We collected survey data from 93 applications of the OCAI instrument. Our data analysis results show that Indonesian schools' organizational culture is a unique blend of the four cultural types, with clan and hierarchy culture dominating, followed by adhocracy and, to a lesser extent, market culture. The most commonly ingrained concepts in the culture are job security and internal stability, coordination to ensure the smooth operation of online education, school commitment to innovation in online education, and school management through collaboration and teamwork. Our findings offer insights regarding how the COVID-19 pandemic transformed or changed the organizational culture of schools in Indonesia, which can be used to respond quickly to the Merdeka Belajar (Independent Learning) policy and enhance school performance in the post-COVID-19 pandemic.

Moreover, the study found that the brand image of a university was significantly related to the student’s decision to enroll. Student’s good perceptions on the educational brand was a good model for predicting the students’ decisions to enroll in the university.

Journal of International and Comparative Education

This paper describes the current state of governance and reforms of Indonesia's higher education ... more This paper describes the current state of governance and reforms of Indonesia's higher education system. It seeks to identify the impact of and the constraints on the national higher education reform agenda with respect to institutional autonomy for public universities. Under the prevailing government regulations, 11 public universities have been converted to autonomous institutions and given financial and organizational autonomy. Financial autonomy means a change of the public funding mechanism from line-item budgeting to lump-sum funding, thereby accentuating the importance of outputs and performance, competition and market orientation. In response, the need for a spirit of innovation to increase research outputs and to achieve internationalization has become an important driver for universities. Managerial autonomy entails a loosening of state control in internal university governance. In autonomous universities, the Board of Trustees now holds most authority, representing a range of stakeholders, including the Government which appoints 35% of the members.

Based on a large-scale survey with responses from more than 200 Indonesian deans, the study empirically identifies a number of deanship styles: the Master, the Competitive Consultant, the Focused Team Captain, the Consensual Goal-Setter and the Informed Trust-Builder style. Further, the study investigates determinants of deans' leadership styles, pointing at the important role of their attitudes towards leadership, while their perceived behavioural control only explains some of the styles. The study also suggests that faculty culture is important to take into consideration if we want to gain further understanding of the deanship, since culture turned out to effect the deans' attitudes and hence their leadership style.
