One of the "hard problems" in philosophy of mind is the subject of qualia. Discussions of the str... more One of the "hard problems" in philosophy of mind is the subject of qualia. Discussions of the strong and the weak artificial intelligence usually revolve around the non-existence of qualia in artificial intelligence. The Mary's Room and What it is like to be a bat? Arguments are useful thought experiments, presented by Frank Cameron Jackson and Thomas Nagel to show that qualia are one of the distinctive features of human consciousness. Although these are not allinclusive, qualia are associated with the content of phenomenal or subjective perceptual experiences like seeing colors, feeling pains, having emotions like hate, love, or disgust seeing dreams, having illusory sense-experiences and being in a certain mood like being bored, depressed or cheerful. Philosophers of mind, who defend the weak AI like John Searle thinks that the internal relation between behavior and intrinsic intentionality is necessary to explain what consciousness is and intrinsic intentionality does not exist in machines. The defender of the strong AI Daniel Dennett, on the other hand, asserts that it is unnecessary to question the existence of qualia in machines or silicon chips; in case, they fulfill the function they are aimed to. Since efforts to create machine consciousness in robots and AI are on the way, it is important to discuss the question whether it is enough to define qualia in computational terms.

Biometric technologies permit the identification of people through static raw samples. As a fast-... more Biometric technologies permit the identification of people through static raw samples. As a fast-emerging and promising technology, biometrics are steadily becoming more common, especially in security and military industries. However, the popularization of biometrics has also raised ethical concerns such as marginalization, privacy erosion, and autonomy. Ethical concerns here are related to the question of whether technological artifacts are value-neutral or value-laden. This issue has been discussed by philosophers of technology and technoethicists. Although there are some philosophers of technology like Joseph Pitt, who asserts the Value-Neutrality Thesis regarding technological artifacts, there are others like Langdon Winner, who discusses that the design of the artifacts is shaped with biases in the article "Do artifacts have politics?." Bruno Latour also talks about "delegating" ethical values to nonhumans in the design process by giving examples of an automatic door opener and a speed bumper. In this article, we argue that in biometric technologies these ethical concerns come from discriminatory biases that consist in digital program design decisions by focusing on the literature of philosophy of technology and technoethics.

This chapter investigates the implications of our living in technological cultures. The chapter f... more This chapter investigates the implications of our living in technological cultures. The chapter first offers a brief introduction to STS and especially to constructivist social studies of technology. Then it is shown how science and technology are inherently political and that we cannot escape asking questions about democracy in our technological cultures. This is further elaborated by focusing on questions of vulnerability, with examples from Dutch coastal flood management, Muslim minorities in India and neonatal intensive care units.

Martin Heidegger is one of the major philosophers influencing discussions of the condition of tec... more Martin Heidegger is one of the major philosophers influencing discussions of the condition of technology in the modern era especially with his very much debated article, " The Question Concerning Technology. " However, his views of technology are variously interpreted. Andrew Feenberg and Don Ihde accuse Martin Heidegger of being " essentialist. " Feenberg also implies that Heidegger is a technological determinist and a strong pessimist. On the other hand, Iain Thomson asserts that Heidegger's view of technology is not essentialist in the traditional sense. David Edward Tabachnick also underlines that essentialism in Heidegger does not necessarily include determinism. In this article, I defend Heidegger against Feenberg's essentialist charge. First, I summarize Feenberg's interpretation of Heidegger. Secondly, I criticize Feenberg to show that his accusations against Heidegger are unjustified.
