The aim of this study is to address Article one of this law, and offering reorganization and decentralization pattern. The research method is descriptive and analytical and it is an applied research. Data collection was conducted by documents, and survey research. The results suggest that we should discard the first part of this law and replace it with the reorganization and decentralization solutions. Also the results indicate that items including lack of strict enforcement of existing laws, point-wise look to Tehran and not considering the urban area as a whole, lack of attention to the problematic aspects of centralization (economic aspects), lack of simultaneous development of organization and decentralization policies have al...

A Control network denotes a group of devices to monitor, control, communicate and manage system o... more A Control network denotes a group of devices to monitor, control, communicate and manage system operation. In a wide area control network, decision making location is known as control center. The communication delay (latency) between a node and a control center in a control network has been characterized by network topology, transmission media characteristics and location of control center. The aim of this investigation is to propose an algorithm which tries to find an appropriate control center location such that all nodes' latencies are minimized and equalized. The simulation results show that if a control center with determined latency limitation exists, the proposed algorithm can locate it. Otherwise, the entire control network can be partitioned into multiple areas such that the latency limitation in each area has been satisfied.

In modern power systems, wide area measurement systems (WAMS) are such systems that use communication infrastructure to share their data and information. Recently, WAMS have been a new opportunity that contributes power system operators to receive and process the whole information of the system. State estimation is recognised as the basis of WAMS applications since it provides creditable data for other WAMS applications. In this study, we propose a new approach to design communication infrastructures of power systems. The designed communication infrastructure creates routing paths from installed phasor measurement units to the control centre in order to estimate system states. Simulation results confirm that, in a WAMS implementation, the price of secure, reliable and high-speed communication infrastructure of such a WAMS should be taken into account.

As WAMS consist of various interdependent infrastructures, they imply complex cyber, physical and geographical dependencies among their underlying components. Although several existing works have studied these types of dependencies independently, there is a lack of a holistic approach that can simultaneously capture all different dependency types. The main goal of this paper is to examine the overall dependencies of WAMS infrastructures. In this paper, two different methods for generating random power graphs are proposed. The above t... more In this paper, two different methods for generating random power graphs are proposed. The above two methods are based on two random graph models, the methods of Edgar-Gilbert and Erdos-Rényi. To prove the efficiency of random graphs in power systems analysis and the similarity of graphs generated by these methods to power systems, PMU placement problem of proposed random graphs has been solved. The simulation results show that the two proposed random power graph models have good capability to form networks similar to the power grid. This similarity has been demonstrated in the solving of phasor measurement units placement problem, one of the most well-known problems related to the power grids’ structure.

Wide Area Measurement System (WAMS) may be considered as the most important application in smart ... more Wide Area Measurement System (WAMS) may be considered as the most important application in smart transmission grids. State Estimation has been considered as the kernel of WAMS since such a package extracts creditable states from the raw and noisey data. Indeed, WAMS creates data flow in order to achieve reliable and efficient energy flow. More data flow benefits the system operation but at the same time increases the cyber risk of the system. This study aims to assess the cyber risk of elements of WAMS. To do this, cyber dependency is modeled as the dependency graph and then such a graph is examined by two centrality metrics (i.e. eigenvector and betweenness centralities). Two classes of nodes (i.e. State and Intermediate nodes) are detected in WAMS and simulation results show that the aforementioned centrality metrics are able to assess such classes of nodes and the proposed method has the ability of designing resilient WAMS.

Monitoring of system operation conditions is essential for secure operation of power systems. Thi... more Monitoring of system operation conditions is essential for secure operation of power systems. This is traditionally accomplished by state estimators which provide creditable data from raw data acquired from measurement devices. Measurement devices of state estimators may vary from power flow/injection and voltage/current magnitude to phasor measurement unit (PMU). On the other hand, observability is fundamental part of state estimators. Four kinds of observability algorithms are used in state estimators; algebraic, numerical, topological and hybrid. This paper aims to provide a survey of topological observability algorithms. To do this, such algorithms are firstly classified into conventional and PMU based. Then, related studies are investigated and summarized. It is observed that PMU based algorithms are computationally more simple, systematic, and efficient than conventional ones.

Power system communication infrastructures are responsible for data transmitting among different ... more Power system communication infrastructures are responsible for data transmitting among different entities in power systems. System data and information (provided by sensors) are crucial for monitoring, operating and controlling reasons. On the one hand, real-time and near real-time processes of power systems utilize communication infrastructure for sharing their information. On the other hand, power system sensors and actuators are distributed in wide geographical area and they belong to communication system. Consequently, some network parameters e.g. communication delay and reliability; which may be not essential in other communication systems; have become a major concern in power system communication infrastructures. This study aims to propose a method for comparing any given power system communication infrastructures in terms of latency (delay) and reliability. The simulation results indicate that although two communication networks may be similar in the view of cost and service, our proposal method can recognize reliable communication network with better latency condition.

