Chinese in Australia have grown into a variegated diaspora with a mainland-born majority. Diaspor... more Chinese in Australia have grown into a variegated diaspora with a mainland-born majority. Diasporas are channels of cultural, economic and political influence; and seen as such by sending and receiving countries. They interact in international cultural relations between sending and receiving countries, as expressions of civic virtue oriented to either or both. Cooperative interactions between the respective countries can bring prosperity to all; but when security considerations cast clouds over relations between countries, the concerned countries and communities have careful paths to tread. This input visits the Chinese diaspora past and present. It emphasises the rules of friendship and hospitality as guiding principles for healthy international cultural relations.

The United States and China draw mutual fascination as the current global superpower and an incip... more The United States and China draw mutual fascination as the current global superpower and an incipient one, respectively. The state visit to the US in February 2012 by Vice President Xi Jinping, who is described as the Chinese president-in-waiting in the Western press, is examined comparatively across leading US and Chinese newspapers. Framing theory is employed in the examination to ascertain different frames that have emerged in the two political cultural contexts.
This paper discusses the relationship between soft power theory emerging variously from the field... more This paper discusses the relationship between soft power theory emerging variously from the fields of international relations and international communication, noting the links to symbolic interactionism. Additionally it draws on the initiation of China's soft power to illustrate the ideal-typical notion of "ethical soft power". China has had connections with Africa since Admiral Zheng. He visited the eastern seaboard of the continent during the Ming Dynasty. The initial attraction was exerted by Africa, a new world full of strange animals and other wonders. A giraffe that was brought back to the emperor at this time was supposedly seen as a "qilin", a mythical beast that was associated with perfect good will, gentleness, benevolence to all and righteousness. The qualities attributed to the qilin may be associated with "ethical soft power". In the 21st century, China has entered a developmental relationship with the African continent and this has taken place at a time it is thinking seriously about its soft power capabilities and strategy. The China-Africa development relationship may be viewed usefully through the lens of soft power and measured in terms of "ethical soft power".12 page(s

The picture, provided by Corinne Shefner-Rogers, Everett M. Roger's widow, depicts the leonine countenance of Professor Rogers (born 1931) who died on 21 October 2004, leaving behind what can be described as a library of his own publications and an army of scholars, students and extension workers whose lives and works had been touched by his own life and works. Ronny Adhikarya, a former student and colleague of Roger's has written:

MCP, which evolved from a chess program and is a master strategist, decides to take over the Pentagon’s computer systems for reasons of efficiency. Users decide that it has to be destroyed. If nascent artilects wanted good public relations, Hollywood contributes to this by presenting scenarios of artilects running amok as both distant and reversible.
