Despite the development of alternative forms of care, international and domestic pressures for ch... more Despite the development of alternative forms of care, international and domestic pressures for change, and over 20 years of efforts at deinstitutionalization, the Czech Republic has one of the highest rates of institutionalization of children in Europe (UNICEF, 2012). The continuing reliance upon residential care for children by the child protection system, particularly for children who are disabled or of Roma descent, demonstrates a case of path dependency in which a solidification of the system’s response is rooted in its past. Understanding the impact of historical precedence is key to reforming the current system.
Specialized education and training for social workers have been available in the U.S. for over 10... more Specialized education and training for social workers have been available in the U.S. for over 100 years. Currently, there are over 500 university programs for bachelor-level social work (a four year university degree) and over 230 for graduate-level work (or post-bachelor level). While there are differences among these programs, accreditation serves to assure some commonalities for the preparation of professional social workers. The Council on Social Work Education or CSWE is the sole accrediting body for social work programs in the U.S. The accreditation process assures that programs prepare students with specific and identifiable knowledge, skills, values and behaviors required for competent social work practice. In 2006, the State Department published its Final Rules for implementation of the Hague Conventio... more In 2006, the State Department published its Final Rules for implementation of the Hague Convention and the Intercountry Adoption Act. This new rule, which took effect in 2008, signifies a departure from previous practice by specifying national, uniform conditions and terms for international adoption practice by U.S. agencies and professionals. Interviews with adoption professionals reveal their predictions regarding the potential consequences of the new rule. Participants indicate the new rule will protect children and families from unscrupulous adoption practices, thereby fulfilling its stated purposes. Paradoxically, they also predict that the new rule will have latent consequences that will negatively impact waiting children, prospective families, and adoption agencies.
This collection aims to cast light on the social work profession and its care for orphans in midd... more This collection aims to cast light on the social work profession and its care for orphans in middle and low income nations. Four countries are profiled in this work, and the focus in each portrayal is the work done by professionals as well as the socio-political context of this work in the area of care for orphaned children. As will be argued later, both our international perspective and our understanding of the needs and care of orphans around the world are limited in the English language social work literature. This work represents an attempt to address these limitations. I whole-heartedly embrace Watts??? urgent call, ???International and comparative social work and social welfare have some catching up to do???In order to seek answers, we need to recognize we have much to learn from each other. We investigated comments made during the public commentary phase of rule making for the Proposed ... more We investigated comments made during the public commentary phase of rule making for the Proposed Rules for the Implementation of The Hague Convention and Intercountry Adoption Act and found that commenters were most concerned with issues of risk and liability and a number of commenters expressed serious concerns regarding the impact the rules would ultimately have on intercountry adoption practice. We also examined the impact these public comments had upon the final policy, and logistic regression revealed that the Department of State was largely responsive to public commentary as reflected in the Final Rules.

The empowerment of disputants is a fundamental concern of mediation research, but empowerment is ... more The empowerment of disputants is a fundamental concern of mediation research, but empowerment is difficult to measure. This study operationally defines empowerment in a divorce case as an agreedupon modification of the Texas Standard Possession Order in the direction of granting more time with the child to the noncustodial parent. Using a cross-case analysis of mediated and nonmediated divorce cases, this study found that couples that participated in mediation were empowered, not disempowered, in the construction of their visitation arrangements. Implications for measuring empowerment, litigation, and legislative policy are discussed.
