After much trial and error, I think I've got the stats figured out for pre-raid.

HIT RATING
Basically, you don't need any hit rating except to reach the cap for lvl 85, 86, and 87 (see the tooltip when you mouseover). As soon as that = 0.00% miss chance, STOP getting hit. And if you have more, reforge to something else. You only need level "88/Skull" to be capped for raiding. If your hit rating is too high and subsequently other stats are too low, you will see a huge drop in DPS. With 346 gear, DPS should be able to put out 10k DPS easily. (rotation matters also, but I will not get into this now.)

GEMS
Gem bonuses are shit... really. Unless the slot bonus gives you over 20 of your main stat, slot it with +40 gem to the main stat. And if it does give more than 20, at least choose a gem with +20 to main stat and +20 to something else useful. If you do the quick math, you are losing out extra points to your main stat unless the bonus is huge or is the correct color for your +40 gem. Your main stat takes priority over EVERYTHING.

Other stats vary by class and spec, but priorities are easy to find with a little searching. However, most sites will be telling you to cap your hit rating, do not do this unless raiding as stated above. Go directly to the next best stat, usually haste (unless tank). And it seems like a good rule of thumb to balance the secondary stats like Crit and Mastery for DPS, and Dodge and Parry for Tank. For pre-raid this works just fine. And from what I can see, you can never have too much haste.

Hope this helps and I hope I got it right but tested this on my hunter and druid last night and DPS was much improved in reg 5-man.
