Only available in Japan on online rental services, or on DVD with the three other movies (that is how I watched it), but now subbed in English, so the barrier to entry is stilll a little high for what it is. It was released 9 years after the anime version stopped airing, which is why they spend almost 5 minutes of the short 15-minute runtime introducing the characters.
I don't really like the more absurdist humour [which was probably more relevant in 2019] compared to the rest of the series. At least two of the stories are adaptations from the anime/blog, but with slightly different... coats of paint, which was disappointing. It's also strange seeing modern smartphones in a story that took place in 2006 in reality,, I consider this 'movie' existing to be a bit strange considering interest in the series had seemed to stopped years before 2019. However, the artstyle is adorable as Uchi No 3 Shimai is always, the character designs are pleasing and somewhat of an upgrade from the 2008 flash designs. It certainly has the charm the series is known for. The song about 'urine tests (kenyo)' made me laugh when I realised what it was about lol.
I think if you're into comedy anime, have young children, or are already a fan of this series, it will appeal to you, but probably not if you're out of those categories.
