Poor Populations and Bioethical Dimensions of Government Financial Responses to Covid19 in Nigeria Medical taxonomy code-names the corona virus disease Covid-19. The classification of the corona virus disease as Covid-19 is done against the backdrop of the discovery of the virus in humans in Wuhan, China in December 2019. An effect of severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2), Covid-19 is a highly transmittable and pathogenic viral infection. 1 The emergence of Covid-19 is genetically associated with some kind of severe acute respiratory syndrome (SARS) previously associated with the species bats. The spread of Covid-19 to humans and the implications of governmental responses to the phenomenal spread of the disease, calls for bioethical concerns. Speaking from the perspectives of bioethics it is germane to raise the following questions as regards the origin and global spread of Covid19, for example: if bats are the possible primary reservoir of the SARS virus, at what point did the virus get transmitted to humans? What factor or factors led to the first bat-to-human transmission which birthed the now devastating and phenomenal human-tohuman transmission across the globe? Is Covid-19 a man-made disease or the aftermath of a natural occurrence? The often referred to Wuhan-Covid-19 thesis submits that the aboriginal bat-to-human and subsequent humanto-human transmission 2 cannot be dissociated from the illicit and corrupt trade in wildlife in Wuhan. The Wuhan wildlife black market 3 is reputed for indiscriminate deals in exotic animals, among others. The Chinese wildlife deals often involve bribing forestry and boundary officials to allow hunting and trafficking of wildlife. There also exists the theory that the virus must have been developed in a laboratory and subsequently injected into humans. Technically, a virus is an

This study examined academic staff union of universities' industrial strike and educational performance of students at Olabisi Onabanjo University, Ago-Iwoye. The Max Weber's Social Action Theory serves as the theoretical background upon which the study is anchored. The study employed the descriptive survey research design. The population of the study comprised of 5,581 final year students. A sample size of 362 was arrived at, using Krejcie & Morgan sample table. However, only 326 copies of the questionnaire were returned and analysed. The researcher designed separate research instruments (questionnaires) to collect data from the students of the university. The data was analysed using SPSS and the data was presented using tables and descriptive analysis. The results revealed that the frequent strikes actions reduced the quality of education and ASUU strike has been a major factor why some students go to private university. The result also showed that the disruption of the school calendar has a negative influence on academic performance of students. The study concludes that ASUU strike as always been used as a tool to express grievances to the Nigerian government and incessant ASUU strike in Nigeria Public University has been designed to maintain integrity of university education and need to provide global standard quality education. The study recommends that government should pay more attention to the education sector and student should also maximize the strike period in writing professional exams or acquire vocational skills to help improve their mental capabilities.

The influence of technology innovation is far-reaching, as it affects the entire financial services market and alters the landscape for intermediation. The Nigerian government, through the CBN, placed a complete ban on banks and traders from transacting with cryptocurrency. This study, therefore, investigated the effects of cryptocurrency ban on the development of digital currency in Nigeria. This study is premised on the realism theory. The study employed descriptive survey research design and the population of the study was made up of 165 bankers, university lecturers and cryptocurrency traders. The study sampled all respondents using the purposive sampling technique and the data were gathered with the use of structured questionnaire. The Statistical Package for Social Science (SPSS) was used to analyse the data and the presentation was done using tables and descriptive analysis. The findings show that the ban on cryptocurrency plays a significant role in the introduction of e-Naira yet, there is no increase in the purchase and usage of e-Naira. Also, the ban led to a drawback on financial inclusion and has reduced capital inflow of commercial banks in Nigeria. The study concludes that the emergence of cryptocurrency has necessitated the need for cyber security in bank operations. This is a wake-up call for banks and other financial institutions to strengthen their cyber security network against cyber fraud

The level of e-identity infrastructure and security in a given society determines the degree of success or failure of accomplishing the sustainable development goals (SDGs) of the United Nations. United Nations statistics indicate that a billion people in Africa and Asia lack proof of identification. Through conceptual and qualitative analysis of data gathered from both primary and secondary sources, and with particular reference to Nigeria, the paper examined the interplay between E-identity, security and sustainable development. The paper discovered the following as threats to sustainable e-identity management in Nigeria: lack of political will to enforce legislations for e-identity management; poor planning and funding of enrollment programs (which is at the heart of facilitating the UNSDGs); citizens’ complacency to enroll; and, p...

