It was not until the September 11, 2001 terrorist attacks to the twin towers in New York and Pent... more It was not until the September 11, 2001 terrorist attacks to the twin towers in New York and Pentagon in Washington that NATO was concerned about terrorism as a threat to the security of the Alliance. No matter how agile the response to the 9/11 terrorist attacks was, NATO has confronted a lot of gaps to work on defense against terrorism (DAT). Since then, starting with the 2002 Prague Summit, NATO has taken important steps to transform itself to adapt to the new security environment as well as establishing a DAT policy. Although important gains have been made towards setting a vision, implementing such vision has a considerable way to go, let alone achieve success. Within this framework, the article seeks to explain the evolution of NATO's stance towards terrorism in the post-Cold War era, the milestones in the development of NATO's DAT policy, its military concept for DAT and its operations and joint efforts related to DAT

In fact, the ideology is not what motivates people to turn to terrorism as a means to achieve political ends, but it is used as a legitimizing tool for the terrorist acts in the eyes of the public. This article aims to display the relationship between the ideologies and the terrorism, and precisely how ideologies are used for terrorist purposes. Within the scope of this article, types of terrorism, classified in terms of ideological motivations, namely left-wing, right-wing, separatist and religious terrorism, are explored. The changing profile of terrorism is also touched upon with reference to ideological shifts, and how these reflect on the terrorist organizations and their acts.

changing profile of terrorism over ideology, organization and structure as well as the means and methods used in terrorism. First, the article examines how the ideologies used by terrorist organizations together with their goals and motivations have changed. Second, it elaborates how the organizational structure of terrorist organizations has changed with reference to the network and hierarchical structures of terrorist organizations. Third, the article is dedicated to look at the means and methods of terrorist organizations with special attention to the weapons of mass destruction (WMDs), improvised explosive devices (IEDs) and suicide bombing. Other features of terrorism like cyber terrorism, the growing interconnectedness and interdependency between organized crime and terrorism and the nexus between piracy and terrorism is also addressed. The article also touches upon as NATO’s study on Multiple Futures, which is about the future threats that the Alliance will be facing in the 21st century. In this context, the article argues that there is both change and continuity in terrorism since it is a historical phenomenon
and intends to contribute to the discussions on the future of terrorism.

Despite the difficulty in identifying causes of terrorism, a comprehensive approach towards the political, social and economic environment where terrorism is likely to flourish may result in fruitful outcomes for combating terrorism. Within this context, this article aims
to provide a general framework for understanding the history and causes of terrorism rather than proposing methods to cope with them.

Changes in the security paradigm with the end of Cold War, as well as
globalization, have diminished the likelihood of conventional wars. With the growing unpredictability and complexity of security challenges, ‘crisis’ has become an umbrella concept that is used for any significant event, be it national or international – be it economic, political, military, social or natural, with potentially
severe consequences that require prompt action, including terrorist incidents. This
highlights the importance of crisis management. Although countering complex threats like terrorism necessitates efforts broader than crisis management, reducing the impact of terrorist attacks and if possible preventing them before happening can be considered to be a part of the comprehensive efforts. In this context, the article is designed to elaborate on the concepts of crisis, terrorism, crisis management and NATO’s approach to crisis management.

them in favor of the terrorists. The terrorist message is fear and panic. Their message intends to coerce and intimidate governments due to the trust deficit between the government and the people. In order to achieve its political aims and convey its message of fear, terrorism requires publicity; this publicity is provided by the media. Between the media and terrorism, there is a symbiotic relationship where both parties depend on each other and benefit from such dependence. How to break down this symbiotic relationship between terrorism and media is a difficult question to answer when censorship is not only against the spirit of
democracy, but it is also not possible to stop the flow of information today. At the time of terrorist attacks, efficient public information management is the key to maintain public confidence and support. Efficient public information management necessitates efficient management of media relations, which, in the end, facilitates
the development of a responsible media.

