Finding a consistent PC matrix of a given an inconsistent PC matrix is the main goal of a pairwise comparisons method. We introduce an orthogonalization for pairwise comparisons matrix based on a generalized Frobenius inner matrix product. The proposed theory is supported by numerous examples and visualizations.

It also proposes two inconsistency indicators for pairwise comparisons. The primary motivation for the inconsistency reduction is expressed by a computer industry concept "garbage in, garbage out". The quality of the output depends on the quality of the input.

Harmful Internet use (HIU) is a term coined for the unintended use of the Internet. In this study... more Harmful Internet use (HIU) is a term coined for the unintended use of the Internet. In this study, we propose a more accurate HIU measuring method based on the peer assessment and differential evolution approach. The sample data comprises a juvenile population in Poland; 267 subjects assessed 1,513 peers. In addition to classic statistical analysis, differential evolution has been employed. Results indicate that there may be a substantially higher rate of HIU than other studies have indicated. More accurate measurement of the adolescent population influx affected by HIU is needed for healthcare and welfare system planning.

Conference held in 1966 at Boston, not last year's conference at Venice. In fact the copy for review arrived on the Book Review Editor's desk less than one month before the Venice conference started. If the stated targets are achieved the proceedings of the later conference could well be published before this review appears in the Quarterly. One of the prime objects of a review is to help prospective buyers make a correct purchasing decision. Many libraries will place these proceedings on their shelves regardless of quality. But which individuals-and for what reasons-should consider paying £11 15s. for a 3!-lb, 1092-page record of a conference held more than 3 years ago? Morse sums up the conference in a clear and quantitative manner and compares the content of papers presented at the four I.F.O.R.S. conferences. It is gratifying that, in an applied science such as operational research, the papers on applications have increased steadily from 30 per cent in 1957 to almost 60 per cent in 1966. This is the main reason why individuals should consider purchasing the Proceedings. There are numerous texts on theoretical developments but very few on how researchers actually apply their theories. It is instructive to realize that people who are happy to work under the operational research label cover an extremely wide range of activities including marketing, transportation, investment, urban planning, national resources and distribution. The growth of reported work in the more complex areas of marketing and the public sector is particularly gratifying. Operational research will only grow as a subject if its practitioners tackle the more complex and ill-defined problems surrounding them. We are still not completely free from the labels of inventory control and linear programming, but there is distinct hope that the public at large, especially the managerial public, will recognize our wider horizons. Show this book to your managerial colleagues-not to impress or frighten them by its size or the mathematics which occurs in some parts, but rather to show them that there are no boundaries to the types of problems which operational research scientists can tackle.

Results indicate that the true positive rate (TPR) is substantially higher than assessed in other studies.•Peer assessment improvement.•AUC for ROC was computed to establish cut-off points for the used scale.•Results obtained by the Structural Equation model indicate that parental care has a moderate influence on subjects' attempts to fight HIU.

This paper shows how to manage null entries in pairwise comparisons matrices. Although assessment... more This paper shows how to manage null entries in pairwise comparisons matrices. Although assessments can be imprecise, since subjective criteria are involved, the classical pairwise comparisons theory expects all of them to be available. In practice, some experts may not be able (or available) to provide all assessments. Therefore managing null entries is a necessary extension of the pairwise comparisons method. It is shown that certain null entries can be recovered on the basis of the transitivity property which each pairwise comparisons matrix is expected to satisfy.

Smart Cities are gaining more and more prominence in the context of connecting residents with ser... more Smart Cities are gaining more and more prominence in the context of connecting residents with services (e.g., e-voting, healthcare facilities, educational institutions, food distribution, community budget, etc.) thanks to the development and deployment of intelligent urban infrastructure. Such services are also part of the concept of open data, which can significantly improve the quality and effectiveness of services offered in a smart city's support systems, and thus can contribute to economic growth [1]. We propose a conceptual model related to the European Smart City Model project, which is based on the combination of seven ‘smart’ categories: business, mobility, environment, governance, living, people and consciousness, selfesteem and independent civic activity in the Open Data System of the real systems e-services data flow as a case study of a medium-sized city in Poland. We present the Rzeszów city as an example of such a Smart City as a central city of Aviation Valley. Through the Open Government Data initiative, the Rzeszów city was dedicated to enhanced clarity, involvement, and partnership with the community, enterprises and research communities.

Familiarity with this paper is essential and assumed. For lower inconsistency and decreased accuracy, our proposed solutions run in seconds instead of days. As such, they may be useful for researchers willing to use the least squares method (LSM) instead of the geometric means (GM) method.
