The paper uses a sample of five Arab countries (namely Algeria, Egypt, Jordan, Morocco and Tunisi... more The paper uses a sample of five Arab countries (namely Algeria, Egypt, Jordan, Morocco and Tunisia) in a dataset covering the period from 1990 to 2006. Two-stage least squares methodology is used to find estimates of growth and human capital variables from a search of deeper instruments, and fitted values from these regressions are then used in a second-stage estimation of unemployment behaviour in the general population and separately for men. Results suggest that while growth, by itself, does tend to achieve significant reduction in unemployment, the lack of sustainability of growth works in the opposite direction raising unemployment so that the net effect is rather modest. Moreover, while educational contribution to lowering of unemployment is likely to be of a modest magnitude for all, the labour market appears to strongly discriminate against women's skills. Rising longevity appears to predict rising unemployment via participation which would call for faster job creation in order to meet the growing aspirations of the public.

Purpose The purpose of this paper is to formulate a model for waqf financing of public goods and ... more Purpose The purpose of this paper is to formulate a model for waqf financing of public goods and mixed public goods in Malaysia which constitute the country’s federal government expenditures. The model is built on the basis of understanding the concept of waqf, learning from waqf institutions of the past and present and addressing specific Malaysian waqf issues. Design/methodology/approach This study uses both primary and secondary data. The primary data originate from semi-structured interviews of waqf academicians from the Islamic economics and Islamic finance fields, waqf government officials and private sector institutions that are involved in waqf management. The secondary data come from the Malaysian Federal Constitution, law enactments, books, e-books, bulletins, journals, conference proceedings, government reports and websites. The ruling political party or the ruling government has rights in drafting and implementing econo... more The ruling political party or the ruling government has rights in drafting and implementing economic policies including the budget policy. In the case of Malaysia, as observed, the budget policy is associated with the long or medium term economic development plans that are drafted, current thinking or thought of economic policies and additional measures that would be introduced probably related to major economic events such as the impact of financial or global economic crises. Also the budget includes economic policies according to the ruling party"s manifesto and promises made during the election. Eventhough the budget is the ruling government"s privilege but the government"s financial plan, i.e the allocation and the manner of spending, taxation and borrowing are subject to law, acts, rules and procedures. The ruling government cannot simply utilize economic resources for its political means or interests. This paper argues that there is a solid link between the ruling political party with the preparation of the budget policy. To examine the matter this paper uses the survey method. This paper has found that in the case of Malaysia the Member of Parliaments do influence the outlining of the annual budget.

The financial crisis which erupted in the United States of America in 2007 drove the real economi... more The financial crisis which erupted in the United States of America in 2007 drove the real economic sector into a crisis that has diminshed the world's economic growth thereafter. There is no single theory that can explain what has happened in the US. Eventhough there were a few financial crises models, however all the models are -meaningless‖. Traditional macroeconomic policies were used to restore the distress economy but the policies seemed to be ineffective. In this regards, heterodox economic perspectives may provide some answers in dealing with such economic crisis that have been experienced by the US. The financial crisis experienced in Asia in 1997-98 could provide some ideas for economic crisis solutions. The aim of this paper is (a) to discuss the financial crisis in the US and East Asia 1997/1998, and (b) to look at unorthodox economic policies that could possibly be considered in dealing with the financial crisis.

The purpose of this article is to forecast the impact of waqf (Islamic pious foundation) financing expenditure on federal government debt in Malaysia. It is to ascertain whether waqf can be an alternative solution to government debt reduction. To perform this, the Neoclassical Dynamic Stochastic General Equilibrium (DSGE) model is adopted. The theoretical framework is developed by considering the history, tradition, culture, and political influence of waqf primarily in Muslim majority countries. It was also inspired by the European third sector framework. The result shows that federal government debt can be reduced when waqf finances federal government expenditure.
