Purpose-This article aims to identify management practices that evidence how internal control hav... more Purpose-This article aims to identify management practices that evidence how internal control have been considered essential, from the edition of the State Constitutional Amendment no. 75 of 2012, within the public administration of the executive branch of the State of Cear a, during the period 2012-2021. Design/methodology/approach-The study relates the identified management practices to COSO (The Committee of Sponsoring Organizations) methodology "Internal Environment" component categories. The research is classified as basic, exploratory and bibliographic, on the theme of internal control in scientific articles published between 2015 and 2021, and documental, carried out through official documents, including the 27 Brazilian constitutions. Findings-Existence of management practices that corroborate the essentiality of internal control in Cear a. Research limitations/implications-The study is limited to evidencing the control practices implemented in Cear a, not evaluating them as to their quality. Practical implications-Contributions on control on constitutional-legal bases for other Brazilian Federation States. Social implications-Possibility of introducing the research theme into various branches of scientific knowledge, such as political science and contributing to public organizations to implement policies with the proper application of resources for the benefit of society. Originality/value-The originality of the research is in demonstrating the essentiality of internal control in the State of Cear a, from the edition of management acts performed by the executive branch, based on Constitutional Amendment 75 of 2012, which did not become a dead letter of the law, enabling other states of the federation to do the same.

In the present research we aimed to study how the subject "Internationalization of higher educati... more In the present research we aimed to study how the subject "Internationalization of higher education" was aproached by various authors in articles, conference and symposiums or publication in specialized magazines. The question that motivated this research was "How much are the researchers interested in Internationalization of Higher Education?". We searched and we used articles published from 2010 untill 2015. The research method was both quantitative and qualitative, and we used keywords combination for a more effective research. All the results were centralized in tables and charts for a better observation of the development in this research field.

As Green points (2002, pp. 611-612) several factors contribute to this global trend: The demographic change: In most advanced countries, the average age of the population is increasing, as people live longer; The effects of globalisation: Including both economic restructuring and cultural change which have impacts on the world of education; Global economic restructuring: Which causes, for example, a more intense demand for a higher order of skills; the intensified economic competition, forcing a wave of restructuring and creating enormous pressure to train and retrain the workforce In parallel, the “significance of the international division of labour cannot be underestimated for higher education”, as pointed out by Jarvis (1999, p. 250). This author goes on to argue that globalisation has exacerbated differentiation in the labour market, with the First World converting faster to a knowledge economy and a service society, while a great deal of the actual manufacturing is done elsewhere

A global youth employment crisis and the transformation of the ICT labour market has been raising... more A global youth employment crisis and the transformation of the ICT labour market has been raising severe concerns and worldwide recommendations for the coordination of cross-field and cross-level agents, as well as the need for coherent strategies based on research and dialogue between workers, employers, organizations and youth groups to decrease the number of NEET. In this context, the Direction Employment project sets as a main objective to promote the integration of underprivileged minorities into the labour market, namely the NEET youth. To address the identified difficulties, an experimental educational and social intervention model was developed and will be implemented in different EU regional contexts, combining innovative pedagogical methodologies with social support structures for young people. This paper presents a methodology for the convergence of the main axis concerning NEET youth unemployment in the ICT labour market, namely educators and trainers, ICT employers and professionals, psychologists and young people, as well as the expected outcomes and key indicators for the assessment of the desired social/professional impact.

The changes brought by the 4th Industrial Revolution and by the digital transformation have been ... more The changes brought by the 4th Industrial Revolution and by the digital transformation have been resetting organizations and working methods. Besides the visible alterations in business models, communication, cooperation, relationship between private and professional life and the organizations’ hierarchies, technology has been impacting jobs and employability. Organizations and investigators have been reporting a high and vast number of job positions that are currently at risk of being replaced by technology and automation, as the work becomes more and more digital, virtual and remote. In fact, there is a global tendency of growing and pressing needs and demands converging towards the inevitable redefinition of skills, tasks and responsibilities of a broad number of professionals and careers.

This paper presents the lessons learned after the introduction of Business Simulation (BS) course... more This paper presents the lessons learned after the introduction of Business Simulation (BS) courses at ISCAP / IPP as a result of the participation in the international project "Entre4Future-Simulation for Entrepreneurship". Besides the exchange of professional experience among teachers, researchers and students, Entre4future Project intends to develop outputs, such as teaching methodologies and innovative contents to prepare young people to be entrepreneurs. Partners from different levels of education (vocational schools, higher education institutions) and from the business world (Chambers of Commerce and Industry) were selected to be part of the project. BS courses are part of the Accounting and Administration degree since 2003 and methodologies used are in some way innovative, as the aim is to provide the students the possibility to work in a real (but simulated and risk free) business environment. Although some previous studies demonstrated the importance of BS for profession life of accounting and administration students, it was recognized that when it comes to develop entrepreneurial skills small gaps were identified. In order to overcome this problem and using the knowledge acquired with the Entre4future project, additional training was provided in order to prepare students in areas where they were not sufficiently prepared, using BS. The paper shows the very positive perception of students to this initiative and gives some clues to a possible inclusion of this new training in BS courses, which are part of the programme of studies of the Accounting and Administration degree.

The rapid pace of change compels organizations to be innovative in order to maintain a sustainabl... more The rapid pace of change compels organizations to be innovative in order to maintain a sustainable competitive advantage. Such innovation is supported by the generation of new ideas, which in turn depends on access to new knowledge. Innovative solutions and processes are unlikely to be developed by an individual but rather by a group of people, working together. As Newell et al. (2006) point out, innovation depends on managing knowledge transfer and situated learning (Lave and Wenger 1991). One group of people that share and create new knowledge is a Community of Practice (CoP). Communities of Practice are places which provide a sound basis for organizational learning. This encourages knowledge creation and acquisition, thus improving organizational performance, leveraging innovation and consequently increasing competitiveness. Virtual Communities of Practice (VCoPs) can perform a central role in promoting communication and collaboration between members who are dispersed in both time and space (Bradshaw et al. 2004). Nevertheless, it is known that not all the CoPs and VCoPs have the same performance or results. This means that there are factors that enable or constrain the process of knowledge creation. With this in mind, we developed a case study in order to identify both the motivations and the constraints that members of an organization experience when taking part in the knowledge creating processes of the VCoPs to which they belong. Our results show that when the organizational culture values knowledge sharing and creation, employees tend to feel it is part of their professional "duty" to contribute towards organizational development, by supporting their colleagues and making available their personal knowledge; together, they are contributing to the success of the organisation. VCoPs are, also, understood to be important for professional and personal development; opportunities for development and organizational culture are motivating factors for participation in these structures. Contrary to previous reports in the literature, no interviewee referred to direct financial rewards as a motivation factor for participation in VCoP but all found it difficult to identify any constraints. Most identified the difficulty in aligning objectives established by the management with justification for the time spent in the VCoP. The interviewees also said that technology is not a constraint; on the contrary, it enables dialogue and exchange of ideas between people who are separated in time and space.
