RESUME The article introduces the discursive analysis as a fruitful method within the study of so... more RESUME The article introduces the discursive analysis as a fruitful method within the study of social and political processes. Using the example of current situation in the area of international migration we try to show how this method can provide the critical questioning of certain premises taking for granted in current political and academic discourse. In the first part we describe the concept of discourse and the method of discursive analysis in general, and later we try to find the historical roots of the current political discourses about migration that dominated the political and public sphere in the second half of the 20th century. At the same time we try to outline certain significant changes the political discourse referring to migration has passed through these decades. Several remarks are made in the conclusion comparing the situation in the Western Europe and in our social context.

These discourses are not simply “national”, their features are often supra or trans-national. Identifying rationalities of these discourses (security discourse, global discourse and human-rights discourses), the already existed analyses, mostly of European context, are taken into account. Analysing Slovak context, the following questions are to be answered: What are the rationalities of these discourses, how do they understand migration and how are migrants represented in them? What is their power position? Where are they relevant (localisation), how do they perform in the discursive field of migration (discursive strategies), who are the reproducers of these discourses (actors), and how do they influence institutional practice? Security discourse has been identified as one of the leading perspectives in the field of migration in many countries. Slovakia is not an exception. On contrary, security discourse has been dominant and institutionalized here in practice. The article analyses specific features and rationality of security discourse in Slovakia through qualitative discourse analysis of key policy documents, laws, parliamentary debates and comments of politicians in the media. It focuses also on current changes of migration discourse in a broader European and global context. These changes are connected with the growing relevance of so called “migration management” in the migration field. Sociológia 2015, Vol. 47 (No. 4: 319-339)

Human rights discourse is one of the discourses relevant in the political discursive struggle ove... more Human rights discourse is one of the discourses relevant in the political discursive struggle over the migration and migration policies in particular nation states or in the European Union. Traditionally, in Western European immigration countries, this discourse has been represented by leftist political parties (socialist or social democratic) and in a more radical way by the social movements and human rights NGO's. In Slovakia, human rights discourse on migration has never been significantly represented by relevant political parties, on the contrary, migration has been always a topic marked by considerable and unusual political consensus. Human right discourse on migration is a marginal view, represented mainly by few non-governmental organizations. Using the method of Critical discourse analysis, the paper tries to analyse the strategies of discursive struggle over the migration, and relevant social representations being used.

Immigration was a minor political topic in Slovakia before the outbreak of the refugee crisis in ... more Immigration was a minor political topic in Slovakia before the outbreak of the refugee crisis in Europe in 2015. However, security discourse with regard to migration was institutionalized and represents the dominant view of migration. This paper analyzes the institutional basis for the dominant security discourse in Slovakia, using the concept of moral panic. It argues that the dominance of security discourse results from a consensus among politicians about cultural questions connected to migration and from a technocratic consensus among security professionals, experts and politicians who prioritize the security view of migration.
