An increasing proportion of the rapidly growing world population is attempting to satisfy its eco... more An increasing proportion of the rapidly growing world population is attempting to satisfy its economic and social needs in an urban context. The migration of people into cities results in urban growth. As a result of this process of urban growth, there is an increasing demand for urban land. Within urban areas land use is subject to fewer changes. Because instant increase in the supply of land in central areas is impossible, there is an increase in the spatial extent of the central area through an invasion of the surrounding zone. Therefore, there is a need to transform non-urban areas to urban areas. This transformation generates urban rents in those newly created urban areas and also reforms all urban rents in the city. Considering the pace of urbanization in Turkey, it is seen that most of the largest cities are continuing to grow very rapidly. Istanbul is the largest city in Turkey and a population growth continues in Istanbul because of the immigration. Therefore Istanbul is growing in terms of population and also in terms of urban sprawl. In this research, as a good example of the urban sprawl in Istanbul a residential area, which is called Esenkent, will be examined in the context of the generation of rent. As an example, Esenkent is important because the land on which Esenkent is established was expropriated by the local municipality. Therefore, there is a public intervention on urban rents. It means that the structure of property on land was changed. Briefly, urban rent generation in the residential area called Esenkent will be examined on the basis of the price changes of properties. The analysis will depend on the data from questionnaire surveys and interviews with the real estate agents.

This paper offers an analysis of municipal borrowing in Turkey during 1960–2006 in two sub-period... more This paper offers an analysis of municipal borrowing in Turkey during 1960–2006 in two sub-periods: 1960–79 and 1980–2006. These sub-periods are distinguished from each other as different regimes of capital accumulation, taking 1980 as the breaking point. In this framework, the capital accumulation model of the import substitution era of 1960–79 is assessed in the context of the national developmental state, while the financial capital accumulation regime in the post-1980 period is studied in the context of financial globalisation. The impacts of these two regimes on the debt structures of municipalities are compared using period-specific indices of indebtedness. It is found that indebtedness in real terms increased significantly in the post-1980 sub-period, which can be attributed to the adoption of the financial capital accumulation regime.

This paper introduces the basic methodology and general findings of the research project entitled... more This paper introduces the basic methodology and general findings of the research project entitled «Public Policies, Local Governments, Gender Budgeting: Women Friendly Cities, Case of Turkey». The aim of the project was to analyse public policies at the local level, the services and expenditures of the municipalities in particular from the gender well-being perspective. Main driver of the research was the expectation that promotion of gender mainstreaming in public policy design would have reflections in resource allocation in those pilot cities, which committed to the United Nations Joint Program-Women Friendly Cities Project (UNJP-WFCP) in Turkey since 2006. Five WFCP cities in different geographical regions (Kars, Sanlıurfa, Nevsehir, Izmir, Samsun) were chosen and each was coupled with five neigbouring cities (Erzurum, Diyarbakir, Kayseri, Manisa, Ordu). Comparative analyses were conducted by: 1. gender auditing of policy documents; 2. cross-checking of perceptions of local service providers with those of local women beneficiaries; and 3. de-construction of municipality budgets on the basis of women's capabilities. Our well-being gender budgeting exercises showed that UNJP-WFCP cities were not much different from others in allocating funds to programmes that have the potential to enhance women's capabilities. We discuss the interaction of multiplicity of issues which need to be accounted for in assessments of current and prospective policy practices.

