This article presents the development of a risk perception and identification method and a risk a... more This article presents the development of a risk perception and identification method and a risk analysis method for organizational risks applied to the management of sanitary alerts by the General Directorate for Food (DGAl) and the Departmental Veterinary Services (DDSV) within the framework of organizational learning in risk management. For this, organizational risks in the system of sanitary control are defined. Then, the formalism of the experience reflection method, presented in a former paper, is used as the starting point of the method. The particles of experience of the formalism make perceive critical events. These events can be interpreted as risks, these risk have a frequency and gravity. Those characteristics make it possible to deal with them on a hierarchical basis.

Initialement, le retour d'experience a ete applique dans le domaine de la surete de fonctionnement, dans le but d'ameliorer la fiabilite des composants et des systemes. La demarche et les outils du retour d'experience ont ete peu a peu appliques aux defaillances d'origine humaine et organisationnelle, avec pour objectif d'ameliorer la gestion des risques par la definition de consignes, la modification de procedes etc. Bien que la mise en œuvre et la conduite du retour d'experience constitue une pratique qui se generalise au sein des entreprises et qui s'appuie sur quatre grandes etapes (collecte, analyse, capitalisation et reutilisation de l'information) il n'existe pas d'ouvrage de reference faisant le point sur la definition du REX et des fondements conceptuels sur lesquels il repose. Ces gestions d'alertes sont souvent porteuses d'une experience interessante mais non partagee en dehors du departement. Nous presentons une methode de capitalisation et de partage d'experience fondee sur la dynamique de la gestion de l'alerte. Le deroulement d'une alerte est formalise comme une succession d'evenements et de cycles de decision associes qui constituent la base de l'experience des acteurs qui l' utilisent pour la gestion de nouvelles alertes. Cet ensemble de cycles va constituer le support de formalisation et de capitalisation de l'experience : la memoire collective.

Science-based control measures (such as the ban of the inclusion of meat and bone meal in feed an... more Science-based control measures (such as the ban of the inclusion of meat and bone meal in feed and the removal of potentially BSE infected animal tissues, the so called specified risk materials, from the feed/food chains) by the EU and elsewhere resulted in the continuous decline of the BSE epidemic in recent years. The pressure to lift certain control measures led the European Commission to issue a TSE Roadmap allowing an open discussion on the potential for regulation relaxation. To investigate the risk perceptions of stakeholders and how to improve the communication in dealing with the TSE roadmap a qualitative social research has been carried out. Forty-six in-depth, semi-structured face-to-face interviews with risk managers and stakeholders were obtained in Belgium, France, Germany, Italy and the United Kingdom. In France, each Veterinary Central Department (VCD) is confronted with situations of food-related... more In France, each Veterinary Central Department (VCD) is confronted with situations of food-related sanitary alerts occurring in its territory of responsibility. Management of those alerts often creates an interesting experience but the organization of the control is done in such a way that this experience is not shared outside this area. We present a method to capitalize and to share the experience obtained by the inspectors, based on the dynamics of the alert's management. Development of an alert is formalized as a succession of events and cycles of decision that constitute the base of actor's experience, which they use for management of new alerts. Cependant, dans ce contexte, une question se pose : dans quelle mesure l'assurance peut-elle devenir une solution intelligente et acceptable face a ces risques ? L'absence d'une definition juridique precise les rend difficilement assurables. Neanmoins, les assurances ont un role a jouer, non pas en financement, mais en accompagnement, comme le font des grands cabinets de courtage dans le cadre de leur devoir de conseil.

Health, Safety, and Working Conditions Committees (CHSCT/CSE) play a major role in the day to day... more Health, Safety, and Working Conditions Committees (CHSCT/CSE) play a major role in the day to day organization of companies and safety professionals have a crucial position in such meetings. It goes far beyond a set of regulatory knowledge and communication skills, but this unique atmosphere cannot be taught using classical academic lectures. In order to create an effective learning environment, the post master Management of Industrial Risks (MS MRI) from PSL University-Mines ParisTech, has successfully experimented for the last 3 years the use of role-playing games to allow students to embrace the inherent complexity of these type of committees. In order to design effective learning environments, four perspectives have to be taken into account. Each of these perspectives are centered on respectively student, knowledge, assessment and community. The purpose is (1) to promote connections between acquired knowledge and current academic tasks, (2) to learn with understanding instead of simple acquisition of disconnected sets of facts and skills, (3) to provide feedback to students that give opportunities to challenge and improve their learning and (4) to provide affinity between the school and a larger professional community. This paper describes how this curriculum has been designed, set and achieved. It involves the participation in the game play of several highly-experimented professionals: an occupational physician, an engineer and inspector from the Regional Retirement Insurance and Occupational Health Offices (CNAMTS), a labor inspector, a labor union representative, a paralegal and the director of the postmaster himself. They are mixed with students that play not only safety professionals but various positions in the committee. Results from surveys to assess this CHSCT game play experiment are presented and perspectives regarding innovative learning design for safety professionals are discussed.

Graduate training is one of the factors that determines or conditions the role of the safety professional, thus intervene in the professionalization process. This article is the result of a workshop and the discussions of nine academic directors of safety education programs about quality evaluation. This article introduces the issue with a historic overview of safety education, presents a synthesis of nine selected education programs, discusses quality evaluation of health and safety education programs, propose a quality evaluation frame and finally, proposes a process for designing a quality safety education program with an associated model of the learning objectives. The outcomes are interesting for everyone who is interested in health and safety education and quality evaluation and will give insights into how safety professionals are educated.
