a successful procurement strategy identified are cash flow assurance, guaranteed payments, and completeness of designs. Other characteristics include level and type of competition, contractor's breakeven point, adopted procurement process (work packaging), nature of government support, and protecting market share. The study further identifies central areas for developing a successful and responsive procurement strategy: procurement planning, preferential procurement policy (protectionism), and establishing differential procurement laws. These findings form an appropriate basis for developing relevant procurement practices that improve a procurement strategy for managing construction bid prices. The study indicates the possibility of further exploiting the potential of current procurement strategies for managing construction prices by suggesting a link between poor tender-price management and a high occurrence of procurementrelated lapses. The findings highlight gaps only identifiable in tender-price management studies when taking a client perspective and considering the procurement context. This study assists to develop procurement strategies that enhance the chance of deriving value for money while maintain reasonable price levels.

Construction tender price volatility threatens desirable infrastructure push in the public sector... more Construction tender price volatility threatens desirable infrastructure push in the public sector. The damaging effects of escalating tender prices outweigh the socioeconomic benefits of such infrastructure. If not addressed, this harmful effect destroys construction sector productivity, causing it to lag behind other economic sectors, thereby decreasing its value in the national economy. Contractors use price to mitigate procurement and client-related risks at the tendering stage. The trend requires developing and implementing procurement strategies that consider price control implications at the project tendering phase, leading to the development of contract delivery models that inadequately address the impact and potential value of pricing in construction projects. This research focuses on implementing procurement strategies by developing a public sector contracting model considering price reduction implications at the project tendering phase. The study investigates pricing behaviours regarding implementing current contracting delivery models in Zambia and develops a conceptual model for managing tender price variability in the public construction sector. The study achieved this through a comprehensive literature review followed by semistructured interviews with 14 purposively and snowball-sampled industry experts. The study utilises person-to-person interviews to collect data from interviewing 14 purposive identified respondents to attain relevant research results. The findings show that governments can maximise social gains from an infrastructure project by deriving accurate technical parameters and optimising procurement. The study identifies four pricing behaviours demonstrated by contractors during tendering: resistance, reactive, anticipatory, and Consultant-based. Consultant-based pricing was the least practised behaviour, whereas reactive was the most established among all behaviours. Emergent patterns for turnaround strategies include cost estimating and financing, mitigating external and internal interferences, providing incentives, providing training, and encouraging innovations. Others include revising legislation, contextualising procurement functions, improving project management practices, predicting market forces, and guaranteeing sustainability. The study further proposes the conceptual Negotiated Construction Approach (NCA) for public projects that summarises and weaves together identified strategies.

The essentiality of public infrastructure delivery cannot be over-stressed. However, there is a n... more The essentiality of public infrastructure delivery cannot be over-stressed. However, there is a need to challenge existing practices and poor performance and focus on the value of public infrastructure to attain sustainable improvement in the public construction sector. Like many developing countries, Zambia's public construction sector experiences numerous challenges that create a vicious cycle. This research provides a base for further investigations regarding construction tender-price inflation and highlights the urgent need to manage the phenomenon. The data generated by this baseline study is critical to measure the degree and extent of construction tender price change between 2008 and 2018. The multiple-case design allows the study to perform a documentary review and cross-case analysis regarding the tender-price phenomena. The study also adopts a pattern-matching analysis to identify behaviours and practices of case firms regarding construction project implementation. The paper finds inherent project management challenges associated with case firms, including late engagement of supervising consultants, delayed payments, poor contract or project management practices, poor quality of works, a lack of detailed engineering designs, questionable award of contracts, and delayed project implementation. By comparing the construction-project-management approaches of case firms, the study finds that construction tender prices increased by an average of 31.4% per annum for upgrading roads to bituminous standards between 2008 and 2018. In addition, the study finds areas requiring prioritization to address construction tender price inflation include late engagement of supervising consultants, delayed payments, and poor contract or project management practices. Other notable factors requiring attention include poor quality of work, lack of detailed engineering designs, delayed project implementation, and questionable contract awards. The study offers a practical implication: addressing tender price inflation adds economic value to public projects and enhances public institutions' appetite for construction infrastructure development.

The study finds that construction tender prices increased by an average of 49.7% per annum for periodic maintenance of feeder roads between 2012 and 2021, with varying correlations to globalization indicators. The research highlights notable disadvantages of foreign direct investments in the construction sector through the emergence of foreign firms in developing countries. The drawbacks include instigating unfair competition, initiating adverse knockout effects on local firms, exterminating local firms, and perpetuating corruption. In addition, the study identifies areas requiring attention to address the impacts of globalization in the construction sector. Critical areas include legislating procurement controls that protect local firms and improving the qualifications and competencies of local firms. The study further underscores mitigation measures against the adverse effects of foreign firms in the construction sector. These measures include providing training to local firms, managing the nature and type of competition, managing the nature and type of competing firms, and building the capacity of local firms.

