The article considers the issues of e-commerce on the example of electronic trading platforms Ama... more The article considers the issues of e-commerce on the example of electronic trading platforms Amazon, Wildberries and Alibaba. The article provides an analysis of the relevant laws in e-commerce and information relations affecting the Internet space on the examples of the United States of America, the Russian Federation, the People's Republic of China. In this area, a set of local acts that regulate public relations on each of the presented electronic trading platforms has been identified. The analysis of international legislation in the field of electronic commerce and information relations is given. The problems at the legislative level in the field of development of information relations and e-commerce in the Kyrgyz Republic, aimed at further development of the economic component of e-commerce have been studied and identified. Provided recommendations and proposals for improving information relations in the Kyrgyz Republic.

The digital transformation of the education system, the development of information systems and ac... more The digital transformation of the education system, the development of information systems and accessibility, today actively affects the quality of education through the use of modern technologies, and also promotes the use of online learning, which is becoming an inseparable process of improving information relations in society. The article touches upon the development and improvement of the educational process in the Kyrgyz Republic, including analyzing the legal direction of development and the implementation of the tasks of improving information relations in the education system. It affects the areas of effective interaction between participants in the digital educational environment for the integrated automation of business processes in schools and higher educational institutions, taking into account the provision of free basic it-education to each student and the further development of these skills, with the prospect of creating a unified information management system for education in the country. Proposes to improve the structure of the current electronic educational process by improving the current information infrastructure in the education system.

Relevance. The relevance of the article is due to the presence of gaps in the field of mining, cryptocurrency, crypto assets in the legislation of the Kyrgyz Republic. Relevance. The relevance of the article is due to the presence of gaps in the field of mining, cryptocurrency, crypto assets in the legislation of the Kyrgyz Republic.
The objectives of the article are to analyze the areas of mining, cryptocurrency, crypto as- sets and identify legal problems, as well as make proposals for improving the national leg- islation of the Kyrgyz Republic.
Methodology. The authors use scientific methods: general methods (analysis, synthesis, in- duction, deduction, comparison); special methods (legal, comparative legal).
Main results. Problems were identified, such as: lack of legal status of crypto assets, cryp- tocurrencies; lack of legal status of a cryptocurrency exchange operator; the system of risk management in the field of cryptocurrency is not indicated; lack of detailed study of the legal status of mining; subjects of mining, mining objects, classification of mining, standards for conducting financial transactions are not defined; lack of understanding of the nature of cryptocurrencies, crypto assets and virtual assets; lack of licensing and permitting activi- ties in the field of mining, cryptocurrency, crypto assets; the absence of the category of mining, cryptocurrencies, crypto assets in the State Classifier of Economic Activities; lack of legal status of blockchain in the format of a regulatory legal act and etc.
Relevant proposals were given: to finalize and adopt a single regulatory legal act (in the form of a law) in the field of crypto assets, cryptocurrencies, since they are interconnected; establish the legal status of a cryptocurrency exchange operator and introduce licensing and permitting activities (obtaining a license from the National Bank of the Kyrgyz Republic); develop and adopt a regulatory legal act (in the form of a law) on mining, with a detailed designation of what mining is, its classification, mining object, mining subjects; understand the nature of cryptocurrencies, crypto assets, virtual assets and understand what they can be attributed to, in particular, to money, a product, a medium of exchange, a universal ser- vice or other activity; Enshrine in civil law the concepts of cryptocurrency, crypto assets,
virtual assets, including the rights and obligations arising from them; add to the Law of the Kyrgyz Republic "On licensing and permitting activities of the system in the Kyrgyz Republic" paragraph 61 of Article 15 - the activity of mining, cryptocurrency, crypto assets; add a cat- egory to the State Classifier of Economic Activities - mining, cryptocurrencies, crypto assets; form a working group at the level of the Cabinet of Ministers of the Kyrgyz Republic to study blockchain technology with areas of application, both in the private sector and in the public sector, including smart contracts and etc.
Conclusion. Introduce legal regulators in the field of mining, cryptocurrency, crypto assets in the Kyrgyz Republic in order to avoid possible legal gaps that can lead to negative conse- quences in relation to the state, ranging from various shadow schemes in the economy that can slow down the digital transformation of the country.

which should further strengthen the interaction between the rural population and government authorities, contribute to
solution of a number of economic problems in the field of agriculture in the country.

The main approaches to electronic auctions are analyzed from the standpoint of a theoretical focus, the legislation of the Russian Federation in the field of electronic auctions is studied, and the current legislation of the Kyrgyz Republic is given. The role of electronic trading platforms that contribute to the formation and development of electronic auctions is displayed, analysis is given and problematic aspects in the field of electronic auctions are identified, appropriate proposals are made to improve this area in the legislation of the Kyrgyz Republic.

Information relations are built within the framework of building information and communication technologies between state, municipal authorities and various subjects of law. The goal of a “smart city” is to ensure the safety of city residents, to create favorable conditions for the development of transport, medicine, education, urban planning activities, where citizens can themselves take part in optimizing urban processes, and state and municipal authorities create conditions for the development of information relations that cover all areas of interaction. For the analysis, the legislation of the Republic of Kazakhstan, the Republic of Uzbekistan, the Republic of Belarus, the Kyrgyz Republic was taken, where the features of “smart cities” were identified using the examples of Almaty, Tashkent, Krichev, Bishkek. Relevant proposals have been made to improve the concept of a “smart city” in the Kyrgyz Republic.

The article examines the legal problems of establishing information relations in the electronic j... more The article examines the legal problems of establishing information relations in the electronic justice of the Kyrgyz Republic. Electronic justice is one of the key areas of the electronic state, where information relations play an important role in the interaction of various subjects of law. At the same time, e-justice by its nature complements the traditional litigation process, providing great opportunities for the parties to the court. But, there are also certain legal problems of e-justice. Such problems are: lack of legal status of an electronic power of attorney, lack of legal status of an electronic claim, lack of a legal institution for electronic court proceedings, lack of an electronic legal system for conducting electronic court proceedings, lack of equivalence of recognizing paper documents with documents in electronic form, etc. The problems of electronic justice within the EAEU were identified and relevant proposals were made to improve the national legislation, the EAEU legislation.

Online gaming services are various information resources with their own individual properties in ... more Online gaming services are various information resources with their own individual properties in the provision of goods and services to users, which is an important component of the development of information relations for all legal entities. But, these services do not always have a certain legal status in a particular state, which leads to obvious legal gaps. Therefore, the article discusses the legal features of online gaming services that provide gaming products and related products and services. The analysis of contractual relations and local acts is given on the example of the services Steam, Origin and PlayStation Network, where the similarities and differences of these services are revealed. A separate category identified digital user rights, which are set separately for each service. The experience of international relations has been studied. The problematics of e-commerce are outlined on the example of the Kyrgyz Republic and the corresponding recommendations for improving the legislation are given.

Electronic government is defined as a set of opportunities for citizens and organizations with the use of new technologies, electronic format for data exchange, and the provision of electronic services by state and departmental bodies. Accordingly, such interactions in this area give rise to information relations based on certain legal regulators. The theoretical and practical approaches to the study of e-government, including the management decision-making system, are outlined. The analysis of specialized laws in the field of electronic government in different countries, including: in the United States of America, the Republic of Korea, the Republic of Uzbekistan, is given. The experience was studied and problems were identified at the legislative level in the field of electronic government of the Kyrgyz Republic. Relevant recommendations and proposals for improving e-government and public administration in the Kyrgyz Republic are given.
