The respondents who took part in this study especially the staff from Kiryandongo District Local Government and other respondents, I salute them for their courage, commitment and pioneering spirit. Everyone who assisted me through this study process, in particular senior procurement officer Mr. Ndiroraho Milton for the statistical processing, and organizing this research report. This research is study on the effect of procurement planning on service delivery in local governm... more This research is study on the effect of procurement planning on service delivery in local government, a case study of kiryandongo district. Most of the respondents strongly agreed with it. it explored to examine the roles under taken by the different stakeholders during procurement planning in kiryandongo district local government, to establish the factors affecting service delivery in kiryandongo district local government and to establish the relationship between procurement planning and service delivery. the study is greatly importance to the people of kiryandongo district local government and stakeholders that involved themselves in the procurement planning process and service delivery of kiryandongo district local government and the entire nation at large as the study unveiled procurement planning and tasks management problems that has all along not been observed in the organization. The study employed self-closed end questionnaires to collect data. Data is collected using self-administered questionnaires. The study used stratified and purposive sampling techniques to draw representative samples and 50 respondents were involved in the study. this is done using relevant computer packages like Microsoft excel to derive at good tables and charts for easy and quick interpretation. also the study undertook to examine the roles of different stakeholder in procurement planning and the following were found out; defining procurement requirements, dividing requirements allocated to a single procurement process into separate lots, integration of the diverse decision and activities, ensuring availability of sufficient funds to run the plans, developing of proposals and evaluation of potential service providers. Some factors were found to be affecting service delivery and these included the following corruption, lack of finances, the challenge of getting the right service provider, limited skilled personnel, also poor communication. the study also recommends the following; corruption should be reduced by enforcing of strict rules and giving penalties, training the recruited workers, the procurement team should carryout research so as to find out a reliable service.

The chapter provide an impact on how the central commander of state wealth, labor, and maintenances of human capital which is highlight in the first chapter, driven by the force of invisible capital that provide a comprehensive impression on the economic foot-steps toward the accumulation of wealth. Although it is still critical to note that many economic institutions have encountered numerous challenges in identifying some of the key fundamental commanding factors, but still the force of invisible capital stand leading the battle field against the opponents of capital development by castigating the drivers of severe economic crisis, unfavorable political conditions, lack of fundamental ideas to boost economic growth, malfeasance, and cronyism which the emerging economies may be going through.

The commander emphasizes that the basic difficulties of the wealth accumulation toward development is sometime inform by constructive plan and a sound decision making driven by the forces of invisible capital through labor. Although some states make weird decisions that, seem typical. On a pretext that they might have forgotten that the central commander of state wealth does perform magical roles toward a development that affect every individual households living in the state.
As a result, the force of invisible capital, through labor that constitutes commandments of how economic reform toward wealth accumulation may work for the state wellbeing, this commandment regulates any modification, characterization of accessible choices while stimulating labor market for employment to boost efficiency of capital supply. Restored lobar market and slow down the mismatch be-tween qualifications and skills. Which demonstrates that most economic institutions are experiencing a confidence crisis. As a result, they only make irrational judgments that reject sensible solutions and steer public attention away from the right course.

Entrepreneurship education programs are increasingly seen as a means to encourage the generation ... more Entrepreneurship education programs are increasingly seen as a means to encourage the generation of new venture startups, which in turn stimulate economic development and job creation, especially in the small business sector. This is due to the growing body of opinion that the process could be accelerated by increasing the level of entrepreneurial skills and abilities among the general population. This argument is extended into new venture creation being a means of self-employment for those who are unable to find satisfactory work in the formal labor market due to a deficiency of skill or because there are simply an insufficient number of jobs being created in traditional employment sectors. An important feature of this mass of new entrepreneurs would be the opportunity for them to create jobs for others. The significance of entrepreneurship education is evident in the increasing number of educational institutions, policy-makers, and academic scholars learning and teaching about entrepreneurship and producing an increasing body of literature to support it. As the subject gains momentum, it could be assumed that its supporters and educators believe that entrepreneurship is an important skill and mindset that needs to be developed to face the challenges of the future. To learn entrepreneurship, one should be given the opportunity to learn a set of skills and a way of thinking that is more significant than current education can provide. Entrepreneurship education programs are becoming even more prevalent at higher education institutions as the understanding of the necessity to foster entrepreneurship is being realized. Socio-economic development is directly concerned with the improvement of human welfare and the improvement of living and economic conditions of the community or country. It is a vital aspect as it centers on the well-being of people and has the potential to change the living standards and cultural enrichment of the community or nation. An entrepreneur who is an innovator at heart is responsible for both identifying new ideas and concepts as well as developing the best approaches to introducing his idea. An entrepreneur is an indispensable player in the equation of socio-economic development by virtue of creating valueadded production, enhancing productivity, and enhancing wealth, which are the key ingredients and the sole means for the improvement of the living standards of a country. To teach young people how to be successful entrepreneurs, entrepreneurship education is a promising and upcoming means to affect the development of a dynamic and knowledgedriven economy for the global society. One example of a country that has used entrepreneurship education to change the face of development is a student from the Nanyang Technological University. His exposure to a module entitled 'New Venture Creation' in an SMU-TCS program had ignited and sparked an interest to allow him to break away from the norm of being price-takers in a job to that of value-creators. This led him to join a start-up company in its partnership and an attempt to integrate an innovative software into a government school, which had sparked a new opportunity that would change the use of technology in education.
