The engagement and inclusion of the Archives of Bosnia and Herzegovina in the part of the handlin... more The engagement and inclusion of the Archives of Bosnia and Herzegovina in the part of the handling and management of records on new information carriers has no alternative in the 21st century. However, in order to establish a sound management system, valid legal frameworks are necessary, which will equate and streamline the processes in the desired direction. Over the past decades, the archives and archival legislation of Bosnia and Herzegovina have identified and harmonized practices and practices in the part relating to conventional archival material. However, in the part of new information carriers and new records, whether electronic, digital or otherwise, the Archives of Bosnia and Herzegovina still do not have the same approaches, adequate regulations, defined standards and rules. This is largely due to the lack of, or the inadequacy of, existing regulations that define the subject matter. Therefore, this paper aims to analyze the existing regulations, point out certain deficiencies in the part of the inequality, or the absence of the regulations governing this important issue, and the obligation and responsibility of the archival service in terms of handling and managing records on new information carriers.

In the transitional period, acquiring of archival material in the Archives of the Tuzla Canton ha... more In the transitional period, acquiring of archival material in the Archives of the Tuzla Canton has been intensified. Records of privatized legal subjects, records of companies in liquidation or bankruptcy, obsolete wartime administration, etc. were acquired by the Archives in large quantities. This new intake of fonds was not followed by the strengthening of personnel, which also increased the danger to change the balance between arranged fonds and unarranged ones in favor of the latter. This would directly influence the use of these fonds by users, thus negatively affecting their fulfillment of human, civil and other rights. Therefore, the Archives' Expert's council initiated and introduced many decisions related to increased activities in the field of preparation, arranging, listing and acquiring arranged fonds. In some cases, analytical inventories were made before records were transferred to the Archives, which made their immediate use easier. Therefore, this article aims to point out positive experiences of the Archives of the Tuzla Canton in the field of acquiring and use of archival material in the period from 1991 to 2017.

To see these tasks successfully completed, it is necessary to invest a lot of effort and work, but also regulate other important aspects that influence the dynamics of taking over archival material of war provenance as follows: - continue to monitor the situation, the degree of order in the protection of archives in archival provenance of war, to handover the same to the relevant archives, or until the archival regulations would be unenforceable - Best-war production of archives to spend synchronized throughout Bosnia and Herzegovina - initiate the appropriate level of archival service delivery obligations of legal regulation of war archives provenance, by all holders and creators, - at the level of archival service to make categorization registry download archives of war production, which is considered especially significant, for the purposes of history, culture and other scientific purposes. A particular attention paid to the archives registry who were engaged in purposeful production, radio and television stations and other relevant agencies, - plan and provide funding for additional technical and technological protection that is a hybrid archiving these current records, Protection and acquisition of archival material of war provenance by the relevant archives is a priority to ensure certain fate of the material, and the ability to use it either on the basis of realization of human and civil rights, or the scientific historical and evidential purposes. The increased activity of the population in the cultural field , the increased level of enlighten... more The increased activity of the population in the cultural field , the increased level of enlightenment of the population has led to the emergence of a new, more powerful manifestation in other forms of cultural activities. They are primarily reflected in the plan of opening printing presses, enhanced printing sheets, calendars, newspapers, books and the like, in accordance with the increased needs and demand for the same. The Occupying Power has sought to control the activities of the local population in the area of the opening printing presses, printed books, newspapers, etc. to certain extent. In fact, it would be impossible to agitate through the press by the local population, the official occupying power has allowed the opening of the printing press but the same strictly controlled and censored newspapers and books. Given the strong economic development, population with rich and influential merchant layer in Tuzla and Bijeljina there have been a lot of initiatives to open a printing press. In this period of Tuzla and Bijeljina no printing presses were established by the Bosniak population . By number of printing presses and their significance, Tuzla was near Sarajevo, ranking with Mostar and Banja Luka. This impact was particularly significant because the media effect, through the press, was particularly important for cultural, educational, political and national action and maturation of the population, despite numerous obstruction of official authority.

