Policy makers are concerned about municipal solid waste (MSW) management aspects, such as cost and collection rates, therefore this article focuses on the economic and social aspects of household solid waste management systems. An economic analysis was performed against the background of five predetermined MSW management scenarios, which are the business-as-usual landfilling, communal composting, anaerobic digestion, centralised composting, and landfill gas-to-energy. A social analysis was conducted to determine the behaviour of householders in the household solid waste management system. This study suggests that communal composting has the highest economic potential, as it has the highest cost:benefit ratio. However, the present communal composting rates are notably low, and several constraints must be overcome for the future development of on-site composting systems. In addition, the household wastes are not yet sorted at-source, although the householders’ willingness to sort is high given the appropriate incentives and information provision on proper sorting practices. Communal composting is therefore feasible for widespread application under the conditions that the combination of regulatory, informational, and financial incentives are applied.