The article reveals that studies mainly address four main areas: procurement decision support systems, transparency, ethical considerations in procurement, identification of procurement criteria, and overcoming inconsistencies in the procurement process. The paper provides a new perspective on the selection of procurement strategy. Therefore, selecting a suitable procurement strategy is essential for managing project pricing. The review has revealed that the lowest bid is the main criterion of contractor selection in the public sector. Local authority autonomy is critical for effective and efficient delivery of services to the peop... more Local authority autonomy is critical for effective and efficient delivery of services to the people. One of the objectives of this study was to design a framework that seeks to address the challenges associated with attainment of local authority autonomy. The purpose of the framework was to support local authorities so that they participate in the implementation of development as per the needs of the people at the local level in Zambia. The study develops a framework for achieving decentralisation as an initiative for supporting public participation and local authority autonomy. The study establishes that local authorities in Zambia primarily financed through a system of intergovernmental transfers or grants, do not have adequate revenue base to guarantee fiscal autonomy and, are bogged down by limitless political interferences and regulations. In order to guarantee autonomy of local government, the study develops a framework through a pragmatic approach. Data is collected using purposive and critical case sampling, through person-to-person interviews, questionnaire interviews as well as secondary data through literature reviews and content analysis of local authority project documents. The sample size for the questionnaire was 103 computed at ninety-five percent confidence level with a five percent confidence interval. The framework was validated by 17 experts in the local government sector; that were involved in the implementation of both grant and locally financed projects. The study argues that the proposed framework could enhance decentralization and improve local authority autonomy in Zambia and the paper suggests that local government should intensify on internal revenue generation.

Using a purposive and critical case sample size of 102 local authorities in Zambia computed at ninety five percent (95%) confidence level with a Five percent (5%) confidence interval a questionnaire survey was administered. Data analysis was quantitative and included use of descriptive statistics, analysis of variance and multivariate analysis of variance to examine the relationships between variables. The findings show that local authorities in Zambia are unable to generate own revenues since the central government has taken up most revenue streams in the districts and put in place regulations that restrict generation and collection of own revenues. As a result, there is need for central government to retain local authorities' revenue streams to enhance local revenue generation and ultimately enhance local authority fiscal autonomy.

Against a backdrop of Zambia's continued weak economic conditions and with many local authorities... more Against a backdrop of Zambia's continued weak economic conditions and with many local authorities, experiencing declining local revenues and financial performance, this paper presents a synthesis of the local government turnaround findings. It aims to identify the constraints to decentralization and recovery strategies based on the evidence provided by pragmatic research. Design/methodology/approach: The study 120 questionnaires distributed via online to all 120 respondents using purposive and critical case sampling. The study created and deployed the questionnaire using free online software (kobotoolbox) to the 120 critical case and purposively selected respondents. Out of 120 respondents 103 responded creating a survey response rate of above 85%. Findings: Major constraints in implementing decentralization included: continued delay to release decentralized functions by central government, lack of political will from central government, failure to implement the agreed decentralized structure by central government, failure to relinquish some revenue streams to local authorities, governments unclear policy guidance on decentralization, lack of a standardized system as well as a monitoring mechanism, and failure to generate adequate own revenue by local authorities. Research implications: This research assumes a significant role in formulation of policy for local government tier and provide a basis for further research in this area as well as designing policies for an improved local government fiscal system. Practical implications: this study adds pragmatic perspectives towards resolving revenue problems faced by Zambia's local authorities. Originality/value: This paper compiles facts and offers practitioners an evidence-based view through investigating Zambia's local government economic structure, analyzing forces underlying them and examining their consequential cultural interplay.

By comparing the construction-project-management approaches of case firms, the study finds that construction tender prices increased by an average of 31.4% per annum for upgrading roads to bituminous standards between 2008 and 2018. In addition, the study finds areas requiring prioritization to address construction tender price inflation include late engagement of supervising consultants, delayed payments, and poor contract or project management practices. Other notable factors requiring attention include poor quality of work, lack of detailed engineering designs, delayed project implementation, and questionable contract awards. The study offers a practical implication: addressing tender price inflation adds economic value to public projects and enhances public institutions' appetite for construction infrastructure development.

