Freeman' the District Court of Idaho ruled that once the Congress has "set a reasonable time limit for the states to act in order" to ratify a proposed constitutional amendment, Congress cannot thereafter change the period for ratification." The court also held that a state has the power to rescind its prior ratification of a proposed amendment before "unrescinded ratification by three-fourths of the states." 3

Scenario-based design of information technology addresses ®ve technical challenges: scenarios evoke re¯ection in the content of design work, helping developers coordinate design action and re¯ection. Scenarios are at once concrete and¯exible, helping developers manage the¯uidity of design situations. Scenarios afford multiple views of an interaction, diverse kinds and amounts of detailing, helping developers manage the many consequences entailed by any given design move. Scenarios can also be abstracted and categorized, helping designers to recognize, capture and reuse generalizations and to address the challenge that technical knowledge often lags the needs of technical design. Finally, scenarios promote work-oriented communication among stakeholders, helping to make design activities more accessible to the great variety of expertise that can contribute to design, and addressing the challenge that external constraints designers and clients face often distract attention from the needs and concerns of the people who will use the technology.

As a result of this departure, and the fact that the ERA failed to be adopted, this decision is likely to have slight precedential value. The identification of causes of safety events in hospitals and the design of improvements engage decision making processes that involve a high degree of interpretive activity by various professional groups (physicians, nurses, risk managers, pharmacists, etc.). From a sensemaking perspective (Weick, 1995, Weick, Sutcliffe, & Obstfeld, 2005), we conceptualize the event investigation and action planning processes as driven by cognitive structures that help individuals understand an event from their own perspective, based on their experience, anticipation of what could happen, professional education and situational perceptions. To better understand these processes, we propose an individual-level framework suggesting that the construction of causal scenarios and the design of improvements are influenced by habitual mental models that contain assumptions and knowledge about safety and ...

Researchers and education practitioners have explored various ways of promoting the reflective thinking process towards educating reflective practitioners. Although group work and group learning activities have become increasingly important in modern society and education systems, an insufficient amount of effort has been put towards cultivating reflective thinking processes in the group setting. In addressing this research gap, they examined one reflection technique, namely, the technique of documenting and sharing rationales, in a virtual workspace for group learning. The authors studied the impact of this technique on the group activities through an exploratory classroom study focusing on the effects of one’s awareness of the others’ rationales, i.e., rationale awareness. In this paper, they reported the findings about the effects of rationale awareness on individual reflection processes in the activities. The authors’ finding...

Applying the Minimalist model of instruction [3], we developed a set of example-based learning scenarios aimed at supporting real work, getting started fast, reasoning and improvising, coordinating system and text, supporting error recognition and recovery, and exploiting prior knowledge. We describe our initial curriculum design as well as the significant changes that have taken place as we have observed it in use.

Follow-up rate was 98% at 7 yrs. Achievement of stabilization of steoted lesion was defined as freedom from target lesion (TL)-PCI/CABG/Death during initial 14 months (Primary stabilization) or during 14 months after the last TL-PCI (Secondary stabilization). Result: Primary stabilization was achieved in 317 pts (78%). Among 61 pts (15%) with early TL-PCI, secondary stabilization was achieved in 56 pts (92%) with average number of 1.5 repeated PCI procedures. Stabilization was achieved in 92% of pts overall. Event-free survival rates at 8yrs were as follows: Cardiac death 90%, Death 76 %, Deeth/MI/CABG 67%, Death/MI/CABG/TL-PCI 57%, Death/MI/CABG/Any-PCI 37%. Among 35 episodes of Q wave MI, only 3 was related to the stented lesion. Late TL-PCI, defined as that performed after achievement of stabilization, was uncommon but increased slightly beyond 5 yrs (1 % at 5 yrs, 6% at 8 yrs). Among 181 pts undergoing clinically driven very late (>4 yrs) follow-up angiography , targets of the repeated revascularization procedure were more often new lesions (41%) than stanted lesions (11%). Conclusion: Stabilization of stented lesions was achieved in the majority of pts with limited numbers of TL-PCI in this cohort of pts with classical indication of coronary stenting. Once stabilization was achieved, late clinical events related to stanted lesions were uncommon. The efficacy and safety of coronary stanting appeared to be sustained at 8-11 yrs of follow-up. 10:45 a.m.

Of course, the much heralded nvin threats of the PLO and Datacrime viruses turned out to be logic bombs that failed to ignite as had been feared. The NCSC is when the gods of the U.S. Dcfence Department's National Security Agency incarnate in the National Computer Security Centre descend from their nine-storcy mountain in nearby Laurel to celebrate themselves and expound goals carved in stone to their votaries. The convention was a four-ring circus featuring papers on research, systems, management and ethics. The import of the last subject was summed up nicely by Richard Sandza, correspondent for Newsweek magazine and erstwhile victim of computer hackers, who addressed the convention banquet; "NSA is now going to teach us about cthits. This from those nice people who tap our telephones. Hey, get real guys!"

The approach is based on the idea that roots and patterns may be revealed through mutually recursive scoring based on hypothesized pattern and root frequencies. After a further iterative refinement stage, morphological analysis with the induced lexicon achieves a root identification accuracy of over 94%. Our approach differs from previous work on unsupervised learning of Arabic morphology in that it is applicable to naturally-written, unvowelled text.
