Gerakan "MAS AL" merupakan singkatan yang memiliki arti Menerapkan 4M; Aplikasikan hidup sehat; Senantiasa berdoa;Always smile & happy. Gerakan "MAS AL" adalah upaya meningkatkan kesadaran dalam pencegahan Covid-19 yang dikemas oleh penulis dalam bentuk slogan yang menarik dan mudah diingat. Penelitian ini menggunakan metode penelitian deskriptif kualitatif sebagai prosedur pemecahan masalah sedangkan metode pelaksanaan pengabdian masyarakat merupakan langkah atau cara yang dilakukan penulis dalam menemukan solusi dari permasalahan yang ditemui penulis di lingkungan Pemerintah Kelurahan Binotoro dalam menyelenggarakan kegiatan pelayanan kepada warga masyarakat di masa pandemi Covid-19. Kegiatan pengabdian kepada masyarakat yang telah dilaksanakan oleh penulis terdapat simpulan (1) sosialisasi terkait dengan pencegahan Covid-19 telah berjalan dengan tertib dan lancar baik sosialisasi secara langsung maupun sosialisasi melalui media sosial (2) sosialisasi Gerakan "MAS AL" mendapatkan apresiasi yang tinggi dari Camar Demak dan Lurah Bintoro dan seluruh aparatur kelurahan dan masyarakat, (3) para aparatur kelurahan dan warga masyarakat yang sebelumnya belum tertib menjadi mulai tertib dan disiplin dalam mematuhi protokol kesehatan sesuai yang ditetapkan oleh pemerintah, (4) Poster Gerakan "MAS AL" digunakan oleh Lurah Bintoro di lingkungan Kantor Bintoro sebagai media pengingat disiplin protokol kesehatan dan pola hidup bersih dan sehat bagi aparatur kelurahan maupun warga masyarakat (5) disarakan perlu ada penelitian lanjutan tentang perilaku penggunaan media sosial terutama jika dikaitkan dengan kondisi pandemi Covid-19.

Pemeritah Indonesia berupaya melakukan transformasi pelayanan publik ke kanal informasi teknologi dengan mengurangi kontak langsung dalam pelayanan. Meskipun kualitas website pemerintah daerah di Indonesia masih belum baik dan merata, akan tetapi tuntutan dan kebutuhan masyarakat dalam menghadapi pandemi covid-19 cukup tinggi. Pada tahun 2021, Kota Batam merupakan daerah zona merah dengan jumlah kasus Covid-19 tertinggi dengan klister tidak terlacak di Provinsi Kepulauan Riau. Penelitian ini dibutuhkan untuk melihat kualitas website dan media sosialnya dalam penyelenggaraan pelayanan publik selama pandemi covid 19 di Kota Batam. Penelitian menggunakan metode kuntitatif dengan pendekatan deskriptif. Analisis data-data temuan lapangan disajikan komprehensif dan mendalam secara deskriptif khususnya eksplorasi dengan memahami makna temuan penelitian dari sejumlah individu atau sekelompok orang yang berasal dari masalah sosial. Kegiatan penelitian dilakukan dengan tahap orientasi, tahap eksplorasi, tahap member check. Kualitas website dan media sosial yang dikelola oleh Pemerintah Daerah Kota Batam yang telah diukur melalui 3 (tiga) dimensi utama yaitu kualitas konten, layanan kualitas, dan kualitas teknis dengan rata-rata 60,15% responden menilai baik. Upaya peningkatan kualitas telah dilakukan dengan membangun sinergi dan memperkuat komunikasi antar lembaga pemerintahan daerah mengatasi kekurangan tenaga sumber daya manusia dengan memperbanyak pelatihan teknologi informasi dan komunikasi unggahan yang lebih singkat dan padat engagement dengan konten yang menghasilkan favorites likes, komentar, share, balasan, re-tweet, dan berbagai cara apa pun yang dapat digunakan masyarakat.