The cultural activity of archives is crucial in terms of presentation of archival material as a c... more The cultural activity of archives is crucial in terms of presentation of archival material as a cultural and historical heritage. In this way, archives animate the professional, scientific and general public to come to the archives and use the archival material for scientific research and other purposes. The most popular ways of presenting archival material are various archival exhibitions, documents, photographs, and other archival material. In addition, the promotion of professional and scientific publications also enriches the cultural activity of archives, and through them, archival activity and archival material are additionally affirmed. This paper aims to present the cultural activity of the Archives of Tuzla Canton in the year of the coronavirus virus pandemic, 2020, and to analyze, through comparative indicators from previous years, the extent to which cultural activity in the Archives of Tuzla Canton stagnated as a result of the pandemic. Also, the paper will present some new modalities of the work of the Archives of Tuzla Canton, in terms of presenting exhibitions to the general public in the year of the pandemic.

The transition processes in Bosnia and Herzegovina caused radical changes in all spheres of socie... more The transition processes in Bosnia and Herzegovina caused radical changes in all spheres of society, and they are directly reflected on archival activities and appraisal of archives. The paper wants to point out some special appraisal of archive material in a period of transition in terms of specific social processes, such as war developments, changes in the economy in terms of privatization, starting bankruptcy proceedings and other transition and reform processes in the company. These processes in the society constantly demanded new approaches, and the principles and criteria of appraisal of archive material in a period of transition, in order to preserve the optimum necessary information for future generations. This paper aims to show the importance of archives from the period of transition, and to draw attention to the specifics of the appraisal of archives specified period. In doing so, the paper put forward the specifics of the appraisal in Bosnia and Herzegovina, with some positive examples and experiences, gained by Archives of Tuzla Canton. Of course, the paper presents only some specifics of appraisal of archives, however the experience in this area are far more comprehensive and richer.
Archival material represents priceless cultural and historical heritage so the ability to access ... more Archival material represents priceless cultural and historical heritage so the ability to access and use the same either in everyday administrative law or scientific research purposes contributes to democratization and larger openness for citizens. On the other hand, to make certain material operational it must be processed. The number of untreated funds increasing considering current staffing capacity of most archives in Bosnia and Herzegovina. It is therefore necessary to find new, acceptable solution that will satisfy the legislative framework from the point of arrangement, but also the growing needs of citizens. This paper has the aim to offer positive experiences of the Archives of Tuzla Canton in the field of archival funds takeover, considering its innovative professional approach to arranged archival materials. In that sense, external service of archives has an important role. As well as they responsible for the protection of archival materials in the primary stage, through funds takeover they are key for further processes of professional management with archival materials in the archives. This refers to secondary technical and technological protection, archival processing, preparation of scientific intelligence resources (guide, inventory). Archives funds takeover must be operational to users, which mean that it must be taken care of, if not archival, then registry.

Cultural and educational activities are an important and indispensable segment of each archive. T... more Cultural and educational activities are an important and indispensable segment of each archive. The same is manifested through various forms of action of exhibitions, cooperation with the media and educational institutions. We are talking about various facilities and projects that have multiple goals. One is presentation and affirmation of archival material as cultural heritage, as well as archives and archival activities. The second is the involvement of citizens, especially young people (students) in the project activities, thus raising awareness of the importance of the written cultural heritage. Opening the archives for citizens and society, through cultural and educational and other facilities at the time of global trends in the world, it certainly top priority. In this sense, the overall results are reflected in the level of affirmation, and (lack of) opennes of archives to society. Therefore, this paper aims to highlight the importance of cultural and educational activities, through the experience of the Archives of Tuzla Canton, for affirmation and greater openness of our Archives to professional, scientific, cultural, and the general public. Key words: cultural and educational projects, archives, openness of archives, affirmation of archives, Archive of Tuzla Canton L'importanza delle attività culturali e formative nell'apertura ed affermazione degli archivi nella società (esperienze nell'Archivio del Cantone di Tuzla) SinTeSi Le attività culturali e formative sono un segmento importante ed indispensabile per ogni archivio. Ciò si manifesta attraverso svariate forme: mostre, collaborazione con i media e le istituzioni formative. L'autore parla dei vari progetti e dei loro molteplici obiettivi. Uno di questi è la presentazione ed affermazione del materiale archivistico come patrimonio culturale; il secondo è il coinvolgimento dei cittadini, specialmente dei giovani (studenti) nelle attività progettuali, così accrescendo la consapevolezza dell'importanza del patrimonio culturale scritto. Aprire gli archivi alla cittadinanza ed alla società attraverso attività culturali ed educative al tempo della globalizzazione è senza dubbio una priorità assoluta. In questo senso, i risultati generali si riflettono nel livello di affermazione, e (mancanza di) apertura degli archivi alla società. The basic presumption of establishing a valid system of protection and management of documents at... more The basic presumption of establishing a valid system of protection and management of documents at registry offices and archives is professional and trained archival staff. This assumption is particularly important in Bosnian archives, since they all operate with significantly reduced personnel capacities. On the other hand, Bosnian archival service is, compared to countries in the region, most affected by the transition process, in which the archival service should act urgently, professionally and responsibly, in order to fulfil the basic function of protection of archives. In such circumstances, only trained personnel can be a guarantee of timely and adequate professional work on the challenges facing the archival service of Bosnia and Herzegovina. In this paper, the author attempts through the experience of the Archives of Tuzla Canton to point out the importance of professional, educated staff in order to achieve the higher quality and better results in all fields of archives: of professional archival work to scientific research, publishing, cultural and educational activities.

