One of the government's strategies to help the village become independent and autonomous by givin... more One of the government's strategies to help the village become independent and autonomous by giving the allocation of village funds (ADD). Use of ADD fund is 30% for the Village Government and Village Consultative (BPD ) operating costs; 70% for community empowerment and capacity building of village government. This research destination are to describe the management of ADD in the empowerment of village communities and the supporting and inhibiting factors. The research method used was descriptive method with the qualitative approach which used Milles Huberman analytical method. The results showed that the majority of the ADD fund for community empowerment were used for village governments operating expenses and BPD thus the use of ADD was not as intended. The supporting factors in the management of ADD was the community participation. Inhibiting factor, the quality of human resources and lack of direct supervision by the public.
