In the document 'XML Encryption Syntax and Processing' (http://www.w3.org/TR/2002/REC-xmlenc-core-20021210/) section 2.0 'Encryption Overview and Examples (Non-normative)' in the XML example I believe the line
<CipherReference URI?>?
Should be
?
Since in the schema for the cipher reference element (section 3.3.1 of the same document) the URI attribute is required.
