Agriculture, environment, industry, and millions of households in the western US and northern Mex... more Agriculture, environment, industry, and millions of households in the western US and northern Mexico depend on the Colorado River, which is facing increasing water shortages due to climate change and rising demand. Collaborative governance will likely be key to solving allocation issues and achieving sustainable water use but has recently faced multiple challenges. This research integrates concepts from institutional, adaptive govern-ance, and bargaining theories to analyze barriers and facilitators to collaborative governance in the drought contingency plan (DCP) process for the lower Colorado River basin from an Arizona stakeholder's perspective. The DCP is ultimately an effort to create a set of rules to prevent and address shortages in the basin. Through a content analysis of public meetings of the Central Arizona Project's governing board, we find a collective DCP or future related policy may be possible. But barriers to collaborative governance have intensified over time, hindering the process and making an agreement increasingly unlikely. The process is a perfect example of the interplay between rules and norms, and the issues that arise when norms underlying rules are interpreted differently. Our analysis provides insights for the design of collaborative water governance, including that conducting an analysis of power dynamics among the stakeholders would advance the DCP process. We ultimately argue that the Colorado River basin would benefit from a transition towards adaptive governance, and that our recommendations to improve collaboration are an important initial step. Additionally, our results reveal areas that require more empirical research, including understanding how to prepare for policy windows, rapid trust building among stakeholders, and theory building related to equity and marginalization in collaborative gov-ernance processes.

Many population centers in the American West rely on water from the Colorado River Basin, which h... more Many population centers in the American West rely on water from the Colorado River Basin, which has faced shortages in recent years that are anticipated to be exacerbated by climate change. Shortages to urban water supplies related to climate change will not be limited to cities dependent on the Colorado River. Considering this, addressing sustainable water governance is timely and critical for cities, states, and regions facing supply shortages and pollution problems. Engaging in sustainability transitions of these hydro-social systems will increase the ability of such systems to meet the water needs of urban communities. In this paper, we identify historical transitions in water governance and examine their context for three sites in the Colorado River Basin (Denver, Colorado, Las Vegas, Nevada, and Phoenix, Arizona) to provide insight for intentional transitions towards sustainable, or " water sensitive " cities. The comparative historical approach employed allows us to more fully understand differences in present-day water governance decisions between the sites, identify past catalysts for transitions, and recognize emerging patterns and opportunities that may impact current and future water governance in the Colorado River Basin and beyond.

Differences in governance relationships and community efforts to remove an exotic, rapidly spread... more Differences in governance relationships and community efforts to remove an exotic, rapidly spreading invasive plant, the-mile-a-minute weed (Mikania micrantha), are explored in five case study community forests in the subtropical region of Chitwan, Nepal. An institutional analysis informs an examination of the de jure (formal) versus de facto (on the ground) institutions and actor relationships relevant to Mikania removal efforts. Contrary to the expectations set by the de jure situation, we find heterogeneous governance relationships and norms related to Mikania management across community forests. Content analysis of interview data illuminates reoccurring themes and their implications 2 Abigail Sullivan et al. for social and ecological outcomes in the communities. Complex governance relationships and regular discussion of distrust of government and non-government officials help explain collective action efforts and management decisions. The content analysis suggests that Mikania is impacting people's daily lives but the degree of severity and the response to the disruption varies substantially and is affected by other problems experienced by community forest members. Our results indicate that understanding how the de facto, or on the ground situation, differs from the de jure institutions may be vital in structuring successful efforts to manage invasive species and understanding collective action problems related to other social-ecological threats. We present data-informed propositions about common pool resource management and invasive species. This study contributes to a better scientific understanding of how institutions mediate social-ecological challenges influencing common pool resources more broadly.

This article explores the factors affecting collective action related to the removal of the mile-a-minute weed (Mikania micrantha, referred to as Mikania), an invasive plant, in community forests in the buffer zone region around Chitwan National Park in Chitwan, Nepal. Few studies have combined larger sample size quantitative data with greater generalizability and nuanced, qualitative data to explore what factors influence collective action or focused on how perception of the issue at multiple levels affects outcomes. This research employs household and community forest management survey data from 21 community forests in and near the buffer zone of Chitwan National Park in Nepal. Our multilevel econometric analyses, including an analysis examining geographic space using eigenvectors, investigate what influences local people's participation in Mikania removal and we con-textualize the findings with case-study interview data. Our results indicate that reliance on community forest resources , perception of the issue, and neighborhood sizes influence are influential factors in their participation in Mikania removal. The implications of these findings are discussed in the context of increasing the effectiveness of Mikania removal efforts and influencing collective action in relation to other global human-environment issues.

Across the country, government agencies increasingly collaborate with non-governmental actors on ... more Across the country, government agencies increasingly collaborate with non-governmental actors on environmental dilemmas to gain access to resources, expertise, and local knowledge; to mitigate conflict; and to share risks in a changing environmental context. Collectively, these often overlapping collaborations form a complex and dynamic governance network (GNet). This paper examines the establishment and growth of an environmental GNet over a period of 15 years in conflict-ridden southeastern Arizona, USA. Using social network analysis, we detect the emergence of several influential organizations acting as political entrepreneurs and observe an overall change in network composition. We describe three phases: (1) a newly emerged network, (2) a network dominated by national non-governmental organizations, and finally (3) a shift toward local non-governmental organization involvement. Using institutional analysis, we explore how conflict over natural resource use, decreasing public and private monies for management, and increasing tensions over border security, leads to the establishment of new collaborations and new network participants. While this research focuses on environmental governance in southeastern Arizona, this methodological approach-and insights into the key role of organizations acting as political entrepreneurs-provides a useful starting place for analyzing networks of collaborative governance in other geographic and political contexts. Organizations' perceptions of risk and trust are keys to understanding the dynamics of collaboration within a GNet.
