In developing country, bandwidth limitation or so- called Broadband Gap, is still being burden fo... more In developing country, bandwidth limitation or so- called Broadband Gap, is still being burden for learning activity that implemented blended learning. The use of LMS as part of blended learning is offering more effective learning activity. The learning activity itself, depends on high broadband connection in order to access the existing LMS by use LMS as by both lecturer and student. And yet another problem, blended learning is only established if the LMS it is available. What if not implemented yet? Did lecturer or student wait the Institution to implement the LMS? In this report, we propose to use the current development lecturer based supportive tools for use as a blended learning support. As a result, a lecturer could directly author the learning content, and student use it as learning resources. Both activities in a real time.

Indonesia, with more 2300 Higher Education Institution (HEI), and over 1500 Moodle implemented in... more Indonesia, with more 2300 Higher Education Institution (HEI), and over 1500 Moodle implemented in HEI, the role of Learning Management System (LMS) is important as a learning activity. In other hands, Internet infrastructure in Indonesia still is being matter to adapt LMS as a learning process [1], [2], [3]. Normally, a lecturer creates learning contents by accessing Moodle server through an internet connection. He cannot surely make and edit learning contents if he does not have an internet connection. It is effective for lecturers to develop a supportive tool, where lecturers can auth their contents on any LMS in the off-line situation. This paper investigated the possibility accessing Moodle database from our developing web application, and automatically uploading learning contents on Moodle.