Although in its first issue it was announced with pomp, it was an independent newsletter, it was everything, but not independently. Namely, this is a school example of the Edict list, which served to glorify the new state of Slovenians, Croats and Serbs, and later to glorify the unification into the Kingdom, that is, first of all, the glorification of the Serbian element in the Kingdom of the SHS. This work follows the information contained in columns from November 4, when the first number of the National Unity was published, until December 26, 1918, or less than two months.

All transitional changes of the Bosnian society in the past period reflected indirectly both on t... more All transitional changes of the Bosnian society in the past period reflected indirectly both on the archive activity and in the archives of Bosnia and Herzegovina. In particular, the ownership changes in the economy have actualized the issue of protection and management of archival material. Poor business results led to the opening of bankruptcy and liquidation proceedings in dozens of legal entities in the Tuzla Canton area. The same added the question of the protection of the material in question, and from the competent archive it requested additional engagement of the professional employees of the Tuzla Canton Archives. The result of professional and strategic approach to this issue is contained in the fact that the Tuzla Canton Archives protected, and took over a considerable number of funds in the field of registry in which bankruptcy or liquidation proceedings were initiated. This paper aims to point out the importance of professional and planned approach and action to address this issue and present the experiences and results achieved by the Archive of Tuzla Canton in this field.

Since the middle of the 19th century, Croatian and Serbian national ideas have been systematicall... more Since the middle of the 19th century, Croatian and Serbian national ideas have been systematically and purposefully imposed on Bosnian Orthodox and Catholics in Bosnia. In this way, the Serb and Croat nations are formed on a religious basis in Bosnia. "Serbs" and "Croats" as national-political determinants are introduced into Bosnia from Serbia and Croatia. Their goal is to nationalize the Catholic population in the Croatian, and the Orthodox in the Serbian national sense. In the Austro-Hungarian period, activities in the field of strengthening national identities were also noticeable in the field of culture. Then there is a more massive organization of the population through various forms of cultural, educational, sports, economic and other societies. These associations, formally non-governmental and non-political, operated politically, with the task of executing national movements and strengthening the national consciousness of Orthodox and Catholics. In this way, a religious and ethnic mosaic was formed in Bosnia and Herzegovina in the mentioned period, which created a kind of forms of national movements. This was especially pronounced among the Orthodox population, which in symbiosis and cooperation of cultural, educational, business associations, and church communities, achieved significant progress and results in terms of national awareness and strengthening national and cultural identity. The goal ofounding Serbian singing societies is to nurture and strengthen the Serbian national consciousness through nurturing the church song, through books (enlightenment), song and presentation of Serbian theatrical, and especially historical contents. In this way, the singing societies were the bearers of the national and educational cultural revival of the Orthodox population. The press played a significant role in political action and the spread of national ideas and aspirations. Lower Tuzla in the Austro-Hungarian period, in addition to significant industrial, became the cul... more Lower Tuzla in the Austro-Hungarian period, in addition to significant industrial, became the cultural, educational and administrative center for a wider area, and the backbone of intense cultural development and revival. The initial impulses cultural revival, start in the mid-nineteenth century, intensified with the arrival and influence of the Austro-Hungarian Empire and the result of the overall political and socio-economic circumstances in the time allowed. The establishment and operation of Bosniak reading room in Tuzla and its surrounding area, the Austro-Hungarian period, had a significant role in the cultural and educational activities, and national awakening and maturing of the Bosniak population. This paper, based largely on the historical sources of the first order, aims to demonstrate the importance of Bosniak Library in cultural and educational elevation of the Bosniak population. The work brings some new historical facts about the reading rooms, the specifics of their establishment and functioning.

