The article discusses plot size standards applied in the government sites-and-services projects i... more The article discusses plot size standards applied in the government sites-and-services projects in Khartoum and probes into the possible alternative ways of re-establishing solid grounds for those standards. The particular issue of plot size is a crucial factor in the whole housing policy as it directly affects the urban land use and consumption and extends its influence far into sustainability and affordability issues and the whole housing policy and supply process. The article, analysing the applied standards, argues that plot subdivision can substantially contribute to providing more access of housing to the low-income groups. Large plot sizes can be subdivided driven by the need to realize security of tenure, doubling the owner-occupier housing stock which is the base issue of self-help housing, increases housing finance, provides variety of housing choices and behind all it conforms to the legacy principles and some cultural attributes of the local community. The article underlined existence of a cumbersome regulatory system, subdivision procedures and development controls which need to be reformed.

The stiffness reduction is studied in detail of compact W-Shapes (wide-flange steel shapes) that ... more The stiffness reduction is studied in detail of compact W-Shapes (wide-flange steel shapes) that results from yielding of the cross-section due to uniaxial bending and axial compression. Three-dimensional m-p-τ  surface plots developed from detailed fiber element models of a W8x31 are used to develop a generalized material model for direct implementation in the virtual work method. A portal steel frame is used to illustrate the virtual work method with the nonlinear material model in a first-order, inelastic analysis implementation and in a second-order, inelastic analysis condition. The nonlinear modeling capabilities of MASTAN2 are used to verify the accuracy of the virtual work results and are found to be in very close agreement.

The phenomenon of public land encroachments in the planned districts in Khartoum is vividly obser... more The phenomenon of public land encroachments in the planned districts in Khartoum is vividly observed and is causing complex planning problems. Land owners tend to unofficially extend their plots and occupy public land for a variety of reasons under the inability of the authorities to control such actions which is continuously increasing. The research, viewing land as a valuable and critical planning resource, investigated the extent of these practices, sustainability and the planning impact. The research identified types of encroachments through collecting field data and physical survey, and highlighted the planning dimensions and problems underlining the issue, statistically analysed the data and finally identified the required actions to resolve encroachments. The research suggested progressive improvement as a sustainable development tool.

Khartoum, the capital city of Sudan, is experiencing severe planning problems including the lack ... more Khartoum, the capital city of Sudan, is experiencing severe planning problems including the lack of adequate levels of services, infrastructure, public transport, housing problems, environmental degradation and faintness of development controls. Four development plans were previously adopted since 1910, most of which were not adequately implemented as planned due to the absence of government's will, inadequate financial resources, and inadequate and unrealistic programs. A fifth structure plan has been prepared and adopted in 2009 for the next 25 years. The paper discusses the conformity of the plan proposal with sustainable development measures regarding five aspects that relate to the plan solutions viz., the methodology, development strategies, transportation, infrastructure, and development controls in order to avoid the destiny of the former plans that were unsatisfactorily implemented. The paper, applying deductive and comparative research methods, questioned the validity and sustainability of the plan's outcome such as creating nine new satellite towns to accommodate six million people for such an already sprawled city. The paper also highlighted some locational and land use planning problems of urban activities that also question the issue of sustainability.
