I would like to package a software released under the QPL licence:

It seems that the QPL is DFSG-free, but I would like to have confirming voices. It disallows the source code to be distributed in modified form, but allows the packaging of patches alongside for modification at build-time. Thus, I think paragraph 4 of the DFSG makes this package packageable.
I am trying to convince the author to change the licence, but if I don't succeed... can I package libcwd for Debian?