This project aims to find out the impact of public policies at local level, the services and expe... more This project aims to find out the impact of public policies at local level, the services and expenditures of the municipalities in particular, on gender well-being, based on the Well-Being Gender Budgeting Approach. It would not be too far-fetched to expect gender mainstreaming in public policy design and resource allocations in those cities, which committed to the United Nations Joint Program-Women Friendly Cities Project (UNJP-WFC), which has been implemented in Turkey since 2006, gender budgeting being one of the conditions. The theoretical foundations of our study rested on Gender Budgeting literature and Capabilities Approach that enabled to test whether the UNJP-WFC project led to any significant impact on improving gender well-being in those engaged cities. In this research, Turkey-specific capabilities-functions-organizational structure model was constructed; 5 cities (Kars, Şanlıurfa, Nevşehir, İzmir, Samsun) committed to WFC project coupled with 5 neigbouring cities (Erzurum, Diyarbakır, Kayseri, Manisa, Ordu) were chosen as the research sample. The first stage of the research involved the gender auditing process through policy texts and budget documents, followed by the analysis of the resource allocations through the budget matrices built on their respective association with women’s capabilities. The second stage addressed the unfolding of correspondence of local policy design and implementation with the access of the citizens to those municipality services, through face-to-face interviews and/or group meetings with representatives of local administrations and women beneficiaries living in the cities. In the light of our findings, the impact of local administration policies on gender well-being was comparatively assessed between cities committed to WFC project and others, and finally, policy suggestions were presented.

Bugün tüm dünyada kadınların toplumsal konumlarında kökleşmiş olan eşitsizlik ile eğitimden sağlı... more Bugün tüm dünyada kadınların toplumsal konumlarında kökleşmiş olan eşitsizlik ile eğitimden sağlığa, ulaştırmadan güvenliğe kadar daha birçok alanı kapsayan cinsiyet ayrımı Türkiye'de de yaşanmaktadır. Ülkemizde kamu politikaları sürekli olarak erkeğin lehine 'güç ve iktidar' ilişkilerini üreten bu sistemden beslenmekte; kadınları iktisadi kaynaklara ve kamusal alana erişimden uzak tutmaktadır. Bu politikalar bu haliyle yeni eşitsizlik alanları yaratmakta; var olanları güçlendirmektedir. Bununla birlikte söz konusu kamu politikaları, toplumsal cinsiyete duyarlı biçimde tasarlandıklarında farklı uygulamaları da gündeme sokabilir, ya da belirli öncelikler temelinde bu eşitsizlikleri gidermenin yollarını sunabilir. Kamu politikalarının tasarlanmasından uygulanmasına kadar her aşamada toplumsal cinsiyete duyarlı bir yaklaşım ile kamu hizmetlerinin üretim ve sunumunda kadınların özel deneyimlerini dikkate alan bir politika geliştirilirse; toplumsal cinsiyet eşitliği konusunda önemli aşamalar elde edilebilir. Kamu politikalarının bu yönde etkin hale getirilmesi ancak toplumsal cinsiyetin ana akımlaştırılması ile mümkün olabilir. İşte elinizdeki bu çalışmaya zemin oluşturan araştırmayı yürütenler, Birleşmiş Milletler Ortak Programı, Kadın Dostu Kent Projesi kapsamındaki Kars, Şanlıurfa, Nevşehir, İzmir, Samsun ile bu kapsamda olmayan komşu kentlerin, Erzurum, Diyarbakır, Kayseri, Manisa ve Ordu'nun belediye plan ve programlarını toplumsal cinsiyet perspektifi ile kadınların yapabilirlikleri açısından inceledi. Belediye bütçelerinin yapısı yine kadınların dirliği gözetilerek ayrıştırıldı. Kent merkezlerine ziyaretler yapılarak, hizmet sunanlar ile hizmetten yararlananların görüşleri karşılaştırıldı; günlük yaşamda, toplumsal cinsiyet eşitliği açısından gözlemler yapıldı. Araştırma kapsamında, sözkonusu kentlerin çeşitli maddi göstergeler açısından gelişme ve iyileşme eğilimine rağmen, toplumsal yaşam bağlamında aslında eşitlik tesis etmekten uzak, birer " kadınsız kent " görünümü taşıdığı sonucuna varıldı. Eşitlikçi yerel politika tasarımı ve uygulaması için öneriler sunuldu.