Pelaksanaan alih jabatan fungsional masih terdapat beberapa kendala dalam proses penyesuaian alih jabatan fungsional baik itu yang dihadapi ASN maupun organisasi. Tujuan artikel ini adalah untuk mendeskripsikan agility organisasi pasca alih jabatan dengan subjek penelitian organisasi Kementerian PANRB. Metode penelitian adalah mixed methode dengan menggabungkan analisis deskriptif dengan pendekatan kualitatif dan kuantitatif. Pelaksanaan alih jabatan fungsional dapat terlihat langsung dari restrukturisasi organisasi di Kementerian PANRB yang berimplikasi terhadap agility organisasinya yang berdampak terhadap ketertelusuran, ketergantungan dan pengalaman organisasi. Restrukturisasi organisasi di Kementerian PANRB membawa budaya kerja baru dan perilaku organisasi yang baru di internal organisasi, jenjang komando yang lebih singkat menghilangkan banyak tugas dan kewenangan dan tuntutan yang tinggi agar organisasi mampu bertransformasi lebih lincah yang mengakibatkan terjadinya turbulensi di dalam internal organisasi dan ASN yang secara umum belum siap menghadapi restrukturisasi organisasi.

The existence of gender equality in Indonesia has provided new hope for women to be involved and ... more The existence of gender equality in Indonesia has provided new hope for women to be involved and make decisions in the businesses they pursue. At present, women have acted as partners of husbands in meeting family needs and actively participating in social life, government organizations or local organizations. Working women have contributed to improving the welfare of the family economy in meeting the needs for clothing, food and shelter. Unfortunately the pace of gender equality in Indonesia is still constrained by the low confidence of banks to provide capital loans, which is only around 45%-55%. Women's empowerment in the UMKM sector is expected to reduce poverty, provide increased income, increase knowledge and quality of human resources and prepare women's communities to become a community that is friendly to banks and the economy. This reseach uses qualitative data analysis with data sources in the research obtained from the literature study documents relating to the empowerment of women and micro, small and medium enterprises. The documents in this study can be in the form of regulations, books and news sources from the internet. The data analysis was carried out descriptively by reducing data, presenting data and making conclusions. It was concluded that women's empowerment in supporting UMKM in Indonesia had enormous potential and had to be optimized by the central government and regional governments. Cooperation is needed from various private parties, banks and other institutions in supporting women's empowerment. A place is needed to accommodate women workers to be more able to play a role in the business sector, the need for training in entrepreneurship training, product innovation, management to improve women's skills in the field of entrepreneurship so that productive activities have the value of education and high competitiveness.

Banyak masyarakat yang mencoba peruntungan dengan membuka usaha baru yang secara administrasi masih belum memiliki izin usaha. Dari total sekitar 400 UMKM di Desa Sukahayu hanya 179 UMKM yang telah mendaftarkan izin usaha karena sebagian besar pelaku usaha menjalankan aktivitas jual beli di hari kerja, belum mampu menggunakan teknologi internet, serta belum mendapat informasi dan mengetahui urgensi pembuatan izin usaha. Abstract Casing treatment is a powerful method for enhancing stability of certain aircraft compre... more Abstract Casing treatment is a powerful method for enhancing stability of certain aircraft compressors in which tip leakage vortex (TLV) triggers stall. An optimized slot-type casing treatment was installed on the first rotor of a highly loaded two-stage compressor. The experimental result showed that the casing treatment could not increase the compressor stability at three tested speeds. This study aims to understand the failure mechanism of the casing treatment for developing an effective method to depress stall. A “three-step method” is proposed to determine the stall-limiting location and understand the underlying stall mechanism. At 90% speed, there is a spike in the aerodynamic flow parameters in the tip region of the first rotor under the near stall condition compared with that under the design condition. The spike is induced by an interaction among the TLV, boundary layer at the blade suction surface, and passage shockwave. Both the TLV and the shockwave–boundary layer interaction contribute to the accumulation of tip blockage which triggers compressor stall. The TLV does not break down under the near stall condition, but unsteady forward spillage of the TLV at the blade tip leading edge can be detected, resulting in unsteady tip flow. When the casing treatment is installed on the first rotor, a typical flow circulation is established in the slots. The intensity of the TLV and the flow unsteadiness are greatly depressed, and the discharge capability in the tip region is remarkably improved. However, the flow circulation cannot manipulate the fierce boundary layer separation induced by the shockwave, which causes increased tip blockage and reduced compressor stability. A coupled casing treatment, which can bleed the shockwave induced blockage, is proposed and found to be very effective in improving compressor stability. Therefore, the technology for damping the compressor stall should be capable of manipulating both the TLV and the shockwave induced boundary layer separation. At 100% speed, a shedding vortex is initiated at the hub of the second stator. This vortex expands sharply in the stalling process and triggers compressor stall. Variation of the location at which the compressor stalls is the reason for the failure of the casing treatment at 100% speed.