has almost become a buzzword in the political and military environments in the United States as well as NATO. It lacks an agreed definition, but is generally associated with ‘winning the hearts and minds of the people.’ It rests upon the awareness that current wars are fought or operations take place among the people and thus the human factor is important. Therefore, understanding, interacting, blending and communicating with the public is necessary. StratCom is the synchronization of all communication and information related efforts towards a target audience to create, strengthen or preserve an opinion and attitude(s) to the
advantage of the operation conducted or policy implemented. Within this
framework, this article discusses what StratCom is about and what its features and principles are. Then it seeks to explain the NATO approaches to StratCom and what kind of efforts has been made within the Alliance in this vein. The article finally focuses on the case of Afghanistan to elaborate on NATO-led ISAF efforts in terms of Strat

to be named as revolutions. The uprisings during that period have produced mixed results, but there is an ongoing process of structural
change. In this vein, Lynch underlines the importance of the events for shaping the regional dynamics as he portrays the region as ‘the New Middle East’, but he cautions that no matter how revolutionary the developments under the Arab uprising may be, they are ‘unfinished’. Then he ties the events of the Arab uprising and its implications on the US foreign policy in the Middle East with the argument that the region will not be the same after the uprisings driven by the ‘new Arab public’ so should be the US foreign policy.

It is a privilege to share the second volume of “Good Practices in Counter Terrorism”, the result... more It is a privilege to share the second volume of “Good Practices in Counter Terrorism”, the results of the efforts of a group of highly respected researchers and practitioners. In order to address the current issues and the bourgeoning discussions in the field of counter terrorism (CT), in early 2020, the NATO Centre of Excellence for the Defence Against Terrorism (COE-DAT) initiated the “Good Practices in Counter Terrorism” project with the academic support of TOBB Economics and Technology University (TOBB ETU). This living project has been produced by members of the pool of visiting lecturers at the COE DAT, the accumulated human resources of the center through years of engagement with academics and practitioners. Within this framework, we, as COE DAT and TOBB Economics and Technology, organized a series of workshops in which current issues in CT were addressed by relevant experts. Upon the conclusion of the discussions and based on the latest research and experience of our experts, we published the first volume of “Good Practices in Counter Terrorism” in early 2021. Following the same structure, and initiated in early 2021, the second volume of the series is the final outcome of a one-year endeavor which has built an interactive platform of expertise on the effective methods, strategies, national responses, and alternative models in CT. We hope that this timely contribution will offer a comprehensive and multi-sectoral approach to support efforts in the CT domain through inspiring various actors in their ongoing endeavors to develop, professionalize and synchronize CT policies at the national level.

This project emerged in early 2019 in response to the need to use real practical solutions in the... more This project emerged in early 2019 in response to the need to use real practical solutions in the search for policy solutions in response to existing terrorist threats.
The COE DAT, as the initiator of the project and a think-tank institution working in the interest of NATO, narrowed the focus on the role of the military in relation to other instruments of force.
The aim of the project is to collect “good practices” to counter terrorism that have worked in specific places and contexts that are short, but long enough to have sufficient detail, while remaining easily digestible for policy makers to serve as a starting point for their own counter-terrorism efforts. COE-DAT fully recognizes that the practices described in this book will not work in all environments as terrorism changes based of location and circumstances. However, the practices described serve to inspire thought and creativity to modify and try new approaches and ideas in the fight against terrorism.
COE-DAT recognizes that counter-terrorism is an extremely broad security challenge. COE-DAT also recognizes that military forces alone will not be able to defeat terrorism, nor should military forces be the lead agency in the fight against terrorism. Terrorism evolves from local grievances and as such requires a whole of government / whole of society approach that includes strategic cooperation and the collective action of nations, civil society, and the international community.
COE-DAT, in cooperation with academia, collects good practices in counter-terrorism and offers this publication to the NATO community, partner nations, other nations of interest, and academia in order to promulgate “good practices” in the global fight against terrorism. COE-DAT considers this book as a “living” document and will update and add more “good practices” in the coming years that combines conceptual and operational aspects of counter-terrorism.
