The paper investigates determinants driving the banks to shifts between their interest–based and ... more The paper investigates determinants driving the banks to shifts between their interest–based and non interest–based activities under the influence of various monetary regimes and debt policies. Bank sectors of Poland, as low inflationary environment and Ukraine, as high inflation environment, were studied. Our empirical findings suggest that monetary policy regime, risk spreads, different debt loads and magnitudes of inflationary shocks all contribute to changing the ratio of interest to non–interest incomes. Yet, in economy with inflation targeting and lower debt–to–GDP ratio risk spreads, defined as difference between lending rates and relevant government bond yields, are more effective in lowering interest incomes than in more volatile inflationary environment due to risk aversion of banks to new lending. Курмаєв, д. е. н., доцент PROSTITUTION: CHOOSE EFFECTIVE MODEL OF STATE REGULATION ПРОСТИТУЦІЯ: ВИБІР ЕФЕКТИВНОЇ МОДЕЛІ ДЕРЖАВНОГО РЕГУЛЮВАННЯ Urgency of the research. For many years, prostitution remains in the focus of economists, sociologists, criminologists and public figures. The need for state regulation of prostitution is due to many factors: participants' motivation, outreach to the criminal world. Target setting. in the world practice, three main models of state regulation of prostitution are used. The efficiency of the prostitution state adjustment depends on the chosen model. Actual scientific researches and issues analysis. The works by R. Weitzer, H. Wagenaar, S. Altink, A. Schloenhardt have been devoted to the research and comparative analysis of various models for state regulation of prostitution. Uninvestigated parts of general matters defining. The study of practical aspects in applying particular models of state regulation of prostitution requires additional research The research objective. The purpose of the article is to analyze the advantages and disadvantages of applying the models of state regulation of prostitution. The statement of basic materials. The article examines the main models of state regulation of prostitution in the world. On the example of countries with different levels of development, legal, economic and social aspects of prostitution are considered. Based on the analysis of statistical data and the study of expert evaluations, the efficiency of regulatory measures has been identified. The results of the research carried out have shown a generally low effectiveness of the prohibition (criminalization) model of prostitution and mixed (Swedish) model. Conclusions. The results of the research indicate that legal prostitution is not a catalyst for destructive processes in the society. The following thesis has been substantiated that the choice of a model of prostitution legalization is more in line with the needs of modern society. Актуальність теми дослідження. Протягом багатьох років проституція залишається у центрі уваги економістів, соціологів, криміналістів, громадських діячів. Необхідність державного регулювання проституції обумовлена багатьма факторами: мотивація учасників, зв'язок з кримінальним світом. Постановка проблеми. У світовій практиці використовується три основні моделі державного регулювання проституції. Ефективність державного регулювання проституції залежить від обраної моделі. Аналіз останніх досліджень і публікацій. Дослідженню та порівняльному аналізу різних моделей державного регулювання проституції присвячено матеріали R. Weitzer, H. Wagenaar, S. Altink, A. Schloenhardt. Виділення недосліджених частин загальної проблеми. Додаткового дослідження потребує вивчення практики застосування моделей державного регулювання проституції. Постановка завдання. Метою статті є аналіз переваг та недоліків застосування моделей державного регулювання проституції. Виклад основного матеріалу. У статті досліджуються основні моделі державного регулювання проституції у світі. На прикладі країн із різним рівнем розвитку розглядаються правові, економічні та соціальні аспекти проституції. На основі аналізу статистичних даних та вивчення експертних оцінок визначена ефективність заходів регулювання. Результати проведеного дослідження засвідчили в цілому низьку ефективність функціонування моделей заборони (криміналізації) проституції та змішаної (шведської). Висновки. Результати досліджень вказують, що легальна проституція не є каталізатором деструктивних процесів у суспільстві. Обґрунтована теза, що вибір моделі легалізації проституції більшою мірою відповідає потребам сучасного суспільства.

Due to the dynamics of economic situation in Ukraine there is actual necessity of investigating the issues of financing of innovative activity of business entities, as well as determining the potential of the main financial resources. The research objective. The purpose of the following article is to study the current trends of financing of innovative activity entities in Ukraine. The statement of basic materials. The article indicates certain relationship between the volumes of innovation financing and release of innovative products. Retrospective analysis of innovative activity in the economy of Ukraine within the time range of 2010-2015 has revealed the existence of three trends: transformation of sectoral structure of innovatively active enterprises; increase in the share of business entities that have already implemented some technological innovations ; decrease in the intensity degree of cooperation between the enterprises and scientific institutions. Conclusions. The research has been carried out proving the presence of contradictory trends in the process of financing of innovative activity in Ukraine.

The activities of higher education system subjects mainly depends on the impact of global trends in this area.
Low efficiency of functioning of a modern system of higher education in Ukraine causes the necessity of its components reforming. This causes the relevance of the research.
The aim of this article is to ground scientific approaches to the formation of organizational and economic mechanism of higher education system regulation in Ukraine.
Since independence, Ukrainian higher education system is in the process of permanent reformation. It is caused by changes in political, economic and social spheres of public life. Problematic aspects of higher education system functioning related to the low efficiency of state regulation, the current funding mechanism, and lack of development strategy in this sphere. The authors grounds the necessity to use new approaches of state regulation of higher education system based on the search of the best sources for its funding in accordance with national priorities, and increase of the quality of educational services.
As a result, they must create the conditions for the formation of human capital of information society.

