People will say “Not another recap!!!” and shrug away, it's clearly wasn't made for everyone. If you're binge-watching and can't bother with striking one's self as a completionist, then there is no need for watching this 23 minutes long recap episode. I took a long hiatus from Anime in general, having been back to the whole thing couldn't have been better without starting off with this recap, it got me on my feet and well synced with this Anime, refreshed my memory by hitting on all major plot points without feeling a tad bit boring.
If I remember this correctly, the Veldora commentary on the episode... included some extra info and several confirmations on some plot points that were much appreciated, so even for those who don't care about the recap value of this episode, there are things to consider gaining from watching it.

As a recap, it can only do so much. Veldora’s Journal 2 follows its predecessor with Veldora and Ifrit chatting between themselves about the events of the first part of the second season along with some bits from the first season. Though, it was less of a recap of the previous shows and more of a comedic interaction between the dragon and spirit.

The animation was mostly reused with a new scene of Raphael, Ifrit and Veldora; nothing too special here but serves as a decent recap to viewers. The sound was mostly just conversation between Ifrit and Veldora with a few cuts from scenes of... the second season.

You aren’t missing much if you skip on this, it’s enjoyable but fans can easily ignore this as it only provides the thoughts and reactions of the duo to previous events. Nevertheless, it serves as a decent bit of entertainment to get back into the fantastic story after the quarter-year long break between the two parts of the second season.

Oh wait, this probably isn’t the 13th episode of Tensura Nikki, I thought to myself, while soon coming to the conclusion that yes, this was just a recap.

Retelling the events of the second season, we have the rather upbeat and refreshing voices of Ifrit and Veldora to guide us along the way, rather than a standard narrator spoon-feeding us information of which we probably already know, and that’s probably the only notable thing I took from this recap. Even though I do believe this recap wasn’t needed, it does serve as a pretty neat reminder seeing as the second season is a split cour.