Introduction: Governance Technologies for Sustainable Development Good governance is incontrovertibly and inexorably pivotal to development. The ability to institute and maintain governance processes describable as good governance is key to that phenomenon technically referred to as sustainable development. Birthing sustainable development requires, among others, environmentally responsible and responsive leadership; which is the crux of sustainable governance. As noted by Guney (2017) for example, governance has an important and positive effect on sustainable development. Additionally, the applications of data sciences are penetrating the governance spaces of nation-states and creating an international society best conceptualized as global e-society. The emergent e-society throws up issues and challenges of environmental sustainability in developing nations: communities in most developing countries are fast becoming easy labels and referents for environmental abuses and injustices. Against the background of the facticity of the transformation of governance spaces by technology, it is imperative to explore the possibility of harnessing the instrumentality of governance technologies to engender a public service delivery framework for sustainable development in communities across developing nations. To this end the paper consists of five interrelated parts. Following the present introductory part, we shall in the second part analytically conceptualize digital governance and global e-society. The third part explores the interplay between digital governance, public service delivery and sustainable governance; an interplay which births for us the epistemological construct envirtizenship. In the fourth part we prospectively analyze the plausibility of leapfrogging digital governance for birthing a global public service delivery framework for sustainable governance in developing countries. The fifth and concluding part critically recommends, among others the formation of a global framework-E-Society for Sustainable Development (E-S4S)-as a desideratum for engendering clean public service delivery architecture in developing countries. 2. Digital Governance and E-Society: Conceptual Analysis A broad concept that means different things to different people (GDRC, 2019), governance for our purposes refers essentially to that function of a largely elected body of the state referred to as government. Governance is in general understood as the art of administration. With particular reference to the state, governance refers to the processes, manners and machineries for the administration of the state. As noted by UNESCAP for example, governance means the process of decision-making and the process by which decisions are implemented (or not implemented). Implied in the concept governance is the institutional frameworks deployed by the state for enabling peace and security, facilitating socioeconomic growth and preserving the natural habitat, among others.

Technically characterized the age of globalization, the emergent social order is a networked or interconnected world of fast-paced change driven by the advances in Information and Communication Technology. The phenomenon globalization births opportunities and challenges for the diverse population of the world: growth and development and, retardation and underdevelopment. With particular reference to developing nations and poor communities, globalization disrupts ecosystems and impinges on environmental rights: rights to clean water, safe air and means of livelihood, among others. It is the aim of this paper to attempt a reflective analysis of the interplay between the phenomena globalization, biodiversity and environmental justice. Review of literature on the intents and contents of globalization generates discontentment from environmental activists and conservationists (of biodive...

The almost inseparable twin phenomena of globalization and digitalization have created what can best be described an Heraclitean global society of constant flux; a society of constant change that reminds us of the Greek Logos of Heraclitus. The continent Africa in particular finds itself in a constantly evolving globe where time is of the essence and where no one waits for the other to catch up. Africa in the 21st century exists within a framework of global competitiveness and knowledge economy; a world where what you bring to the global table determines or defines your identity or place in the global village. The germane question is: is the continent Africa ready to take its place in the emergent globalized society of the 21st century? Put differently, is the continent Africa on the path to sustainable development? Are ...

The global health phenomenon Covid 19 brings to the fore an interplay of how the physical and mental health of a citizenry could either mitigate or contribute to the deepening of vulnerable populations. With particular reference to Nigeria, the paper critically examined the bioethical dimensions of the content of governmental responses to covid19. A philosophical commentary, the paper carried out critical and analytic reflections on data gathered from existing literature on governmental responses to Covid19 in Nigeria. The major finding is that the phenomenon of corruption is not only an established ethical threat to the Nigerian nation, but also a threat that has deep bioethical implications for the health sector in Nigeria; a phenomenon which the paper conceptualized as a twindemic (that is, a combination of Covid pandemic and Corruption pandemic). In its quest for sustainable healthcare for vulnerable poor populations in Nigeria, the paper deepened discussions on the need to fight corruption in the health sector - through conscious adoption and implementation of appropriate bioethical policies and frameworks. The paper argumentatively recommends frameworks for reforming the largely monodisciplinary education service delivery system in developing countries. In particular, the paper analytically asserts that interdisciplinarity has the potentials of engendering imperative solutions to the myriad of developmental challenges confronting developing nations across the globe.

speedily becoming anachronistic as there exists a conceptual shift to the concept e-society. Digitalization engenders a
plethora of e- (or electronic-) phenomena: e-commerce, e-service and e-governance, among others. Just as there is the
fast emergence of the global e-society on the one hand, there is also the global environmental challenge of the
anthropocene: environmental imbalance and widening gap between environmentally safe and unsafe communities. The
emergent e-society throws up issues of eco-friendly public service delivery mechanisms in developing nations:
communities in developing countries are fast becoming referents for environmental abuses. The paper analyzes the
plausibility of leapfrogging digital governance for birthing a global public service delivery framework for sustainable
governance in developing countries. The paper critically examines the interplay between the phenomena digital
governance, public service delivery and sustainable governance. The analysis birthed the epistemological construct
envirtizens – by which we conceptualize environmentalists of the emergent e-society: digital and networked citizen-
environmentalists. The paper recommends, among others, formation of a global framework – E-Society for Sustainable
Development (E-S4S) – as a desideratum for engendering clean public service delivery architecture in developing
countries.

