This paper concentrates on how Islamist ideologies in Libya, regardless of content, are mostly im... more This paper concentrates on how Islamist ideologies in Libya, regardless of content, are mostly
imported from outside which is why they failed to be a mainstream political force in the country.
The paper does not deal with such groups’ fighting capabilities.
It also an attempt to analyse the roots of the unprecedented Islamist unity in Libya. Emphasis is
also put on the historical fact that almost all Islamist groups lacked any national roots depriving
them of the political support enjoyed by Islamists in neighbouring Egypt and Tunisia.
It also broadly traces the roots of different Islamic ideologies in Libya since the famous Sanusi
Order established itself in the country the paper tries to identify why Islamists failed to be a
reckoned mainstream political force as is the case in Egypt. The link between domestic Islamic
groups that flourished in Libya and foreign, mainly regional, more established groups is also
examined.

In April 2011 I got a call from a European think-tank asking me to write a paper about the ongoing war in my country. Below is what I wrote.
They never published the paper. When I asked why they said “it is not what is expected” because it does not “fall within the ongoing trend” Four years on I feel vindicated and they should be ashamed! I am publishing the original.

No denial that what started in Benghazi, Libya was genuine civil demonstration with modest legitimate demands. In the chaos that ensued hundreds died and injured at the hands of unprofessional and out numbered police. Demands escalated so did the nature of demonstration. Within days what started as a civil legitimate demonstration became armed rebellion marching westwards with Tripoli, the capital as its target. With the Libyan leader refusing to relinquish power, NATO military intervention, and tribal liaisons so strong Libya faces dangerous option that could lead to its total disintegration. The International community lack clear understanding of the situation. Libyans, with international help, must find peaceful settlement.
Dealing with the consequences of a violent upheaval such as the civil war in Libya in 2011 is pro... more Dealing with the consequences of a violent upheaval such as the civil war in Libya in 2011 is problematic in
a context of political instability such as the one that pertains in the country currently. Libyans need to reach
a consensus on how to proceed through a process of inclusive national dialogue to achieve national
reconciliation. However, the country’s politicians do not understand Libya’s reality and assume that all
Libyans supported the “revolution”, which is not the case. Furthermore, the General National Congress
has passed several measures that undermine reconciliation. The government has not supported
reconciliation initiatives, while the country’s inexperienced civil society does not have the capacity to
implement successful dialogue initiatives. This report concludes by laying out the conditions needed for
successful dialogue, discussing the role of the international community in this regard, and listing the goals
and objectives of a national dialogue.
