The transnational solutions for labour conflicts have an increasing complementary role to national systems, mainly in the today’s context of globalisation and transnationalisation of industrial relations. For this purpose, the International Labour Organization (ILO), an agency of transnational labour conflicts regulation and a supervising entity of core labour standards enforcement, has implemented supervisory mechanisms either special (complaints and representations) or regular (regular supervisory system). Drawing on the documentary analysis of all the complaints and representations procedures, we intend to clarify the relationship between Portugal and ILO, particularly after 1974. Since the end of the 1990's Portuguese governments have sought to develop new forms of public man... more Since the end of the 1990's Portuguese governments have sought to develop new forms of public management and rationalization of the State apparatus. In 2002, the Social Democrat government of José Manuel Durão Barroso announced a "revolution" in Public Administration, though its implementation has really been carried out since 2005 by the Socialist government of José Sócrates. During the previous Social Democratic mandate, a new system of individual performance appraisal for the Public Administration was created. There were several weaknesses in its conception, including the lack of specific models for evaluating the special corps within the civil service, namely teachers, doctors, nurses and the police. As a consequence, the application of this system over the last three years was quite limited, which led the following government to largely review it. At the end of 2006 the Ministry of Education negotiated a new Teachers' Career Statute (ECD) with the teachers' unions and created a new performance appraisal system for teachers that were to be implemented at the beginning of 2008. However, the lack of consensus amongst teachers, schools and union representatives regarding its conception and application led to a reopening of negotiations and adjustments to this new scheme.