It is of scholarly interest that various African states are revisiting the ideals of economic integration, with renewed vigour. Part of the steps taken is the replacement of theOrganisation of African Unity (OAU), established in 1963 as the continental apex organisation for achieving the objectives of political and economic emancipation, with the African Union(AU) andthe adoption of the New Partnership for Africa's Development (NEPAD) as a core programme. The question is whether progress is being made and targets achieved. In this paper, an analytic attempt is made at appraising economic integration in Africa. The correlation between economic integration and development are also critically examined.

Emergent pedagogic practices are redefining hitherto compartmentalized systems of teaching and learning. With the advances in technology and the attendant expansions of the frontiers of knowledge-through the processes of digitalization and globalization-, the hitherto intellectual boundaries between disciplines are increasingly becoming blurred and of little or no relevance to contemporary scholarship. Emergent 21st century scholarship in the developed countries is characterized by a continued break down of intellectual barriers or walls between academic disciplines. A critical look at the courses being offered by academic institutions in the developed countries reflect interdisciplinarity: Global Studies; History and Philosophy of Sustainable Development (HPSD); and, History and Philosophy of Science (HPS) among others. A similar look at the curricular of most departments of higher institutions in developing countries however reveals holding on to traditional departmentalizations that characterized scholarship prior the commencement of the 21st century. With particular reference to the discipline Global Studies, we shall in this paper analytically discuss the emergent phenomenon of interdisciplinary scholarship as a means of road-mapping and repositioning academic departments and disciplines for sustainable development in developing countries.

With the use of primary and secondary data and historico-descriptive designs the paper assesses the roles and contributions of the Nigerian Baptist Convention in the realization of the United Nations Sustainable Development Goals (UNSDGs). The paper identified some factors inhibiting the influence of the NBC, in particular, and Faith-Based Organizations FBOS, in general, on making an impact in the drive towards actualizing the UNSDGs in Nigeria. Against the background of its findings the paper recommends measures for roadmapping contributions of the NBC to the actualization of the UNSDGs in Nigeria.

Sustainable development finds mention in virtually every conceivable discipline and endeavour: medicine, literature, politics, community development, globalisation and deep ecology, among others. Just as the growing literature on sustainable development reflects interdisciplinarity, the embrace of sustainable development processes and practices across cultures reflects desirability. The recent interdisciplinary literature on sustainable development not only suggests its desirability but also reflects the desideratum for the development of a distinctive area of scholarship History and Philosophy of Sustainable Development, a discipline that neither comes up, simpliciter, a science, a social science, nor an art. It is the critical concern of this paper to discursively outline what may be considered the imperative contents of History and Philosophy of Sustainable Development with particu...

speedily becoming anachronistic as there exists a conceptual shift to the concept e-society.
Development (E-S4S) – as a desideratum for engendering clean public service delivery architecture in developing
countries.

Be it national or personal development, development connotes understanding 'what is', projecting 'what ought' and implementing measures or strategies for transiting from 'what is' to what ought (or should be). Development implies change or transition from one situation or experience to another. With particular reference to the development of a nation-state, that is national development, development is taken to imply economic, political, technological and infrastructural progression and advancement, among others. Against a theoretical understanding that development is desirable we interrogate the following questions: why is it that some nation-states, like Nigeria, remain perpetually categorized as developing nations? What is it that nations described as developed are doing that the developing nations are not doing? Why do some nations remain perennially underdeveloped or developing while some have come to be identified, in economic literature, among others, as developed. These are questions that should be of concern not only to intellectuals and practitioners in developing nations, but also to every individual across the globe who is interested in human and global development. Against the background of this need for critical reflection on the state of development in developing nations, we shall in this paper examine the interplay between leadership, good thinking and development. In the accompanying section, we deepen our understanding of the nexus between leadership and good thinking. In the third section we establish the relations between good leadership and that kind of development referred to as sustainable development. The section draws particular attention to the problem of corruption which remains a perennially present clog in the wheel of sustainable development in Nigeria. The last and concluding section makes policy recommendations on what governments in developing nations ought to do to escape being perpetually tagged 'developing'.