The modern principles of financing education in Ukraine were given. The structure and dynamics of state budget charges to train higher educational institutions’ staff had been analyzed. New approaches to reward of educational services were proposed. It was noted that the determination of priority in social and economic sectors would ensure the relationship between training and production through joint activities of educational/science institutions and enterprises. The article analyzes the main approaches to the interpretation of prostitution from the legal, ec... more The article analyzes the main approaches to the interpretation of prostitution from the legal, economic, sociological, psychological, sexological and religious points of view. The author formulates its own definition, in which prostitution is considered as a form of entrepreneurial activity for the provision of sexual services on a paid basis, aimed at meeting sexual needs. The basic preconditions that are necessary for the prostitution to become the signs of entrepreneurial activity are presented: availability of commodity-money relations; religious and social tolerance; sexual freedom; sexual need. It is offered to allocate three main groups of mutually conditioned motives to engaging in prostitution: psychological-emotional, image and socio-economic. It is noted that for today's Ukraine socio-economic motives are dominant.

Competitiveness serves an imperative of the long-term economic development. The purpose of the ar... more Competitiveness serves an imperative of the long-term economic development. The purpose of the article is to compare the indicators that determine the competitiveness level of the agrarian sector of Poland and Ukraine. In the course of the research, methods of correlation and comparative analysis are used. A review of literary sources on issues of the research has shown the existence of pluralism of approaches to the impact of state support on the competitiveness of the agrarian sector. Results of the analysis showed that the current competitiveness level of the agrarian sector of Poland is higher than in Ukraine. Calculations of the correlation coefficient confirmed the hypothesis of the dependence of gross agricultural products in Poland and Ukraine on the amount of budget expenditures on agriculture. The main problem areas, which negatively influence the competitiveness level of the agrarian sector, are determined.

In the current market conditions one of the main directions for improvement of financial performance of business entities is their innovative development. The article highlights the relevance of research issues related to the analysis of the main trends of innovative activity financing. Target setting. Availability of sufficient financial provision serves as the basis for effective innovative activity, while realization of competitive advantages through the use of innovations is only possible under conditions of stable business activity. Numerous scientific works of national and foreign researchers are dedicated to the urgent issues of financing of innovative activity of business entities: Atkinson R., Kerr W., Lupak R. Uninvestigated parts of general matters defining. Due to the dynamics of economic situation in Ukraine there is actual necessity of investigating the issues of financing of innovative activity of business entities, as well as determining the potential of the main financial resources. The research objective. The purpose of the following article is to study the current trends of financing of innovative activity entities in Ukraine. The statement of basic materials. The article indicates certain relationship between the volumes of innovation financing and release of innovative products. Retrospective analysis of innovative activity in the economy of Ukraine within the time range of 2010-2015 has revealed the existence of three trends: transformation of sectoral structure of innovatively active enterprises; increase in the share of business entities that have already implemented some technological innovations ; decrease in the intensity degree of cooperation between the enterprises and scientific institutions. Conclusions. The research has been carried out proving the presence of contradictory trends in the process of financing of innovative activity in Ukraine.

The aim of this article is to ground scientific approaches to the formation of organizational and economic mechanism of higher education system regulation in Ukraine.
Since independence, Ukrainian higher education system is in the process of permanent reformation. It is caused by changes in political, economic and social spheres of public life. Problematic aspects of higher education system functioning related to the low efficiency of state regulation, the current funding mechanism, and lack of development strategy in this sphere. The authors grounds the necessity to use new approaches of state regulation of higher education system based on the search of the best sources for its funding in accordance with national priorities, and increase of the quality of educational services.

The modern principles of financing education in Ukraine were given. The structure and dynamics of state budget charges to train higher educational institutions’ staff had been analyzed. The author formulates its own definition, in which prostitution is considered as a form of entrepreneurial activity for the provision of sexual services on a paid basis, aimed at meeting sexual needs. The basic preconditions that are necessary for the prostitution to become the signs of entrepreneurial activity are presented: availability of commodity-money relations; religious and social tolerance; sexual freedom; sexual need. It is offered to allocate three main groups of mutually conditioned motives to engaging in prostitution: psychological-emotional, image and socio-economic. It is noted that for today's Ukraine socio-economic motives are dominant.

Competitiveness serves an imperative of the long-term economic development. The purpose of the ar... more Competitiveness serves an imperative of the long-term economic development. The purpose of the article is to compare the indicators that determine the competitiveness level of the agrarian sector of Poland and Ukraine. In the course of the research, methods of correlation and comparative analysis are used. A review of literary sources on issues of the research has shown the existence of pluralism of approaches to the impact of state support on the competitiveness of the agrarian sector. Results of the analysis showed that the current competitiveness level of the agrarian sector of Poland is higher than in Ukraine. Calculations of the correlation coefficient confirmed the hypothesis of the dependence of gross agricultural products in Poland and Ukraine on the amount of budget expenditures on agriculture. The main problem areas, which negatively influence the competitiveness level of the agrarian sector, are determined.
