Organizations are going to transform to networked organizations in which knowledge is considered a critical asset for development. The concept of knowledge networks (KN) contains concepts of organizational, knowledge and ICT networking that can be regarded as collaboration and interoperability. The aim of this paper is to provide an interoperability/collaboration framework based on a KN architecture to provide the knowledge services by different scenarios regarding the status of enterprises as the nodes of the KN. This framework shows the components should to be considered by KN for collaboration/interoperability and to formulate guidelines to adopt best practices for collaboration and interoperability in networked environments. In this paper, an interoperability framework is presented including SixS issues encompassing services, scenarios, status, source, stakeholders and structure. The proposed framework is provided based on applying the most related well-known interoperability reference models to KN such as COIN, ATHENA and IDEAS. In order to evaluate the framework, two issues functional and structural evaluation has been introduced.
Finally, some conclusions of the work performed so far are presented.

The exploration of this area has been conducted through a literature review of OM and VOs. Firstly, the paper provides a discussion of the characteristics and organizational elements of VOs found in the literature. Secondly, different OM models presented are discussed. Finally a conceptual model of building blocks of OM in VOs will be presented.