Kegiatan pengabdian kepada masyarakat yang telah dilaksanakan oleh penulis terdapat simpulan (1) sosialisasi terkait dengan pencegahan Covid-19 telah berjalan dengan tertib dan lancar baik sosialisasi secara langsung maupun sosialisasi melalui media sosial (2) sosialisasi Gerakan "MAS AL" mendapatkan apresiasi yang tinggi dari Camar Demak dan Lurah Bintoro dan seluruh aparatur kelurahan dan masyarakat, (3) para aparatur kelurahan dan warga masyarakat yang sebelumnya belum tertib menjadi mulai tertib dan disiplin dalam mematuhi protokol kesehatan sesuai yang ditetapkan oleh pemerintah, (4) Poster Gerakan "MAS AL" digunakan oleh Lurah Bintoro di lingkungan Kantor Bintoro sebagai media pengingat disiplin protokol kesehatan dan pola hidup bersih dan sehat bagi aparatur kelurahan maupun warga masyarakat (5) disarakan perlu ada penelitian lanjutan tentang perilaku penggunaan media sosial terutama jika dikaitkan dengan kondisi pandemi Covid-19.

Pemeritah Indonesia berupaya melakukan transformasi pelayanan publik ke kanal informasi teknologi dengan mengurangi kontak langsung dalam pelayanan. Meskipun kualitas website pemerintah daerah di Indonesia masih belum baik dan merata, akan tetapi tuntutan dan kebutuhan masyarakat dalam menghadapi pandemi covid-19 cukup tinggi. Pada tahun 2021, Kota Batam merupakan daerah zona merah dengan jumlah kasus Covid-19 tertinggi dengan klister tidak terlacak di Provinsi Kepulauan Riau. Penelitian ini dibutuhkan untuk melihat kualitas website dan media sosialnya dalam penyelenggaraan pelayanan publik selama pandemi covid 19 di Kota Batam. Penelitian menggunakan metode kuntitatif dengan pendekatan deskriptif. Analisis data-data temuan lapangan disajikan komprehensif dan mendalam secara deskriptif khususnya eksplorasi dengan memahami makna temuan penelitian dari sejumlah individu atau sekelompok orang yang berasal dari masalah sosial. Kegiatan penelitian dilakukan dengan tahap orientasi, tahap eksplorasi, tahap member check. Kualitas website dan media sosial yang dikelola oleh Pemerintah Daerah Kota Batam yang telah diukur melalui 3 (tiga) dimensi utama yaitu kualitas konten, layanan kualitas, dan kualitas teknis dengan rata-rata 60,15% responden menilai baik. Upaya peningkatan kualitas telah dilakukan dengan membangun sinergi dan memperkuat komunikasi antar lembaga pemerintahan daerah mengatasi kekurangan tenaga sumber daya manusia dengan memperbanyak pelatihan teknologi informasi dan komunikasi unggahan yang lebih singkat dan padat engagement dengan konten yang menghasilkan favorites likes, komentar, share, balasan, re-tweet, dan berbagai cara apa pun yang dapat digunakan masyarakat.

