Despite the enormous growth in national quality assurance processes in Great Britain, serious doubts remain about their effectiveness in achieving lasting quality improvement. The paper suggests that the quality of students' experience of higher education can more effectively be improved by combining educational development with quality assurance to create a more positive, not punitive approach. The concept of "quality development" is explained and mechanisms of this approach are described.

The article is devoted to the characterization of the constitutive influence of UNESCO on the transnational higher education formation at the end of the XX the beginning of the XXI century, in particular, to substantiate strategies for its development and quality assurance at the global and regional levels. Based on the study of a wide source base, UNESCO's role in the development of transnational higher education is uncovered though it has been firmly included in the structure of the international relations system in the field of internationalization of higher education as the institution of global educational policy of global scale. The article is based on an integrated analysis of key UNESCO documents (Recommendations of the International Conference on Adult Education CONFINTEA (1985, 1997, 2003, 2009), Global Reports on Adult Learning and Education (2009, 2013, 2016, 2019) that outlines the impact of evidence-based research on educational policy in supporting the development of educational policy in adult learning in the global educational environment at the end of the XX and at the beginning of the XXI century. Review of scientific works, devoted to the problems of education transnationalization, allowed concluding that in the late XX century the traditional relationship of pedagogy and philosophy changed under the influence of globalization and internationalization of education. On the basis of determinant analysis it has been found that postmodernism (J. Derrida, M. Foucault, J. Lyotard, R. Panvit) and postnonclassical science (H. Haken, I. Prihozhyn, V. Stepin) serve philosophical grounds for transnational higher education formation. The article proves that the “philosophy of global problems” as a set of ideas based on the objectivity of the total global relations, serves as the basis for building a modern educational paradigm t...

The main factor is the desire to improve the quality of higher education national system, which leads to positive competition between local and foreign universities and serves as an important incentive for improving the quality of educational services. The obtained results testify that over the past decades the higher education transnationalization has become a subject of state “soft power” policy aimed at addressing specific internal political, social and financial problems. The “soft power” policy concept (by J. Nye) defines it as the ability of a country to get the desired issue by self-attractiveness rather than conquest power or money. The key of “soft power” is the image of the state, which is formed and managed not only by the government, but the citizens themselves, the country as a whole, including its ...

One of the most innovative approaches in education is gamification of learning which has considerable capabilities to increase students' enjoyment, interest and engagement in the study. In this regard, the aim of our research is to analyse the use of gamification in higher education institutions of Poland, Ukraine and to study the effectiveness of using Kahoot as one of gamification technologies in teaching English for specific purposes (ESP) to students in a technical university. As shown by the results of the study, Poland has considerable experience in the use of computer games in higher education, whereas Ukraine is only beginning to implement these technologies in learning. An experimental study of the use of Kahoot platform in ESP classes at university level, which employed the methods of testing, observation and questioning, showed the effectiveness and expediency of this technology, as the students demonstrated a higher achievement rate, more active engagement and deeper motivation for learning.

It has been determined that MOOC is an innovative form of free distance learning, which is represented by full-fledged interactive training courses based on open access to the Internet for the simultaneous participation of a large number of people. Conceptual bases of creation and functioning MOOC, which are based on two key principles of the theory of learning organization - Cognitive behaviorism and Connectivism have been characterized.
