*Best Schools are not Recognized* 💥

The UCE results were released and as usual, there was media buzz with many people wishing to see how well their preferred schools performed.
The usual *academic giants* do not disappoint (at least to those who do not see beyond the grades). You'll have St.Mary's College Kisubi, Kings College Budo, Namagunga, Namilyango, Namugongo, Ntare School, Mary Hill, Immaculate Heart, among a host of so many Private schools posting very good results. Candidates score First grades and second grades and at times some register a few third grades. It is inconceivable that they'll have students in fourth grade and above.

These above mentioned schools and others in their category have unique advantages built over time and I would just want to mention just a few:
1. Admission of super grades in Senior One. These schools admit children who score between aggregate 4 and 7 in S.1
2. Presence of super conducive environment for learning and availability of good libraries and laboratories.
3. These schools charge very high fees(above shs2m per term) and the parents are able to pay at the beginning of the term.
4. Well remunerated teaching and non teaching staff.
It should therefore not take anyone by surprise that these schools register relatively good performance as compared to many other schools countrywide.

The above enumerated advantages are not available to many of our schools in the countryside and even in the city. A secondary school in Rwampara District that admits students with aggregate 25 in Senior one, who is a son/daughter of a peasant farmer who struggles to pay fees of shs300,000 per term and do not have a library nor a laboratory to boast of and whose teachers have no accommodation let alone enough pay from the PTA, cannot be graded with Kings College Budo.

What many people do not realise is that those schools post results of about 20 grade ones, 70 grade twos, 30 grade threes and some grade fours without failures. What a stunning performance! They don't admit first grades but churn out first grades. Those who get second grades most probably entered with grade 3 or 4.
This school performance is much better that the one of Ntare school which admits Grade 1 of aggregate up to 6 and end up with some in second grade or third grade.

One other point to look at is that the big name schools admit like 400 students in S.1 all with good grades and keep discontinuing students due go poor academic performance. They end up with about 250 that sit UCE at those centres! Instead of teaching, they are getting students out of their system. How does a student who got aggregate 5 in PLE fail to make it to S.4 from that great school? The Administration of such schools have questions to answer.

What is even more disturbing is that out of the 250 that complete O level, only about 10% get the marks that the same school requires to admit them in A level. The rest come from the poor schools that converted Grade 2 students to super Grade ones admissible to the great school.

It goes without saying therefore, that those schools that no one recognises are the super heroes in educating the nation, moreover cheaply. I applaud the teachers in those schools who are paid poorly and many times not even on the government pay roll but turn 4th grades to 2nd grades. They deserve a standing ovation every time the minister of Education announces results of UCE.

My request to the Ministry of Education and Sports is to look for a way of doing a deeper analysis of these results and therefore grade schools according to their rightful performance in accordance with value added to the students they held for the education cycle. I will thank the big school if all the students who joined with aggregate 4 get aggregate 10 in 10 in UCE. But where they get 30, much as it is still 1st grade, there will have been a great decline that that particular school won't allow their student to rejoin in A level.

As any retiring president could think of his safety after leaving state house to me this is a big story that should not be taken lightly, I have therefore come up with three schools of thought towards Museveni's next successor. 1. Handing over power to Major General Muhoozi Keinerugaba. I think you have always heard of the Muhoozi project, right. This has always brought a lot of ululations and crinkum crankum and political higi haga in the political atmosphere of Uganda leaving people to ask themselves as whether this is true and whether his Excellency has always thought of this direction as the best option for successful transition of power. Major general Muhoozi himself has also never come out to distance himself from the claims of the Muhoozi project. To me I see the first man who lies at the back of the president's mind to take over power is his own son, take it to the bank. The big question is how will this come to pass. 2. Handing over power to Mugisha Muntu. An early comrade and general of the UPDF for a long time, Mugisha Muntu is the most appropriate ally of his Excellency the president of Uganda .Mr. Mugisha earlier last year as on 12 March, 2019 was demised by a section of FDC officials as a mole of NRM which even made him to quit FDC and form his own political party the alliance for national transition (ANT). This was quite intriguing and a bit true as he never distanced himself from the allegations. To me I think he is the person whom Museveni can hand over power to Mr. Mugisha Muntu can later on prepare the first son to take over power from him. 3. Coup by the UPDF army. Did i just say a coup, as a human rights activist and a philosopher, I think major general Muhoozi can use the army to overthrow his father, as

This paper proves that low density parity check (LDPC) codes are universal codes on correlated fa... more This paper proves that low density parity check (LDPC) codes are universal codes on correlated fading channels if a successive decoding receiver is used. A universal LDPC code is defined as a code with the same performance over a class of channels, in which the performance is measured by the threshold of the code in terms of mutual information (in bits/sec/Hz). The receiver proposed in this paper decomposes the fading channel into a bank of memoryless sub-channels. Each sub-channel is encoded with a LDPC code. An MMSE estimator followed by a LDPC decoder is used to successively decodes the channel code. With this scheme, we show that LDPC codes have the universal performance on fading channels with variant fading rates. We also prove that the LDPC code design is unified. Hence, the optimal LDPC codes for the perfect CSI receiver is also optimal for correlated fading channels without CSI. matter experts for publication in the IEEE GLOBECOM 2005 proceedings.
