Urban planning, design guidelines and new management practices have radically transformed public ... more Urban planning, design guidelines and new management practices have radically transformed public spaces in many countries. With fresh development decisions, urban spaces change spatially. This may improve places, increasing prosperity and extending expectations of modernization in many cities. However, widespread public disillusion and failures to produce environments reflecting local values can collectively shape public areas. This article contributes to debate about dynamism in such spaces. It explores how modernist approaches to planning and design alongside fractures in management practices in emerging cities have shaped the quality urban space. We use Jeddah as a radically re-planned city in a rapidly developing economy, but one where largely unusable public spaces have failed to meet people's everyday needs and aspirations. Our investigationbased on extensive literature reviews, documentary analyses, morphological survey, photographic and qualitative surveysprovides a better understanding of the role of a proactive urban design for promoting environmental quality. This helps resolve the multiple challenges confronting public space provision.

This paper explores attitudes among citizens and public sector officials in Jeddah city regarding... more This paper explores attitudes among citizens and public sector officials in Jeddah city regarding the quality of the municipal system in accordance with aspirations for New Public Management efficacy and a public governance system that functions with efficiency, effectiveness and democratic values. This investigation reveals that, although various aspects of politico-administrative reform have altered the configuration of public management, the essential characteristics of good governance remain unassessed. The state administrative system has not been consolidated, nor has organizational effectiveness been improved. In order to confront challenges created by public sector agencies, we must identify factors that may encourage its promotion. Significant attention should be paid to establishing an appropriate institutional framework to create coherent governance legislation that supports the establishment of enduring democratic values. This should be employed to generate the general capacity and competence of public bodies, and to encourage government officials to act as catalysts to create an integrated form of governance bringing integrity and improvements in public institutions, with high quality municipal services.

All these people-at least their thoughts-appear in this study. My working experience in the Ministry of Municipal and rural Affairs in the Deputy Ministry for Town Planning and at King Abdul-Aziz University's College of Environmental Design has opened my mind on the fascinating fields of environmental planning and design. This paper explores the attitudes of multi stakeholders who plan and manage construction projects... more This paper explores the attitudes of multi stakeholders who plan and manage construction projects for public services in Jeddah city regarding urban governance in improving high quality public amenities. Our findings show that the Saudi Vision 2030 provides opportunity for the creation of inclusive urban governance to raise the quality of public services. Our findings indicate that to confront the challenges of urban governance, we must identify the factors best encouraging their promotion. Attention should be paid to the principles of Saudi Vision 2030, to strengthen urban governance and promote the quality of public service delivery.

The dramatic development of urban and rural areas in Saudi Arabia over the last five decades resu... more The dramatic development of urban and rural areas in Saudi Arabia over the last five decades resulted in enormous stresses on natural and man-made habitats across several regions. This led to serious environmental problems which pose challenges for environmental sustainability. Although the government has made steady progress in environmental protection by establishing a legal regime to handle it, sustainable development has not yet been achieved due to inadequate urban planning and management schemes that inadequately address accelerated urbanization. This paper explores the attitudes of experienced professionals and officials in urban and environmental planning towards the quality of environmental sustainability in Saudi cities. This research aims to discuss institutional arrangements and mechanisms for environmental sustainability, highlighting key challenges and opportunities to shape action. The researcher also discusses recent reform initiatives of Saudi Vision 2030 promoting urban governance. Broadly speakinghe, the investigationwhich is based on extensive literature review, documentary analysis and a qualitative surveynotes that, a holistic approach to sustainability governance is urgently needed. This can help integrate the agendas of the multiple actors and agencies involved.