Generally, a WAMS process includes three main functions: data acquisition, data transmitting, and data processing performed by measurement devices, communication systems, and energy management systems, respectively. While these three functions are seriously interdependent, most researches carried out on this topic investigate these functions independently. In this paper, meters placement and their required communication infrastructure for state estimation program are co-optimized simultaneously. To perform this, these two planning issues are jointly formulated in a single genetic algorithm (GA) problem. Then, three IEEE test networks without any conventional measurements and communications are used to investigate the advantages of considering dependability of optimization of these two sections. The results confirm that the proposed method is advantageous over the techniques optimizing each section independently. The results indicate that while the total number of measurement devices for system observability may increase (and therefore, the observability is improved), the total cost for the plan is reduced. The above two methods are based on two random graph models, the methods of Edgar-Gilbert and Erdos-Rényi. To prove the efficiency of random graphs in power systems analysis and the similarity of graphs generated by these methods to power systems, PMU placement problem of proposed random graphs has been solved. The simulation results show that the two proposed random power graph models have good capability to form networks similar to the power grid. This similarity has been demonstrated in the solving of phasor measurement units placement problem, one of the most well-known problems related to the power grids’ structure.

Monitoring of system operation conditions is essential for secure operation of power systems. Thi... more Monitoring of system operation conditions is essential for secure operation of power systems. This is traditionally accomplished by state estimators which provide creditable data from raw data acquired from measurement devices. Measurement devices of state estimators may vary from power flow/injection and voltage/current magnitude to phasor measurement unit (PMU). On the other hand, observability is fundamental part of state estimators. Four kinds of observability algorithms are used in state estimators; algebraic, numerical, topological and hybrid. This paper aims to provide a survey of topological observability algorithms. To do this, such algorithms are firstly classified into conventional and PMU based. Then, related studies are investigated and summarized. It is observed that PMU based algorithms are computationally more simple, systematic, and efficient than conventional ones.

Power system communication infrastructures are responsible for data transmitting among different ... more Power system communication infrastructures are responsible for data transmitting among different entities in power systems. System data and information (provided by sensors) are crucial for monitoring, operating and controlling reasons. On the one hand, real-time and near real-time processes of power systems utilize communication infrastructure for sharing their information. On the other hand, power system sensors and actuators are distributed in wide geographical area and they belong to communication system. Consequently, some network parameters e.g. communication delay and reliability; which may be not essential in other communication systems; have become a major concern in power system communication infrastructures. This study aims to propose a method for comparing any given power system communication infrastructures in terms of latency (delay) and reliability. The simulation results indicate that although two communication networks may be similar in the view of cost and service, our proposal method can recognize reliable communication network with better latency condition.

The term wide area measurement system (WAMS) implies a system including new digital metering devi... more The term wide area measurement system (WAMS) implies a system including new digital metering devices (e.g., phasor measurement unit) together with communication system which is designed for monitoring, operating, and controlling power systems. Generally, a WAMS process includes three main functions: data acquisition, data transmitting, and data processing performed by measurement devices, communication systems, and energy management systems, respectively. While these three functions are seriously interdependent, most researches carried out on this topic investigate these functions independently. In this paper, meters placement and their required communication infrastructure for state estimation program are co-optimized simultaneously. To perform this, these two planning issues are jointly formulated in a single genetic algorithm (GA) problem. Then, three IEEE test networks without any conventional measurements and communications are used to investigate the advantages of considering dependability of optimization of these two sections. The results confirm that the proposed method is advantageous over the techniques optimizing each section independently. The results indicate that while the total number of measurement devices for system observability may increase (and therefore, the observability is improved), the total cost for the plan is reduced. In modern power systems, wide area measurement systems WAMS are such systems that use communication infrastructure to share their data and information. Recently, WAMS have been a new opportunity that contributes power system operators to receive and process the whole information of the system. State estimation is recognised as the basis of WAMS applications since it provides creditable data for other WAMS applications. In this study, we propose a new approach to design communication infrastructures of power systems. The designed communication infrastructure creates routing paths from installed phasor measurement units to the control centre in order to estimate system states. Simulation results confirm that, in a WAMS implementation, the price of secure, reliable and high-speed communication infrastructure of such a WAMS should be taken into account.
