In the innovation policy of many countries, much attention is paid to the development of the digi... more In the innovation policy of many countries, much attention is paid to the development of the digital infrastructure of innovation activity. Researchers see the reason for the low level of innovation in the Russian economy in the inefficiency of the innovation infrastructure. The purpose of the study is to assess the adequacy of the model of the national innovation infrastructure to the goals of innovation development and the specifics of innovation activity. The research used the systemic method, the method of empirical observation, logical analysis, and content analysis. The conducted analysis of the state of elements of the Russian national digital infrastructure enabled to draw the following conclusions: 1) the existing platforms solve only part of the tasks at the stages of R&D, at the stage of commercialization of the R&D results, the infrastructure is ineffective; 2) work on the design and implementation of the digital infrastructure for innovation development is haphazard, fragmented; 3) the main reason for the problems is the discrepancy between the principles of centralized management embedded in state information systems, the decentralized, non-linear nature of innovation activity. The development of the architecture of the national innovation infrastructure of innovation activity based on the network model of interaction will eliminate the disadvantages of the existing systems and implement the advantages that network structures acquire.

Meanwhile, there is no common viewpoint on the structure of intellectual capital and methods of managing them in the scientific community.
The paper proposes the dynamics model of evolution of IC that shows the stages and transformations of IC elements. Using this model authors determined key factors of university’s intellectual potential forming: socio-psychological, cultural and science-technical. Improvement of this elements will provide quality development of the university as intellectual and public leader, defining the main directions of sustainable development in the region.

Meanwhile, there is no common viewpoint on the structure of intellectual capital and methods of managing them in the scientific community.
The paper proposes the genetic structure model of intellectual capital that shows the transformation process of basic knowledge to intelligent product or service. That model determines the place of the intellectual potential in the structure of IC, that allows to the define principles and objectives of the management of the intellectual potential of the organization.

Within emerging knowledge economy, the current issues are efficient usage and reproduction of kno... more Within emerging knowledge economy, the current issues are efficient usage and reproduction of knowledge in socio-economic systems. One of the promising approaches to the creation of working knowledge management system based on the open ontological knowledge network. The knowledge network is the model of the process of knowledge sharing, implemented in the virtual space, which inherits the advantages of this process and removes some of its shortcomings. Ontology is a basic com-ponent of the conceptual model of the knowledge network; it describes a system of knowledge and defines the structure of data storage in the network. The hierarchy of ontologies involves three levels: metaontology, basic and subject-specific ontology.
The ontology use solves two tasks: providing a tool for semantic markup of information resources and disclosing the structure of an information stor-age for the user. The second task is especially im-portant to ensure an efficient search in large data arrays.
The technology of construction of open network includes a set of principles and tools for filling and updating of the domain ontology, fast semantic markup and retrieval of information resources tak-ing into account their semantic links.
