We then select a limited range of ICM behaviour useful for dialogue systems, and show how these utterances and responses to them are managed in a dialogue system implementing a theory of issue-based dialogue management.

Two possible answers are distinguished -the "engineering" and the "simulation" viewand an argument against the soundness of the "simulation" position is reviewed. This argument centres on the (im)possibility of formalising the context (or "background") needed for human-level language understanding. This argument is then applied to formal dialogue research and some consequences are discussed.

Work on~hi~ system was reported at IJCAI-99 (Bohlin et-al.~ 1999). GoDiS is a prototype dialogue system for information-seeking dialogue, capable of accommodating questions and tasks to enable the user to present information in any desired order, without explicitly naming the dialogue task. GoDiS is implemented using the TRINDIKIT software package, which enables implementation of these behaviours in a compact and natural way.

The aim is to try to develop a method of annotation that might be useful to a dialogue system developer in specifying a system that could deal with a certain type of dialogue. In this rst experiment we annotated a task oriented dialogue with as simple a notion of information state as we could imagine would be able to illuminate the dynamics of QUD management. We found that a number of interesting issues were raised by the annotation and that there were interesting possibilities for de ning dialogue moves in terms of transitions between these information states.

We also show how this approach can lead to better engineering of dialogue management components of dialogue systems, allowing for separate development of modular system fundamentals, dialogue theories, and domain-specific dialogue systems, in a manner where components can more easily be reused. TrindiKit is a tool instantiating the lowest level, and allowing straightforward implementation of dialogue theories formalized using the information state approach. We briefly describe several dialogue systems built using TrindiKit, and how components have been successfully further developed and reused in other projects.

We use a framework for experimenting with information states and dialogue move engines, which is being implemented in the form of TRINDIKIT 14], a toolkit for building dialogue move engines and dialogue systems. We also show how an experimental dialogue system (GoDiS) currently being developed in G oteborg within the framework can be provided with rules to handle accommodation of questions and plans in dialogue.