Namely, important lexical sources relevant to the study of historical processes in Bosnia and Herzegovina are available in the Oslobodjenje paper, which monitored and brought news about the process of the dissolution of the SFRY, and the restoration of the independence of Bosnia and Herzegovina. Therefore, the aim of the paper is to investigate the atmosphere and the environment in which the changes were taking place, as was the case in Bosnia and Herzegovina, as was the reaction of the then side, but also the domestic, political and other public. In this way, one more complete picture of everyday life in Bosnia and Herzegovina is to be given in these fateful moments of its millennial existence and specialties.

Archival material represents priceless cultural and historical heritage so the ability to access ... more Archival material represents priceless cultural and historical heritage so the ability to access and use the same either in everyday administrative law or scientific research purposes contributes to democratization and larger openness for citizens. On the other hand, to make certain material operational it must be processed. The number of untreated funds increasing considering current staffing capacity of most archives in Bosnia and Herzegovina. It is therefore necessary to find new, acceptable solution that will satisfy the legislative framework from the point of arrangement, but also the growing needs of citizens. This paper has the aim to offer positive experiences of the Archives of Tuzla Canton in the field of archival funds takeover, considering its innovative professional approach to arranged archival materials. In that sense, external service of archives has an important role. As well as they responsible for the protection of archival materials in the primary stage, through funds takeover they are key for further processes of professional management with archival materials in the archives. This refers to secondary technical and technological protection, archival processing, preparation of scientific intelligence resources (guide, inventory). Archives funds takeover must be operational to users, which mean that it must be taken care of, if not archival, then registry.

T... more Cultural and educational activities are an important and indispensable segment of each archive. The same is manifested through various forms of action of exhibitions, cooperation with the media and educational institutions. We are talking about various facilities and projects that have multiple goals. One is presentation and affirmation of archival material as cultural heritage, as well as archives and archival activities. The second is the involvement of citizens, especially young people (students) in the project activities, thus raising awareness of the importance of the written cultural heritage. Opening the archives for citizens and society, through cultural and educational and other facilities at the time of global trends in the world, it certainly top priority. In this sense, the overall results are reflected in the level of affirmation, and (lack of) opennes of archives to society. Therefore, this paper aims to highlight the importance of cultural and educational activities, through the experience of the Archives of Tuzla Canton, for affirmation and greater openness of our Archives to professional, scientific, cultural, and the general public. Ciò si manifesta attraverso svariate forme: mostre, collaborazione con i media e le istituzioni formative. L'autore parla dei vari progetti e dei loro molteplici obiettivi. Uno di questi è la presentazione ed affermazione del materiale archivistico come patrimonio culturale; il secondo è il coinvolgimento dei cittadini, specialmente dei giovani (studenti) nelle attività progettuali, così accrescendo la consapevolezza dell'importanza del patrimonio culturale scritto. The basic presumption of establishing a valid system of protection and management of documents at... more The basic presumption of establishing a valid system of protection and management of documents at registry offices and archives is professional and trained archival staff. This assumption is particularly important in Bosnian archives, since they all operate with significantly reduced personnel capacities. On the other hand, Bosnian archival service is, compared to countries in the region, most affected by the transition process, in which the archival service should act urgently, professionally and responsibly, in order to fulfil the basic function of protection of archives. In such circumstances, only trained personnel can be a guarantee of timely and adequate professional work on the challenges facing the archival service of Bosnia and Herzegovina. In this paper, the author attempts through the experience of the Archives of Tuzla Canton to point out the importance of professional, educated staff in order to achieve the higher quality and better results in all fields of archives: of professional archival work to scientific research, publishing, cultural and educational activities.