Henceforward, specific measures for alleviating challenges associated with sustainable construction become crucial-general arguments of good industry practice. Construction-sector sustainability is increasingly important in developing countries, and threats of globalization amid construction-tender price volatility require immediate action. The purpose of this paper is threefold. The first is to investigate, through a literature review, the indicators of globalization concerning the construction sector. The second intention is to evaluate the empirical impacts of globalization on the construction sector with a focus on the derivation of construction tender-price. Thirdly, the study intends to separate the contributions of foreign direct investment (FDI) to global integration for construction sustainability. The study adopts qualitative and quantitative approaches that follow a case study and causal research design to explore and understand decisions and opportunities regarding construction-tender price inflation. The study utilizes content, thematic, and statistical methods for data analysis. The study finds that construction tender prices increased by an average of 49.7% per annum for periodic maintenance of feeder roads between 2012 and 2021, with varying correlations to globalization indicators. The research highlights notable disadvantages of foreign direct investments in the construction sector through the emergence of foreign firms in developing countries. The drawbacks include instigating unfair competition, initiating adverse knockout effects on local firms, exterminating local firms, and perpetuating corruption. In addition, the study identifies areas requiring attention to address the impacts of globalization in the construction sector. Critical areas include legislating procurement controls that protect local firms and improving the qualifications and competencies of local firms. The study further underscores mitigation measures against the adverse effects of foreign firms in the construction sector. These measures include providing training to local firms, managing the nature and type of competition, managing the nature and type of competing firms, and building the capacity of local firms.

One of the objectives of this study was to design a framework that seeks to address the challenges associated with attainment of local authority autonomy. The purpose of the framework was to support local authorities so that they participate in the implementation of development as per the needs of the people at the local level in Zambia. The study develops a framework for achieving decentralisation as an initiative for supporting public participation and local authority autonomy. The study establishes that local authorities in Zambia primarily financed through a system of intergovernmental transfers or grants, do not have adequate revenue base to guarantee fiscal autonomy and, are bogged down by limitless political interferences and regulations. In order to guarantee autonomy of local government, the study develops a framework through a pragmatic approach. Data is collected using purposive and critical case sampling, through person-to-person interviews, questionnaire interviews as well as secondary data through literature reviews and content analysis of local authority project documents. The sample size for the questionnaire was 103 computed at ninety-five percent confidence level with a five percent confidence interval. The framework was validated by 17 experts in the local government sector; that were involved in the implementation of both grant and locally financed projects. The study argues that the proposed framework could enhance decentralization and improve local authority autonomy in Zambia and the paper suggests that local government should intensify on internal revenue generation.

Using a purposive and critical case sample size of 102 local authorities in Zambia computed at ninety five percent (95%) confidence level with a Five percent (5%) confidence interval a questionnaire survey was administered. Data analysis was quantitative and included use of descriptive statistics, analysis of variance and multivariate analysis of variance to examine the relationships between variables. The findings show that local authorities in Zambia are unable to generate own revenues since the central government has taken up most revenue streams in the districts and put in place regulations that restrict generation and collection of own revenues. As a result, there is need for central government to retain local authorities' revenue streams to enhance local revenue generation and ultimately enhance local authority fiscal autonomy.

Against a backdrop of Zambia's continued weak economic conditions and with many local authorities... more Against a backdrop of Zambia's continued weak economic conditions and with many local authorities, experiencing declining local revenues and financial performance, this paper presents a synthesis of the local government turnaround findings. It aims to identify the constraints to decentralization and recovery strategies based on the evidence provided by pragmatic research. Design/methodology/approach: The study 120 questionnaires distributed via online to all 120 respondents using purposive and critical case sampling. The study created and deployed the questionnaire using free online software (kobotoolbox) to the 120 critical case and purposively selected respondents. Out of 120 respondents 103 responded creating a survey response rate of above 85%. Findings: Major constraints in implementing decentralization included: continued delay to release decentralized functions by central government, lack of political will from central government, failure to implement the agreed decentralized structure by central government, failure to relinquish some revenue streams to local authorities, governments unclear policy guidance on decentralization, lack of a standardized system as well as a monitoring mechanism, and failure to generate adequate own revenue by local authorities. Research implications: This research assumes a significant role in formulation of policy for local government tier and provide a basis for further research in this area as well as designing policies for an improved local government fiscal system. Practical implications: this study adds pragmatic perspectives towards resolving revenue problems faced by Zambia's local authorities. Originality/value: This paper compiles facts and offers practitioners an evidence-based view through investigating Zambia's local government economic structure, analyzing forces underlying them and examining their consequential cultural interplay.
