The strategic advantage is to take advantage of technological advances in all areas of human life that have been achieved by developed industrial countries today, without having to experience various burdens on assets and human resources that occur in the process of achieving that level of progress. Therefore this situation is very attention-grabbing and attracts interest among investors. The opening of the Indonesian market to the outside world can be predicted that the trade of imported packaged food products in the city area of Padang in particular will increasingly mushroom and develop. This will certainly have a detrimental impact on consumers as a recent phenomenon on the issue of some imported products being withdrawn from circulation because they contain formalin which is used as a preservative of corpses. From the above phenomenon, the authors are interested in writing legal protection to consumers of imported food sold by traders in Padang city. This research uses sociological juridical research methods (socio legal research) or in other words empirical research that is a problem approach through regulations and existing theories then relate it to reality or facts that exist in the field (the community). Legal protection granted to imported food consumers in Padang City, in this case the government has applied the concept of legal protection to consumers with the consumer protection law as a legal umbrella (Law No. 8 of 1999 and Law No. 23 of 1992 concerning Health Government Regulation Number 69 of 1999 concerning food labels and advertisements, Law No. 7 of 1996 concerning food but in the implementation carried out in this case the government carried out by the drug and food control agency, the department of trade and industry and related institutions are still not implemented as expected by consumers in this case the goals and concepts of the dream of the rule of law have not yet been achieved. The constraints encountered in the implementation of protection for consumers of imported food are: limited human resources, oversight coverage that is too broad and difficult to reach, inadequate laboratory facilities so that a limited number of communities and test barometers of compliance and distributor awareness of the lack of sanctions applied to business actors do not provide a deterrent effect, proven to have been destroyed but still reappeared, recommendations for applying sanctions, fines have not been maximized.