Although in its first issue it was announced with pomp, it was an independent newsletter, it was everything, but not independently. Namely, this is a school example of the Edict list, which served to glorify the new state of Slovenians, Croats and Serbs, and later to glorify the unification into the Kingdom, that is, first of all, the glorification of the Serbian element in the Kingdom of the SHS. This work follows the information contained in columns from November 4, when the first number of the National Unity was published, until December 26, 1918, or less than two months.

All transitional changes of the Bosnian society in the past period reflected indirectly both on t... more All transitional changes of the Bosnian society in the past period reflected indirectly both on the archive activity and in the archives of Bosnia and Herzegovina. In particular, the ownership changes in the economy have actualized the issue of protection and management of archival material. Poor business results led to the opening of bankruptcy and liquidation proceedings in dozens of legal entities in the Tuzla Canton area. The same added the question of the protection of the material in question, and from the competent archive it requested additional engagement of the professional employees of the Tuzla Canton Archives. The result of professional and strategic approach to this issue is contained in the fact that the Tuzla Canton Archives protected, and took over a considerable number of funds in the field of registry in which bankruptcy or liquidation proceedings were initiated. This paper aims to point out the importance of professional and planned approach and action to address this issue and present the experiences and results achieved by the Archive of Tuzla Canton in this field.

Since the middle of the 19th century, Croatian and Serbian national ideas have been systematicall... more Since the middle of the 19th century, Croatian and Serbian national ideas have been systematically and purposefully imposed on Bosnian Orthodox and Catholics in Bosnia. In this way, the Serb and Croat nations are formed on a religious basis in Bosnia. "Serbs" and "Croats" as national-political determinants are introduced into Bosnia from Serbia and Croatia. Their goal is to nationalize the Catholic population in the Croatian, and the Orthodox in the Serbian national sense. In the Austro-Hungarian period, activities in the field of strengthening national identities were also noticeable in the field of culture. Then there is a more massive organization of the population through various forms of cultural, educational, sports, economic and other societies. These associations, formally non-governmental and non-political, operated politically, with the task of executing national movements and strengthening the national consciousness of Orthodox and Catholics. In this way, a religious and ethnic mosaic was formed in Bosnia and Herzegovina in the mentioned period, which created a kind of forms of national movements. This was especially pronounced among the Orthodox population, which in symbiosis and cooperation of cultural, educational, business associations, and church communities, achieved significant progress and results in terms of national awareness and strengthening national and cultural identity. The goal ofounding Serbian singing societies is to nurture and strengthen the Serbian national consciousness through nurturing the church song, through books (enlightenment), song and presentation of Serbian theatrical, and especially historical contents. In this way, the singing societies were the bearers of the national and educational cultural revival of the Orthodox population. The press played a significant role in political action and the spread of national ideas and aspirations. Lower Tuzla in the Austro-Hungarian period, in addition to significant industrial, became the cul... more Lower Tuzla in the Austro-Hungarian period, in addition to significant industrial, became the cultural, educational and administrative center for a wider area, and the backbone of intense cultural development and revival. The initial impulses cultural revival, start in the mid-nineteenth century, intensified with the arrival and influence of the Austro-Hungarian Empire and the result of the overall political and socio-economic circumstances in the time allowed. The establishment and operation of Bosniak reading room in Tuzla and its surrounding area, the Austro-Hungarian period, had a significant role in the cultural and educational activities, and national awakening and maturing of the Bosniak population. This paper, based largely on the historical sources of the first order, aims to demonstrate the importance of Bosniak Library in cultural and educational elevation of the Bosniak population. The work brings some new historical facts about the reading rooms, the specifics of their establishment and functioning.

Namely, important lexical sources relevant to the study of historical processes in Bosnia and Herzegovina are available in the Oslobodjenje paper, which monitored and brought news about the process of the dissolution of the SFRY, and the restoration of the independence of Bosnia and Herzegovina. Therefore, the aim of the paper is to investigate the atmosphere and the environment in which the changes were taking place, as was the case in Bosnia and Herzegovina, as was the reaction of the then side, but also the domestic, political and other public. In this way, one more complete picture of everyday life in Bosnia and Herzegovina is to be given in these fateful moments of its millennial existence and specialties.
