Research paper thumbnail of Fight against NGO inefficiency: The use of financial and impact management tools in the Czech Republic

The main interest in impact management is in the public sector because it involves a great amount of public money. The principles of impact management can also be important in the nongovernmental nonprofit sector because of the absence of a profit mechanism, nonprofit goals, and public goods, and the presence of public money in form of grants. This paper was inspired by the German study " Wirkungsorientierte Steuerung in Non-Profit-Organisationen " and is intended to offer similar insights into the practices of nongovernmental nonprofit organizations (NGOs) in the Czech Republic. We investigated the extent to which various financial management tools and impact management tools are used in the Czech Republic, a transformed economy where setbacks in modern tool implementation are expected. The presented results are based on data obtained from interviews and questionnaires from NGOs operating in Brno, a town in the South Moravian region of the Czech Republic. The data indicated that developed financial management was more common in larger organizations, but that impact management was virtually unknown, with impact management tools only rarely seen.

The idea that the non-governmental non-profit sector is somehow superior in terms of generated social innovations is also frequently mentioned in the current scientific and research projects dealing with this phenomenon, for example “The Theoretical, Empirical and Policy Foundations for Social Innovation in Europe (TEPSIE)”, “Impact of the Third Sector and Social Innovation (ITSSOIN)” and a number of other projects that are smaller in their scale (but not less important), to name but a few. The present contribution (that takes into account the selected theories of the non-governmental non-profit sector) answers the question of whether it is actually possible to consider the non-governmental non-profit sector to be a self-reliant innovator independent of the public support. On the basis of a detailed study of a group of projects that can be considered to be examples of good practice in the field of social innovations, the paper outlines the real role played by the non-governmental non-profit sector in their development. Hence, it also provides answers with respect to the necessity and importance of engagement of the remaining sectors in the socially-innovative activities.

Although social innovations as a phenomenon must have always existed, it was given its name and attention by experts only recently. Social innovations have gradually become a concept that has got into academic debates, research projects and policy documents and instruments of public policies. The advent of the trend (to deal with social innovation issues) is not uniform everywhere; this is the reason why this paper sets itself the objective to map how social innovations are currently perceived in the Czech Republic. The authors consider it useful to allow comparison of different approaches to social innovations as applied in different countries, it can be helpful in mapping social innovations or when trying to learn and draw inspiration from practices of another country. In their paper, the authors present the information collected about social innovations in the Czech Republic through researching literature and especially internet sources, and the information obtained directly or indirectly in interviews held with experts in the field of social economy. The paper aims to offer readers insights into the issue of the existence and financial support of social innovations in the Czech Republic.

Although awareness has increased in the last few years, it is not surprising that public recognition and support of social innovation is still in the early stages. The article shows the first signs in the Czech Republic that are supporting and enhancing research and application of Social innovation by selection of cases in form of funding programs, research centers and supporting foundations.

To evaluate the economic value of volunteering is to exclusively consider an economic point of view. Using replacement wages to do this means answering the question ‘How expensive would it be to sustain the present levels of the production of the goods and services if there were no volunteers? The estimates of the economic value of volunteering have a lot to tell us, but it is easy to misunderstand the real meaning carried by these figures.

This is one of the main problems which needs to be addressed: grasping social business, despite its unclear definition. we need definition that do not exclude a substantial area, but that is not too vague and unclear.
