The Alma Alta declaration on Primary Health Care (PHC) which was made in 1978 is meant to address... more The Alma Alta declaration on Primary Health Care (PHC) which was made in 1978 is meant to address the main health problems in communities by providing promotive, preventive, curative and rehabilitative services. Nigeria was among the 134 signatories to this invaluable idea. Subsequently, several reorganization of the Nigeria health structure to align with the new vision were made. The implementation of PHC, primarily through services provided at the primary health centers, vary based on the type of PHC facility in Nigeria. Several other PHC services within the health precinct include community mobilization, mental health, service integration and selected PHC programmes under the auspices of international collaborators. (Alenoghena, et al, 2014). Health they say is Wealth and wealth is created and /or measured by factors of productivity (useful healthy engagement). The World Health Organization (WHO) defines health as: ... a state of complete physical, mental and social well-being and not merely the absence of disease or infirmity (WHO 2001, p.1). Mental health is clearly an integral part of this definition. The goals and traditions of public health and health promotion can be applied just as usefully in the field of mental health as they have been in heart health, infectious diseases and tobacco control. Mental health is described by WHO as... a state of well-being in which the individual realizes his or her own abilities, can cope with the normal stresses of life, can work productively and fruitfully, and is able to make a contribution to his or her community (WHO, 2001). In this positive sense mental health is the foundation for well-being and effective functioning for an individual and for a community. This core concept of mental health is consistent with its wide and varied interpretation across cultures. Mental health services at the primary healthcare level remain critical in most developing countries, especially in resource-poor and crisis-stricken communities. The conception, perceptions, experience of symptoms, recognition and classification as well as treatment course of mental illness differs from one culture to another, and even within cultures. This notwithstanding, it is a well acknowledged fact that mental illness is universal across cultures. Also acknowledged as universal are the negative attitudes and responses towards people with mental disorders. These adverse attitudes and social responses, usually conceptualized as stigma,