Pelaksanaan alih jabatan fungsional masih terdapat beberapa kendala dalam proses penyesuaian alih jabatan fungsional baik itu yang dihadapi ASN maupun organisasi. Tujuan artikel ini adalah untuk mendeskripsikan agility organisasi pasca alih jabatan dengan subjek penelitian organisasi Kementerian PANRB. Metode penelitian adalah mixed methode dengan menggabungkan analisis deskriptif dengan pendekatan kualitatif dan kuantitatif. Pelaksanaan alih jabatan fungsional dapat terlihat langsung dari restrukturisasi organisasi di Kementerian PANRB yang berimplikasi terhadap agility organisasinya yang berdampak terhadap ketertelusuran, ketergantungan dan pengalaman organisasi. Restrukturisasi organisasi di Kementerian PANRB membawa budaya kerja baru dan perilaku organisasi yang baru di internal organisasi, jenjang komando yang lebih singkat menghilangkan banyak tugas dan kewenangan dan tuntutan yang tinggi agar organisasi mampu bertransformasi lebih lincah yang mengakibatkan terjadinya turbulensi di dalam internal organisasi dan ASN yang secara umum belum siap menghadapi restrukturisasi organisasi.

The existence of gender equality in Indonesia has provided new hope for women to be involved and ... more The existence of gender equality in Indonesia has provided new hope for women to be involved and make decisions in the businesses they pursue. At present, women have acted as partners of husbands in meeting family needs and actively participating in social life, government organizations or local organizations. Working women have contributed to improving the welfare of the family economy in meeting the needs for clothing, food and shelter. Unfortunately the pace of gender equality in Indonesia is still constrained by the low confidence of banks to provide capital loans, which is only around 45%-55%. Women's empowerment in the UMKM sector is expected to reduce poverty, provide increased income, increase knowledge and quality of human resources and prepare women's communities to become a community that is friendly to banks and the economy. This reseach uses qualitative data analysis with data sources in the research obtained from the literature study documents relating to the empowerment of women and micro, small and medium enterprises. The documents in this study can be in the form of regulations, books and news sources from the internet. The data analysis was carried out descriptively by reducing data, presenting data and making conclusions. It was concluded that women's empowerment in supporting UMKM in Indonesia had enormous potential and had to be optimized by the central government and regional governments. Cooperation is needed from various private parties, banks and other institutions in supporting women's empowerment. A place is needed to accommodate women workers to be more able to play a role in the business sector, the need for training in entrepreneurship training, product innovation, management to improve women's skills in the field of entrepreneurship so that productive activities have the value of education and high competitiveness.

Abstract Casing treatment is a powerful method for enhancing stability of certain aircraft compre... more Abstract Casing treatment is a powerful method for enhancing stability of certain aircraft compressors in which tip leakage vortex (TLV) triggers stall. An optimized slot-type casing treatment was installed on the first rotor of a highly loaded two-stage compressor. The experimental result showed that the casing treatment could not increase the compressor stability at three tested speeds. This study aims to understand the failure mechanism of the casing treatment for developing an effective method to depress stall. A “three-step method” is proposed to determine the stall-limiting location and understand the underlying stall mechanism. At 90% speed, there is a spike in the aerodynamic flow parameters in the tip region of the first rotor under the near stall condition compared with that under the design condition. The spike is induced by an interaction among the TLV, boundary layer at the blade suction surface, and passage shockwave. Both the TLV and the shockwave–boundary layer interaction contribute to the accumulation of tip blockage which triggers compressor stall. The TLV does not break down under the near stall condition, but unsteady forward spillage of the TLV at the blade tip leading edge can be detected, resulting in unsteady tip flow. When the casing treatment is installed on the first rotor, a typical flow circulation is established in the slots. The intensity of the TLV and the flow unsteadiness are greatly depressed, and the discharge capability in the tip region is remarkably improved. However, the flow circulation cannot manipulate the fierce boundary layer separation induced by the shockwave, which causes increased tip blockage and reduced compressor stability. A coupled casing treatment, which can bleed the shockwave induced blockage, is proposed and found to be very effective in improving compressor stability. Therefore, the technology for damping the compressor stall should be capable of manipulating both the TLV and the shockwave induced boundary layer separation. At 100% speed, a shedding vortex is initiated at the hub of the second stator. This vortex expands sharply in the stalling process and triggers compressor stall. Variation of the location at which the compressor stalls is the reason for the failure of the casing treatment at 100% speed.
